ELECTION PREVIEW
I ELECTION PREVIEW I 11
In anticipation of the April 3 municipal
election, West County candidates in contested
races only were invited to answer
the following questions:
1. Why are you running and what are
your priorities if elected? 2. What are your
qualifications for holding public office?
Due to space limitations, only the
answers to question No. 1 are listed here.
Answers to both questions can be found
online at westnewsmagazine.com.
West Newsmagazine has not verified and
does not endorse the statements made by
the candidates. Candidates in all races are
listed in ballot order; incumbents are identified
with an asterisk after their name.
All board of aldermen, city council and
trustee terms are two years unless otherwise
noted.
BALLWIN
Board of Aldermen
Ward 1 • Michael Finley*
Ward 2 • Kevin M. Roach*
Ballwin is a great hometown and has
been mine for over 30 years. I’m proud
Ballwin is one of America’s best places to
live, and I’ve been working on the board to
keep it that way. I believe it’s important to
serve my neighbors and Ballwin businessowners.
We, as friends and neighbors, need
to continue to work together to keep our
city clean and safe. Having spoken with
many in the community, our top priorities
in city government should be to improve
our roads, maintain our excellent level of
public safety, be good stewards with tax
dollars, help grow Ballwin businesses and
keep our beautiful parks and recreation
facilities well maintained.
Ward 2 • Katie M. Zaitz-Fink
Ballwin is a city that is ranked as one of
the best cities in America to live, work and
raise a family. I value community service
and appreciate the opportunity to address
the issues that face our city. I take seriously
the responsibility of being a dedicated
public servant. I will apply common sense
principles in all of my decision-making,
and I will work diligently and cooperatively
with my colleagues to find common
ground that will serve the best interests of
the city and all its residents. I profoundly
care about this community. For me, Ballwin
is all about community, and leadership
is not about politics, it is about people. The
top priority of any local government should
be to keep its citizens safe. My other priorities
include: supporting small businesses
and startups, and fiscal responsibility.
Ward 3 • Frank Fleming*
Ward 4 • Raymond L. Kerlagon*
CHESTERFIELD
City Council
Ward 1 • Barry Flachsbart *
Ward 2 • Jami Dolby
I decided to run for the Ward 2 council
seat because I wanted my fellow residents
to have a representative in city hall that
represented a voice for smart growth, transparency,
innovate thoughts and continued
support toward our police department.
Having responsible government as we protect
our taxes, residents and the growth of
our community are some of my top priorities.
We cannot continue to support development
that does not work with the long-term
goals of our city. I want to help develop a
comprehensive plan with input from residents
so we do not lose focus on what makes
Chesterfield great – our residents.
Ward 2 • Mary Ann Mastorakos
I am running for Chesterfield City Council
Ward 2 to ensure that the integrity of
our neighborhoods and, more importantly,
that the interests of our residents are a
priority. Chesterfield should strive to balance
residential, commercial and corporate
development that adheres to the city’s comprehensive
plan. A sound financial footing
is essential and I will work toward that end.
My goals include providing transparency
and accessibility to our citizens. Finally, I
will encourage the city to be an active participant
in the future of Chesterfield Mall to
find a satisfactory and sustainable outcome.
I would appreciate your vote on April 3.
Ward 3 • Randy Logan*
My top priorities begin with continuing
to listen to the residents throughout our
upcoming parks master plan and citywide
comprehensive plan processes. Both of
these plans will be revised in the upcoming
months, and I believe significant input
from the residents will give us the best
results. Our city budget is stable, and we
have maintained the highest bond rating
in the state; however, our future sales tax
revenue base is less certain, and I will
continue to monitor our revenues, spend
wisely and work toward solutions that are
in the best interest of the residents.
Ward 3 • Michael Moore
I believe in residents first and that preserving
our neighborhoods is critical to
maintaining the integrity of our community.
My top priorities are the evolution
of Chesterfield Mall, to make it more of a
multi-use location for all residents of our
city. The mall must evolve to become more
of a core part of our city, rather than just
a shopping location. Updating the Chesterfield
comprehensive plan to reflect current
zoning practices, one that reflects the
wishes of the residents. Working within a
balanced city of Chesterfield budget, where
our expenses do not exceed our revenues.
Ward 4 • William [Bill] Lawson
I am running for office due to my interest
in Chesterfield and as a result of some
less-than-positive experiences I had when
I presented certain issues to the city council.
Having delved into the issues, I believe
economic development is the key to the
future success of Chesterfield. With declining
city revenues over the last year, we
need to take advantage of the opportunity
to redevelop Chesterfield Mall and make it
an income producer for the city. The council
must be creative in attracting a great
development that makes financial sense
and benefits residents. We must exercise
fiscal responsibility with an open mind to
what is best for the citizens. Despite the
tremendous police force we have in Chesterfield,
property crime is a growing concern.
We must monitor neighborhoods to
reduce property crime.
Ward 4 • Tom DeCampi*
When I ran in 2016, I promised to change
the prevailing culture at city hall based on
three pillars: rule of law, transparency and
fiscal responsibility. I want to see the community
grow and flourish and welcome
development, but nothing is more important
to me than protecting the pocketbooks
of our residents who pay the bills. The
voters who support me recognize that as
government expands, personal liberties
diminish. That’s why I’ve done everything
to bring efficiency to municipal operations
without resorting to higher taxes.
CLARKSON VALLEY
Board of Aldermen
Ward 1 • Sue McNamara
Ward 2 • Amy Aspen Setnicka*
Ward 3 • Lin Midyett*
CREVE COEUR
Mayor
Barry L. Glantz*
City Council
Ward 1 • Heather P. Silverman
I believe that civic engagement is important
and I feel passionate about serving my
community. My husband and I chose to
raise our family in Creve Coeur because of
all the city has to offer. I want to work to
ensure that our community continues to be a
great place to live. I believe it is important to
improve walkability and encourage responsible
redevelopment in the East Olive Corridor.
I would like to see neighborhood uses
that will benefit current residents and attract
new residents and businesses. In addition, I
believe residents should be empowered to
make their voices heard.
Ward 1 • James Faron
I’m running for re-election to continue
my support of the local Creve Coeur community,
the Ward 1 district I represent and
its residents, and to sustain the progress
we’ve made in improving our city. My top
priorities are to support the strong financial
standing and triple-A rating that our city
now carries, which provides leverage for
city development; to promote and grow
the existing and future business and commercial
sectors of our city, which generates
a strong tax base; and to protect and define
the residential fabric and character of our
city, which maintains a high quality of life.
Ward 4 • Sue Baseley
DES PERES
Mayor
Mark Becker
Board of Aldermen
Ward 1 • John E. Pound*
Ward 2 • Dean C. Fitzpatrick
Ward 3 • Patrick Barrett
ELLISVILLE
Mayor • Mike Roemerman
I am running to give back to the community.
… I have a lot of experience in
business and communities, and I’m at a
point where I’ve realized how important
the community connection is from more
than a neighborhood standpoint. … One of
my top priorities ... is helping grow our tax
revenue organically. … The other thing that
goes along with that is trying to educate our
citizens a little bit more on what’s involved
in the process, and why it’s important for
us, as a city, to consider any commercial
development offer that comes before us
because that’s what helps provide the services
citizens want.
Mayor • Mick Cahill
I’m running for office, first of all, because
I love my town. I have been a councilmember
for four years prior to this year and now,
the position of mayor is open and I think we
need somebody with a clear head to get in
there and work for the community. As for
my agenda, I want to keep the system going
the way it is, but what I’m really looking
for is to help the citizens in the town build
a stronger retail space and fill some of the
voids we have along Manchester and Clark-
