Heathcote ward – community board<br />

Craig Todd<br />

Having lived in the Heathcote ward the majority<br />

of my life I have been lucky to enjoy the benefits<br />

this community has to offer. With greater powers<br />

for decision making being handed to community<br />

boards, if elected I would work hard, listen to and<br />

make sure the community voice is heard in regards<br />

to facilities and infrastructure to achieve the best outcome for all.<br />

I believe I have the passion and experience to make a valuable<br />

contribution to the well-being and benefit of our community.<br />

After six years of Government-appointed commissioners<br />

at the helm, people can once again cast a vote for<br />

representation onto the Environment Canterbury. The<br />

area is represented by the Christchurch Constituency, with<br />

four candidates to be elected.<br />

lead-up<br />

to the<br />

local body<br />

elections,<br />

<strong>Bay</strong> <strong>Harbour</strong> News asked city councillor candidates<br />

their views on a topical issue within the community. This<br />

week, we ask Heathcote ward city council candidates<br />

what they think the city council should do in response to<br />

homeowners’ pleas to remove coastal hazard information<br />

the Coastal Hazards Assessment Report.<br />

Elections 16<br />

City councillor Paul Lonsdale: Residents and ratepayers need<br />

to be assured that I am working at city council level on this issue. It<br />

was very positive that the mayor met with members of Christchurch<br />

Coastal Residents United recently. We are now working together<br />

around the whole issue of coastal hazards going forward. The issue<br />

of coastal hazards is a serious one for Christchurch and coastal<br />

residents. The Tonkin & Taylor report was subjected to a second<br />

expert peer review which found problems with aspects of the report<br />

and recommended changes be made. It is clear that the scientific<br />

experts believe that the report as it currently stands requires further<br />

research and work. We need to ensure that the information that we<br />

use is the correct information and currently this is not the case. I<br />

am committed to working towards ensuring that any coastal hazard<br />

information used is the correct information. ​<br />

City councillor Sara Templeton: Climate change and<br />

subsequent impacts of sea level rise are going to be one of the most<br />

important issues for the next city council to address. Open and<br />

transparent communication with the wider community is going to<br />

be essential. While there is vocal opposition to the information being<br />

on LIMS there are also many thousands of people who haven’t had<br />

the chance to express an opinion and there are many who realise that<br />

issues such as coastal inundation and erosion cannot be ignored.<br />

I have not seen the current wording, but the city council is legally<br />

obliged to identify a hazard on a LIM if it is aware of one. This is to<br />

protect future owners of properties. Coastal hazards are an issue<br />

around the country and a more consistent approach is needed. A<br />

National Policy Statement should be in place and the Government<br />

need to step up and start discussions on one.<br />

that it would be a completely<br />

new structure on top of the old<br />

one. It would have significant<br />

advantages like it will need less<br />

maintenance in the years to<br />

come,” said Mr Jackson.<br />

The city council has no money<br />

to undertake the repairs so<br />

residents requested city council<br />

support to restore the jetty in a<br />

community-led project.<br />

The trust was set up in April<br />

last year with a panel including<br />

a land surveyor, a civil engineer<br />

and a lawyer who are investigating<br />

methods of restoring the<br />

jetty and a fundraising strategy.<br />

“The make up of the trust is<br />

what gave council the confidence<br />

in the first place to back it,” he<br />

said.<br />

If the preferred proposal is<br />

accepted, the trust will buy the<br />

jetty off the city council for $1,<br />

undertake the restoration, before<br />

selling it back to the city council<br />

for $1.<br />

The city council has attributed<br />

$535,000 to go towards the cost<br />

of fixing the jetty.<br />

If the proposal to sell the jetty<br />

is approved, the trust will then<br />

look at fundraising the remaining<br />

cost of the restoration.<br />
