Fire and Emergency New<br />
Zealand is rolling out new fire<br />
plans across New Zealand,<br />
and is currently consulting on<br />
a new proposed fire plan in<br />
Canterbury. The new fire plan<br />
is a requirement of the Fire<br />
and Emergency New Zealand<br />
Act 2017.<br />
The fire plan outlines<br />
policies and procedures,<br />
specific to your region, for<br />
the management of public<br />
safety, and fire risks. Each<br />
fire plan outlines things like:<br />
• declaring the beginning<br />
and end of fire seasons<br />
• prohibiting and restricting<br />
fire use<br />
• issuing of fire permits.<br />
They also provide increased<br />
public transparency about<br />
how Fire and Emergency’s<br />
fire control powers are used.<br />

<strong>Selwyn</strong> District Plan<br />
PLAN CHANGE 69<br />
Rolleston Industrial Developments Limited has lodged a private plan change request<br />
with <strong>Selwyn</strong> District Council pursuant to Clause 21 of the First Schedule, Resource<br />
Management Act 1991<br />
Plan Change 69 (PC69) proposes to change the <strong>Selwyn</strong> District Plan to rezone<br />
approximately 186 ha of land at Lincoln from Rural (Outer Plains) Zone to Living X,<br />
Living Z and Business 1 zones, to facilitate the future development of approximately<br />
2,000 residential sites plus a small commercial zone.<br />
The land proposed to be rezoned is located generally on the south side of the<br />
Lincoln township (to the immediate south of the Te Whāriki and Verdeco residential<br />
subdivisions), to the east and west of Springs Road, and to the north of Collins Road.<br />
The western and eastern boundaries of the subject land are an ephemeral waterway<br />
termed Western Boundary Drain and the LII River respectively.<br />
PC69 proposes amendments to the <strong>Selwyn</strong> District Plan that include:<br />
· amending the District Planning Maps to rezone the subject land<br />
· incorporating outline development plans to coordinate and guide the future<br />
development of the areas<br />
The plan change request and the assessment of why it is needed can be read at<br />
Council’s Rolleston Headquarters and Rolleston Library and can be viewed online at<br />
service centres and public libraries in Darfield, Leeston, Lincoln and Rolleston or at<br />
www.selwyn.govt.nz.<br />
Submissions<br />
Any person or organisation may make a submission supporting or opposing any aspect<br />
of this plan change. Submissions must be written and in accordance with Form 5 of the<br />
Resource Management Regulations and is available from any Council Service Centre or<br />
on the website.<br />
Submissions may be:<br />
Posted to: Planning Department, <strong>Selwyn</strong> District Council, PO Box 90, Rolleston 7643<br />
Delivered to: A Council service centre in Darfield, Lincoln, Leeston or Rolleston.<br />
Faxed to: (03) 347 2799 (if you fax your submission please post or deliver a copy to<br />
the details above)<br />
Emailed to: submissions@selwyn.govt.nz<br />
At a later date, all submissions received will be summarised and published. Further<br />
submissions will then be invited, allowing certain persons and organisations to support<br />
or oppose any of the initial submissions. A Council hearing will then be arranged<br />
to consider all submissions, after which the Council will decide whether to reject or<br />
approve the plan change. Any submitter who is not satisfied with the Council’s decision<br />
may then appeal to the Environment Court.<br />

MILITARY EXERCISE<br />
Small Teams Exercise<br />
29 <strong>April</strong> <strong>2021</strong><br />
The general public is to be advised that a<br />
New Zealand Army Exercise will be conducted<br />
in the West Melton Rifle Range and<br />
Waimakariri, 29 <strong>April</strong> <strong>2021</strong>.<br />
The exercise will involve up to 50 New Zealand<br />
Defence Force personnel of Alpha Company<br />
2/1 Battalion Royal New Zealand Infantry<br />
Regiment from Burnham Military Camp.<br />
Training will involve soldiers working in Small<br />
Teams Carrying standard issued weapons and<br />
performing Basic Military Exercises, Within the<br />
West Melton Rifle Range and Waimakariri area.<br />
Blank rounds will be used from 9am until 5pm.<br />
The exercise will also involve the movement of<br />
troops and vehicles by day. The New Zealand<br />
Army takes fire risk seriously and will ensure<br />
fire mitigation is present.<br />
