Regulations applicable to the safety and<br />

organisation of health and safety coordination<br />

<strong>du</strong>ring set-up and break-down operations.<br />

Installation and dismantling specifications are included in<br />

the Exhibitor's Guide.<br />

The French Health and Safety Inspectorate and the<br />

Regional Health Insurance Fund (C.R.A.M.) make no<br />

distinction between the installation and dismantling of<br />

stands at exhibitions and activities on building sites.<br />

Consequently, the following apply:<br />

• Law No 93-1418 of 31 December 1993 (which<br />

implements the European Community Council directive<br />

No 92-57 of 24 June 1992).<br />

• Decree of application no. 94-1159 of 26 December<br />

1994 / amended and completed by decree No. 2003-<br />

68 of 24 January 2003.<br />

In application of this legislation, the SILMO, the Organiser<br />

designated as “Project Manager for construction<br />

operations”, has entrusted the mission of General Health<br />

and Safety Coordination to the inspection bure<strong>au</strong>, D.Ö.T.<br />

D.O.T.'s role is to manage the joint operations of<br />

contractors to guarantee the Health and Safety of all<br />

persons involved in installation and dismantling at the<br />

exhibition.<br />

Accordingly, the coordinator D.O.T. has drawn up A<br />

General Health & Safety Coordination Plan (GHSCP) and<br />

Indivi<strong>du</strong>al Health & Safety Notice (I.H.S.N.) for exhibitors<br />

attached to the Exhibitors' Guide.<br />

These documents list a certain number of organisational<br />

rules applicable at the Viparis <strong>Paris</strong> Expo Exhibition Centre<br />

<strong>du</strong>ring the set-up and break-down phases of the event;<br />

these rules must be adhered to by all parties involved: the<br />

organiser’s subcontractors and exhibiting companies (and<br />

their subcontractors) (1).<br />

(1) No work may be performed outside the hours stated in<br />

the General Coordination Plan for Safety and Protection<br />

(PGCSPS) without prior declaration to the Labour<br />

Inspectorate and presentation of a statement of exemption<br />

from this Plan.<br />

EXHIBITORS: H.S.S. COORDINATION AND<br />

MEASURE<br />

The Exhibitor is wholly responsible for the construction,<br />

fitting out, dismantling and removal work carried out by<br />

exhibitors and their subcontractors (service providers,<br />

decorators, etc.).<br />

You may have contracted one or more contractors to build<br />

your stand. You are thus considered to be a contractor and<br />

project owner for construction operations.<br />

In compliance with Article L.235-4 of the French Labour<br />

Code, you must appoint a safety coordinator , who should<br />

drawn up General Coordination Plan specific to your<br />

project and based on the General Specifications (2).<br />

This General Coordination Plan (G.C.P.) must be brought to<br />

the attention of all companies, in particular all suppliers<br />

working on your stand.<br />

D.O.T. is on hand should you require any information on<br />

implementing the measures set down in the General<br />

Coordination Plan.<br />

Furthermore, if the installation and/or dismantling of your<br />

stand is liable to disrupt the general organization of the<br />

exhibition, the organizer must be informed.<br />

IMPORTANT<br />

Every company involved in on-site installation or<br />

dismantling operations ins responsible for its own safety<br />

particularly as regards third parties.<br />

All persons involved in installation/dismantling operations:<br />

• Must hold insurance policies that provide full coverage for<br />

their activities and site activities.<br />

• must comply with all health, safety and security<br />

regulations (e.g. speed limits, direction of traffic, use of<br />

handling and all other equipment, etc…),<br />

• must obtain an access badge form the organizer in order<br />

to perform all installation an dismantling operations on<br />

site.<br />

• must wear the obligatory equipment (safety shoes) and<br />

hard hat for overhead work.<br />

In any event, you are wholly responsible for all installation<br />

and dismantling operation at your stand.<br />

(2) When an H.S.S. Coordinator is required.: You must<br />

engage a Health & Safety Coordinator., possibly through<br />

your stand company or decorator, and supply the name and<br />

details of the latter to the Health and Safety Coordinator<br />

(D.Ö.T.) The Coordinator you have appointed must adhere<br />

to the General H.S.S. Coordination Plan.<br />
