Regulations applicable to the safety and
organisation of health and safety coordination
during set-up and break-down operations.
Installation and dismantling specifications are included in
the Exhibitor's Guide.
The French Health and Safety Inspectorate and the
Regional Health Insurance Fund (C.R.A.M.) make no
distinction between the installation and dismantling of
stands at exhibitions and activities on building sites.
Consequently, the following apply:
• Law No 93-1418 of 31 December 1993 (which
implements the European Community Council directive
No 92-57 of 24 June 1992).
• Decree of application no. 94-1159 of 26 December
1994 / amended and completed by decree No. 2003-
68 of 24 January 2003.
In application of this legislation, the SILMO, the Organiser
designated as “Project Manager for construction
operations”, has entrusted the mission of General Health
and Safety Coordination to the inspection bureau, D.Ö.T.
D.O.T.'s role is to manage the joint operations of
contractors to guarantee the Health and Safety of all
persons involved in installation and dismantling at the
exhibition.

Accordingly, the coordinator D.O.T. has drawn up A
General Health & Safety Coordination Plan (GHSCP) and
Individual Health & Safety Notice (I.H.S.N.) for exhibitors
attached to the Exhibitors' Guide.
These documents list a certain number of organisational
rules applicable at the Viparis Paris Expo Exhibition Centre
during the set-up and break-down phases of the event;
these rules must be adhered to by all parties involved: the
organiser’s subcontractors and exhibiting companies (and
their subcontractors) (1).
(1) No work may be performed outside the hours stated in
the General Coordination Plan for Safety and Protection
(PGCSPS) without prior declaration to the Labour
Inspectorate and presentation of a statement of exemption
from this Plan.
EXHIBITORS: H.S.S. COORDINATION AND
MEASURE
The Exhibitor is wholly responsible for the construction,
fitting out, dismantling and removal work carried out by
exhibitors and their subcontractors (service providers,
decorators, etc.).
You may have contracted one or more contractors to build
your stand. You are thus considered to be a contractor and
project owner for construction operations.
In compliance with Article L.235-4 of the French Labour
Code, you must appoint a safety coordinator , who should
drawn up General Coordination Plan specific to your
project and based on the General Specifications (2).
This General Coordination Plan (G.C.P.) must be brought to
the attention of all companies, in particular all suppliers
working on your stand.
D.O.T. is on hand should you require any information on
implementing the measures set down in the General
Coordination Plan.
Furthermore, if the installation and/or dismantling of your
stand is liable to disrupt the general organization of the
exhibition, the organizer must be informed.
IMPORTANT
Every company involved in on-site installation or
dismantling operations ins responsible for its own safety
particularly as regards third parties.
All persons involved in installation/dismantling operations:
• Must hold insurance policies that provide full coverage for
their activities and site activities.
• must comply with all health, safety and security
regulations (e.g. speed limits, direction of traffic, use of
handling and all other equipment, etc…),
• must obtain an access badge form the organizer in order
to perform all installation an dismantling operations on
site.
• must wear the obligatory equipment (safety shoes) and
hard hat for overhead work.
In any event, you are wholly responsible for all installation
and dismantling operation at your stand.
(2) When an H.S.S. Coordinator is required.: You must
engage a Health & Safety Coordinator., possibly through
your stand company or decorator, and supply the name and
details of the latter to the Health and Safety Coordinator
(D.Ö.T.) The Coordinator you have appointed must adhere
to the General H.S.S. Coordination Plan.
