Condition: Once fishery-specific objectives are identified and set (Condition 2), the client should liaise with the relevant management authorities and scientists (IMARES and ICES) to develop a system of evaluating the performance of the management system against these objectives. Timescale: By the third surveillance visit, evidence is required that information is being collected that can be used to evaluate the performance of the fishery against management objectives. 1. Introduction 1.1 The unit of certification Prior to providing a description of the fishery, it is important to be clear about the precise extent of certification. The MSC Guidelines to Certifiers specify that the unit of certification (UoC) is “The fishery or fish stock (biologically distinct unit) combined with the fishing method/gear and practice (= vessel(s) pursuing the fish of that stock) and management framework”. This definition is useful for both clients and assessors to categorically state what is included and what is not. This is also crucial for any repeat assessment visits, or if additional vessels are wishing to join the certificate at a later date. The unit of certification for the fishery under consideration is set out below: The fishery assessed for MSC certification, the UoC is defined as: Species: Sea Bass (Zeebaars, Dicentrarchus labrax) Geographical Area: Southern North Sea (ICES Division IVc) Stock: North Sea Harvest method: Rod and line Management: EU CFP, National measures (Netherlands) Client Group: Members of the Dutch Organisation of professional rod and line fishermen (Vereniging van Beroepsmatige Handlijnvissers Nederland, VBHL). New members will be included in the UoC. 1.2 The client This fishery assessment covers the rod and line fishery for sea bass with under-10 m fishing boats in the southern North Sea by members of the Dutch Organisation of Professional Rod and Line Fishermen (Vereniging van Beroepsmatige Handlijnvissers Nederland, VBHL). This organization was founded in 2006 and currently has 19 members. The goal of this organization is to represent the interests of its members in their widest sense. Page 7 of 151

This report sets out: The background of the fishery under assessment and the context within which it operates. The qualifications and experience of the team undertaking the assessment. The standard used for MSC Fishery Assessment (MSC Principles and Criteria.) The stakeholder consultation process as carried out. Stakeholders are all those parties with an interest in the management of the fishery and include fishers, management bodies, scientists and Environmental Non-Governmental Organizations (ENGO‘s.) The methodology used to assess (‗score‘) the fishery against the MSC Standard. The intention of the first sections of the report is to provide the background information used to interpret the scoring commentary in the correct context. A scoring table (Appendix A) with the Scoring Indicators adopted by the assessment team and Scoring Guidelines, which aid the assessment team to allocate scores to the fishery. Page 8 of 151
