Over the past two years,<br />

the federal government<br />

has paid more than $28<br />

billion in trade-related<br />

aid as the United States<br />

continues to negotiate<br />

with China and other<br />

countries.<br />

In May, <strong>Eastern</strong> <strong>Iowa</strong><br />

farmers began applying<br />

for federal COVID-19<br />

aid through their local<br />

Farm Service Agency<br />

Program (CFAP) in<br />

late April as farmers<br />

grappled with the impact<br />

of the pandemic on their<br />

operations, including<br />

falling ethanol production,<br />

closed meat processing<br />

plants and low<br />

commodity prices.The<br />

program provides up<br />

to $16 billion in direct<br />

payments to farmers and<br />

ranchers. Another $3 billion<br />

is being used to buy<br />

fresh produce, dairy, and<br />

meat and deliver boxes<br />

of food to Americans in<br />

logistics<br />

As meat packing plants shut down in the spring<br />

due to coronavirus outbreaks, <strong>Eastern</strong> <strong>Iowa</strong><br />

hog farmers had to get creative to manage<br />

through a disrupted supply chain<br />

“Everything is on a schedule,”<br />

McCulloh said mid-July, speaking<br />

from his farm about two miles<br />

west of Welton, where he and his<br />

wife, Lindsay, raise about 10,000<br />

pigs a year.<br />

“To give you an idea of how it<br />

works, we emptied our barn out<br />

last Thursday, power washed it<br />

on Friday, and set things up over<br />
