PI <strong>of</strong> the state reviewed the final version<br />
<strong>of</strong> the completed form, filled in missing<br />
information in totality, for review during the<br />
state consensus meeting.<br />
4.3.7 Development <strong>of</strong><br />
Indicators<br />
Indicators are specific, observable and<br />
measurable characteristics that are used<br />
to measure change (45). Indicators related<br />
to health systems would establish the<br />
baseline and facilitate tracking progress<br />
and performance <strong>of</strong> the health system over<br />
a period. Indicators developed for a specific<br />
purpose should be SMART (Sensitive,<br />
Measurable, Acceptable, Reliable and<br />
Timely) along with being valid <strong>Health</strong><br />
system Indicator(s) should essentially give<br />
actionable information about the system and<br />
it is important to ensure that it should be<br />
feasible to collect information for computing<br />
the indicator value.<br />
A set <strong>of</strong> 15 quantitative indicators, covering<br />
various domains was developed based on<br />
quantitative information collected by using the<br />
SMHSA pr<strong>of</strong>orma. Data drawn from the <strong>National</strong><br />
<strong>Mental</strong> <strong>Health</strong> <strong>Survey</strong> was used to develop<br />
5 morbidity indicators. These domains<br />
focused on the coverage <strong>of</strong> the DMHP, human<br />
resources for mental health, facility coverage<br />
for mental health, financing for mental health,<br />
burden <strong>of</strong> mental morbidity, treatment gap<br />
and incidence <strong>of</strong> suicides (Box 3).<br />
A set <strong>of</strong> 10 qualitative indicators covering<br />
10 essential domains <strong>of</strong> the mental health<br />
