<strong>Tekstil</strong> endüstrisi, küresel ekonominin ve vatandaşların yaşam kalitesinin ayrılmaz bir<br />
parçasıdır. Ekonomideki önemli etkiyi bilerek, hükümetin büyümesine yönelik en kârlı<br />
politikaları kusursuz sunması mantıklıdır. Tarladan mağazaya kadar bütün imalat ve<br />
tasarım aşamalarında katma değer oluşturan tekstil ve hazır giyim sektörü, yüksek<br />
istihdam potansiyeli, meydana getirdiği dış ticaret fazlası, yerli ve milli üretime<br />
sağladığı katkıyla Türkiye’nin önde gelen sanayileri arasında bulunuyor. Tüm sanayi<br />
sektörleri içinde ülke ekonomisine en büyük katkıyı sağlayan tekstil ve hazır giyim, bir<br />
taraftan gelişmekte olan ülkelerle maliyet rekabeti, diğer taraftan da üretime dönüş<br />
yatırımı başlatan gelişmiş ülkelerle Ar-Ge, inovasyon, tasarım ve yüksek teknolojiyle<br />
üretim rekabeti yaşıyor. Bu gelişmelerin ışığında Türk tekstil ve hazır giyim sanayicileri<br />
artık sadece maliyete dayalı olarak gelişmekte olan ülkeler grubundaki rakipleriyle<br />
değil, aynı zamanda yatırım bütçeleri çok yüksek olan gelişmiş ülkelerle de rekabet<br />
etmek zorunda. Uluslararası rekabet şartları açısından hammadde, enerji, işgücü<br />
gibi maliyet bileşenleri büyük önem taşıyor. Maliyetleri etkileyen bir unsur olarak,<br />
devletler tarafından ihracatın finanse edilmesi ile sağlanan teşvikler de rekabet<br />
avantajı oluşturuyor. Bunun yanı sıra Ar-Ge, teknoloji ve inovasyon alanındaki gelişmişlik<br />
düzeyi de ülkelerin rekabet gücünde belirleyici rol oynuyor.<br />
Doğal elyaflar ve suni-sentetik elyaflardan oluşan hammadde tedariği ve fiyatları,<br />
tekstil ve konfeksiyon imalatında gündemi oluşturan temel unsurlardan biridir. <strong>Tekstil</strong>in<br />
önemli hammaddelerinden pamuk, dünyanın her yerinde yetişmiyor. Türkiye’nin,<br />
pamuk alanında milli bir strateji benimseyerek, kendine yeten bir ülke konumuna<br />
gelmesi için çalışmalar başlatılmalı.<br />

The rules of the game have changed<br />
in the global competition<br />
The textile industry is an integral part of the global economy and the quality of life of<br />
citizens. Knowing the significant impact in the economy, it is logical that the government<br />
offers the most lucrative policies for growth in a perfect way. Textile and<br />
ready-to-wear sector, which creates added value in all manufacturing and design<br />
stages from field to store, is among the leading industries in Turkey with its high employment<br />
potential, foreign trade surplus, and contribution to domestic and national<br />
production. Textile and ready-to-wear, which make the greatest contribution to the<br />
national economy in all industrial sectors, is experiencing cost competitiveness with<br />
developing countries on the one hand; On the other hand, R & D, innovation, design<br />
and high technology production competition are being experienced with the developed<br />
countries which has started investment of return to production. In light of these<br />
developments, Turkish textile and apparel industrialists have to compete not only with<br />
their competitors in developing countries, but also with developed countries with very<br />
high investment budgets. Cost components such as raw materials, energy and labour<br />
are of great importance in terms of international competition conditions. As a factor<br />
affecting costs, the incentives provided by the states to finance the export are also a<br />
competitive advantage. In addition, the level of development in R & D, technology<br />
and innovation plays a decisive role in the competitiveness of countries.<br />
Raw material supply and prices, consisting of natural fibres and man-made fibres,<br />
are one of the basic elements of textile and apparel manufacturing. Cotton, one<br />
of the most important raw materials of textile, does not grow all over the world. Turkey’s<br />
adopting a national strategy in the cotton sector, to become a self-sufficient<br />
country and the necessary works should be started as soon as possible.
