� GOODS EXIT :<br />
At the end of the exhibition no foreign goods from third countries may leave the exhibition precincts unless one<br />
of the following declarations has been previously submitted to the Customs via a customs clearance agent.<br />
Once the goods have been registered, checked and sealed, this declaration will cover their transport.<br />
A) For re-exportation :<br />
The following documents must be submitted for the exit visa: Declarations EX 3 T1.<br />
B) For transit :<br />
To a bonded warehouse where the goods will be placed under permanent customs control: Visa issued by an<br />
international freight forwarder<br />
C) For the sale and supply to consumers of goods firmly purchased by an importer residing<br />
in the French metropolitan customs territory:<br />
depending on indivi<strong>du</strong>al cases, either declaration EU 4 or declaration IM 4.<br />
• Foreign goods which have been exempted from <strong>du</strong>ties for temporary import and which<br />
remain in the French metropolitan territory to be supplied for embassies' consumption must<br />
be declared to the Customs to pay the applicable <strong>du</strong>ties and taxes.<br />
• Only the above mentioned documents can allow the Customs to terminate the temporary<br />
importation proce<strong>du</strong>re. In the event of non termination – either partial or total – of the<br />
temporary importation, legal action would be taken against exhibitors or customs clearance<br />
agents who would be guilty of abstraction of bonded goods.<br />
� ATA CARNET PROCEDURE FOR EXHIBITIONS<br />
(excluding foodstuffs)<br />
Even after it has been endorsed at the EU frontiers, the ATA carnet must be presented to the Customs at the<br />
exhibition centre. It can be used for goods intended to be displayed or used at an exhibition.<br />
The advantage of this international document is that it can be used in place of national documents. Under the<br />
transit proce<strong>du</strong>re goods can be transported from the frontier Customs to the competent Customs office under<br />
cover of a transit voucher of the ATA carnet.<br />
On arrival of the goods at their destination, the Customs discharge the transit voucher and endorse the goods<br />
on the basis of an entry voucher.<br />
At the end of the exhibition, goods are re-exported using a second transit voucher. It is therefore not<br />
necessary to make the usual warehouse entry and re-export declarations. However, in order to be validly used<br />
in the French customs territory the ATA carnet must include:<br />
o ���� 1 importation voucher;<br />
o ���� 1 re-exportation voucher;<br />
o ���� 2 transit vouchers for re-exportation (one remains at the exhibition's customs office,<br />
the other serves as accompanying document).<br />
It should be noted that the deadline for re-exportation is usually one month after the exhibition closure, and it<br />
shall not exceed the expiry date of the ATA carnet. The deadline will be specified by the Customs on the entry<br />
voucher and on the corresponding counterfoil.<br />
On the other hand, consignment sale will not be strictly excluded, on the understanding that, after a<br />
declaration has been made using COM 5, IM 4 or EU 4 forms and goods have been presented to the<br />
Customs, the goods sold on the domestic market can be used for consumption in the same conditions as if<br />
they were covered by national documents.<br />
