Afford Not To 

Training presents a prime opportunity to expand the knowledge 

base of employees, but many employers will say that training is 

expensive. There are also the hidden costs of employees being out 

of the workplace while attending training. Despite the potential 

drawbacks, training and development provides both the company 

as a whole and the individual employees with benefits that make 

the cost and time a worthwhile investment. 

Improved Employee Performance 

In the recovery environment poorly trained or untrained staff can 

cause significant risk to themselves and others. 

An employee who receives the necessary training is armed with 

the tools to perform the job as safely and as efficiently as possible. 

The training may also build the employee’s confidence with a 

stronger understanding of the responsibilities of the job and their 

role. 

Safely moving vehicles without damage or additional damage is 

the aim of any recovery and of financial benefit to the company. 

Employees who are competent and on top of industry standards 

help the company hold a position as a strong competitor within 

the industry. 

Provision of the necessary training creates an overall 

knowledgeable staff but there are softer benefits such as it 

can make an employee feel more valued and it can be a way 

of meeting other staff members, especially if you are a new 

employee.

and employees take reasonable and practicable steps to ensure 

health and safety in the workplace.

PUWER Regulation 9 states that: Every employer shall ensure 

that all persons who use work equipment (or who supervises or 

manages the use of work equipment) have received adequate 

training for purposes of health and safety, including training 

in the methods which may be adopted when using the work 

equipment, any risks which such use may entail and precautions 

to be taken. 

There are many other health and safety regulations that also 

apply to the rescue and recovery industry but it is clear that 

health and safety training is not an option, it is the law. 

Staff Turnover 

It is well known that the industry has a high staff turnover. 

Perhaps the biggest frustration for a VRO paying for training for 

someone who is going to leave. Consider the words of Henry 

Ford, “The only thing worse than training your employees and 

having them leave is not training them and having them stay.” 

The NHSS17/17B National Training Scheme, administered by IVR 

(UK) allows the individual’s training to be recognised across the 

scheme regardless of who an employee is working for because 

it means that should an employee move on, the standard and 

the content of their training is structured and consistent across 

the board. Operator training records are also held by the IVR 

on the central scheme database, (the professional register for 

rescue and recovery). If you are fortunate enough to take on a 

pre-trained employee this can remove the need to invest in retraining 

a new starter. 

Employee Responsibility and Employer Protection 

Once an employee is trained they cannot un-know what they 

know. In other words, training puts greater responsibility for 

their own health and safety and the health and safety of those 

around them onto the employee – because they now know how 

to perform a particular skill safely and correctly and if they have 

been taught to do it through a traceable scheme such as the 

scheme the IVR manages, it can be proven. 

Relevant Training 

The advantage of IVR training is that it has been developed by 

industry subject matter experts, those that understand the 

nuances of rescue and recovery and often have approximately 

30-40 years in-industry experience, whilst still operating today. 

EV training is a prime example of the importance of knowing the 

industry you are training in. When EVs took centre stage, many 

commercial entities were delivering a high voltage disconnect 

to operators. They were also encouraged to use a pole to 

remove a person who has been electrocuted by the vehicle, as 

most operators work alone and on the roadside, in most cases 

neither of these options is viable or relevant. In fact, there are 

many reasons to not do a high voltage disconnect, especially in 

vehicles involved in crime. An instructor with industry knowledge 

is key. 

High Quality Training 

The IVR’s remit is the safety of the operator at the side of the road 

or in the yard. It believes that without the work that the IVR does 

through the scheme on providing high quality courses, through 

approved instructors, has undoubtedly saved lives. 

The question is what does high quality training look like. This will 

be different for different industries. Some people may learn best 

in a classroom or by working through training online at their own 

pace. 

The IVR looks at the audience and works backwards. It looks 

at those technicians who are used to working practically, being 

outside and using their hands. Almost all IVR training is practical, 

outside and hands on to complement the audience it serves. 

When face to face, instructors have a good idea of facial 

expressions and body language and so are able to adjust the 

pace of the training or to give extra support where necessary. 

As an employer you have peace of mind knowing that the skills 

assessments are based on the employee practically performing 

the skill they have learned in training. If they can’t perform the 

skill against the set criteria, they will not pass. Their underlining 

knowledge is also tested in a theory test paper. 

Although there is temptation to train more, to train quicker, to 

train without travelling, that would be cutting a professional corner 

by lowering the standards that the IVR and the accreditation 

bodies the IVR aligns itself to set. Lowering the standards would 

take us away from our remit of keeping the man safe on the side of 

the road. 

Can you afford not to? 

In every industry HR and training are overheads to the business, 

they do not seem to have a direct impact on ‘making a sale’. It 

is often the first thing where investment is trimmed when an 

organisation’s finances are tight. health and safety training should 

never be seen as an after-thought, but rather as an effective and 

logical step to ensure good, safe and ethical business standards. 

Howard Gardner once said, if you think education is expensive, try 

estimating the cost of ignorance.

As the recovery industry struggles in more ways than one, with a lack of 

drivers and general support staff, high energy bills, heating offices for a 

24-hour day, fuel costs still at a premium. Plus, customer demands still 

as high as ever, those unrealistic KPI’s are still the expectation, and let’s not 

forget those expensive overheads that are expected for free. Part of those 

outdated methods are a big part of the decision making forced upon some 

long established recovery firms deciding to close their doors. 

Earlier this year I did an editorial on the doors closing and calling last orders 

JD Recovery a Hampshire based operator, within a week of that editorial being 

published back in August, A1 Recovery also made the decision to close the 

doors and hang up their keys, they were both in the same county Hampshire. 

Now just announced another operator deciding to shut their recovery 

department, close by to both JD and A1 recovery, covering Hampshire, 

Wiltshire and Salisbury, RD Avery a privately owned business that started back 

in 1983 by Ray and Sue Avery, trading just short of 40 years and now forced to 

shut their recovery division. 

Some of you will say this must be a regional problem, but no this is an 

industry wide problem, as 50 miles Northwest in Chippenham, was DC Fry, this 

time a 50-year-old business, two weeks ago same decision, had enough, all 

those operational issues build up with only one answer, time to close. 

I’ve not spoken to either DC Fry or RD Avery, but if either want to give me 

a call I will happily discuss an editorial on the reasons behind their tough 

decisions, I know the process helped Dave and Emma Drew after they closed 

their business.

The story doesn’t end there, as I think the problem can only 

get worse before it gets better and I’m not laying the problem 

back at the feet of the independent operator’s customers or 

as we term them today work providers. No, they know fully 

how they can help, and let’s not forget, that whole insurancebased 

arena cannot operate without a viable and sustainable 

independent network, even those yellow orange and green vans 

need the support of the independent operator, so it’s your 

responsibility as well. 

As an industry we have failed to combat those external forces 

of local government and those quango university graduates who 

have no conception on any real life. Myself and Richard Goddard 

had first hand experience dealing with Transport for London 

and fighting for a ‘sunset period’ for the London operator. With 

regard to the first expansion of the ULEZ, clearly, they didn’t 

understand one end from the other where a recovery truck 

was concerned, they said if you cannot afford a replacement 

truck then have the exhaust system converted, they said. They 

insultingly asked if we knew there was a retro fit exhaust available 

to all commercial vehicles. 

That massive investment an operator had to make upgrading 

his fleet was simply considered to be just another a commercial 

decision, and if your truck was not compliant then pay the daily 

charge and pass the cost onto your end user. I’m sure those work 

providers will happily cover that charge. 

That meeting with TfL was January 2019, and here we are 4 

years later and now we have the second expansion of the ULEZ 

just around the corner - this coming August. Only this time 

it includes all the London boroughs, but that is the tip of the 

iceberg. 

We now have hundreds of miles of dedicated cycle lanes 

taking up vital road space, and now we have more and more Low 

Traffic Neighbourhoods popping up at every turn as you pass 

through London, delaying your journey and as a result probably 

adding to the bad air. 

Now I said we would go back to the environmental 

sustainability, is that what it’s all about sustainability, or is it all 

about control, because the latest environmental talk is not about 

clean air zones. No that expanding plan continues UK wide but 

the new expanding minefield is the ‘the 15 Minute City’. 

So, if the clean air zones, low traffic neighbourhoods and cycle 

lanes haven’t added to the misery of how you conduct your 

business, those green obstacles that have quickly made London 

the most congested city in the world, with cameras being set 

up to control ULEZ, when really those cameras will that control 

London’s future road pricing agenda, “a 15 Minute City”. The 

concept here will definitely add to the misery, you should be 

able to do everything socially that you need to do daily within 15 

minutes of your home. 

The car as a mode of transport will not be stopped, however 

there is talk of a restriction being placed on how many times you 

can leave the zone within a 30-day period and further talk of this 

being restricted to 100 per month before a fine is imposed. 

Now I’m not one of your eco warriors suggesting we try to stop 

this, society along with “Swampy” and those mad protesters can 

do that, supergluing themselves to the road or council building… 

it is tempting though! 

For once this won’t be tested in London first, no that’s 

set to be Oxford and is scheduled to be in place by 2040, 

where it’s tested is not the point, as so many of our towns 

and cities have seen this infrastructure added, and all in the 

name of sustainability, or is this really the pre-planning of a 

UK wide of 15-minute cities or better described as 15-minute 

Neighbourhoods. 

The recovery industry made a big mistake over the costly 

introduction of Euro 6 and not being listened to and setting to 

fight for its rights. A big part of this erosion into everybody’s 

livelihoods could be blamed for the demise of those longstanding 

family business that have decided to close, or maybe 

they had to foreclose before the banks did it. 

Now if the recovery industry doesn’t start its fight now, 

so it has a free roam and a full exemption to any 15-minute 

Neighbourhood, then those business who made that conscious 

decision all those years ago to place their business where they 

do today in the heart of any city or neighbourhood, could well be 

penalised in the future, as some are penalised today having their 

businesses within a clean air zone and a no cost option. 

I believe its time your trade associations set the fight and in a 

big way, AVRO are perfectly set to do this with there 12 Regions. 

Create and agree a plan, that could be the difficult bit, but then 

ensure the recovery industry is listened to at that local council 

and government level. 

My advice is do it NOW before it’s too late!

It was a brilliant day of learning about the system, sharing 

experiences, receiving top tips and tricks as well as networking,

By now I’m hopeful that the launch of the Professional 

Recovery Operators Standards Executive will be in the public 

domain, after being launched at the IVR AGM . 

I am positive that PROSE, will become the flag bearer for 

NHSS17/17B as the recovery industry’s minimum standard 

recognised by our partners in the the emergency services and 

adopted by our stakeholders within the independent recovery 

industry. 

Now, finally the government departments that are 

rolling out new legislation, will have a real platform of 

communications and education while learning of the risks and 

the economic implications faced by the recovery industry. 

New innovations on the strategic road network, EVs, 

driverless cars development and hydrogen powered vehicles 

will affect us all. This platform will allow the recovery industry 

to engage with proactive discussions regarding safety standards, 

while considering our own economic risk assessments with 

appropriate government departments and stakeholders including 

the manufacturers that build these modern miracles. 

This new, authentic, independent, safety and standards 

executive is truly representative of an industry that is uniting behind 

NHSS17/17B while raising the bar on safety standards and best 

practices.

The above organisations have come together to form a unique 

national safety and standards executive, it’s another historic change 

that will help us to meet the demands that accompany generational 

changes. 

UKRO’s Ian Greenman accepted the nomination to become Chair 

of PROSE and was unanimously elected! Mary Edwards, IVR was 

nominated for secretariat of PROSE and was unanimously elected 

to the role. 

UKRO’s Ian Greenman stated that he was humbled to be elected 

Chair of such an important group, but the truth is we are very lucky 

to have him!! I find it incredible, neither UKRO or the Fire Service 

have been invited onto any previous standards platform. With 

the evolution of EV’s and hydrogen powered vehicles and the risks 

involved with recovering and storing them , input from NFCC and 

UKRO will be vital and respected! 

I am delighted PROSE, will fill the 

current void, raise standards and 

collectively adopt and promote 

NHSS17/17B as a minimum standard. A 

comprehensive disclosure of PROSE, 

will follow in due course.

Thanks Mick! 

I often talk about facing generational changes within the recovery 

industry. 

The hardest generational change we face in this is industry is 

when good people leave it. You can raise rates, buy new trucks, 

and invest in new premises, but good old fashioned proper 

recovery personnel (men) are impossible to replace. 

In the two years I’ve come to know Mick Burke, Head of Vehicle 

Recovery in the Met Police (of the MET POLICE), in my opinion 

he’s been the best of the best, but his retirement from the Met, 

is a generational change that will be hard to overcome for the 

Met the recovery industry and I hazard a guess most of all Terry 

Hunt NPCC lead for Vehicle Recovery. 

How can I say that after only two years of knowing him, well it’s 

easy, what he doesn’t know about the recovery industry is not 

worth knowing. I’ve learnt more about the game from Mick in two 

years, than anyone else in the 43 years I’ve been in it. 

His dedicated straight-talking experience and wisdom, will be 

sadly missed and impossible to replace. His experienced advice, 

not just about police contracts, but how to approach, people in 

office and speak to the hierarchy, how to deal with difficult issues 

was an education, in itself. 

When he officially bollocked me for using the F word in an 

Email. It told me, that offend or please, Mick Burke does the right 

thing and sticks to it. Without Micks input I doubt we would have 

delivered the statutory fees increase regardless of the other 

parties who have tried to claim credit for it. 

The Met Police contract is the best run police contract in the 

country and I’ve openly suggested that it should be the blue 

print for police contracts on a National basis - it’s just my biased 

opinion but I’ll keep repeating it. It would make Micks Legacy 

complete because he does things properly. 

As we move into a new generational era in police contracts, 

Mick will be moving on, but he leaves a recovery industry all the 

better for knowing him and working with him. 

Thank you Mick good luck, in the future and don’t be a 

stranger. You’ll always be a strategic partner of the Professional 

Recovery Operators Federation! 

I’ll leave you with this one memory of Mick. Just before my first 

NPCC, I had an air bubble trapped under my chest, I couldn’t 

breath and fell to the floor. Mick was with me and ran into the 

hotel I thought to get some help, but he returned with Derek 

Firminger, and as I looked up at them gasping for air, I realised 

right then and there, that only a true Tottenham supporter would 

have returned with a witness instead of a doctor.

two Light City’s to their fleet

Like all mechanically inclined 

youngsters, I couldn’t help but 

be in awe of the fantastic steam 

locomotives that passed through the railway 

alongside our family farm in the 1950’s. It 

was particularly appealing on a weekend 

when the London to Edinburgh train would 

be diverted due to line works and so some 

of the greatest trains in the country would 

pass within half a mile of our farm. Little did 

I realise what an extravagance was operating 

before me. Having read many articles on the 

subject, it is now apparently commonplace 

that passenger rail travel in this country has 

never been able to turn a profit. Any profit 

has always been in the hands of the people 

who made the hardware and constructed 

the railways but as regards turning a profit 

from operating a service that appears never 

to have been the case. 

Of course, in the beginning, compared to 

other forms of transport, the railways were 

in another world so the cost was always 

considered as a secondary factor. I am not 

certain if freight trains fared any better. I 

expect not as they are not used to any great 

extent compared to normal haulage. 

With its history of loss making, what on 

earth has inspired Government to sanction 

and commence work on the HSR2 link 

between London and Birmingham and 

wherever it might never finish up at. Since 

the idea was conceived in the Labour days, 

is has been shilly shallied about with a total 

of seven Prime Ministers, none of whom 

seem to have had the bottle to cancel 

it! Just looking at some of the facts, we 

certainly need a more educated person 

than me to dissect them.

The plan was to operate 18 trains each hour 

so let’s assume this is only during the day. I guess 

each train could house 700 or more persons so 

that is over 12,000 people travelling every hour or 

100,000 per day. Since it has been reduced to 10 

trains per hour this would mean only about 7,000 

persons travelling each hour or 70.000 per hour. 

If this was to be the case, even Birmingham would 

be as empty as one of the reservoirs that dried up 

last summer. After only a few days It’s all purely 

hypothetical but this is what we have been told. 

Then we have the costings which started at £30 

billion and are projected to be over £100 billion 

by the time it is complete. I would happily place 

a bet at Ladbrokes that the cost would be £150 

billion based on our experience of the Cross Rail 

Project. 

However much it costs to build, that will 

become ‘dead money’ as the finished product 

is not going to make any profit. Just think what 

useful projects this could be spent on. More 

nuclear power stations, or even a few new 

Hospitals, with that amount of money the list 

is endless I see various times when it might 

be finished but it appears that it is going to be 

somewhere around 10 years’ time, even 2045 has 

been mentioned after already being on the cards 

for more than 15 years. 

Looking back in history we see a time when the 

Union Jack was flown with pride and, Britain was 

Great Robert Stephenson and his band of merry 

man with nothing more than horses, carts and 

shovels, built the current London to Birmingham 

railway in just under five years. In a similar vein, 

Isambard Kingdom Brunel built the London to 

Bristol line in a few weeks less than that. Once 

again, I would imagine, relying on man-driven 

shovels! Since time is money, I would reckon some 

of the costs of producing this White Elephant are 

that construction is taking too long. There have 

been several opportunities for the project to be 

completely scrapped but I think, probably, that 

ship has sailed. The muddled thinking that a high 

speed railway is what everyone wants and will use 

is probably where the main fault lies. There was 

similar thinking about air travel when Concord 

was created. It became an expensive novelty for 

a small minority which is probably going to be a 

similar story with HSR2 as the nature of the route 

means that only about 2/3% of the population 

would ever be able to use it. 

Already it has been adjusted down to possibly 

not connecting into the centre of London but 

finishing at Old Oak Common to the west.; The 

speed has been brought back to 125 mph which, 

if I am not mistaken, we have already had for 

years. What would have been wrong with adjusting 

the current West Coast main line, slowing the 

trains down and putting more rolling stock on? In 

life there is an occasional need for speed but, in 

general, we need to be slowing down and we need 

to be travelling less which I believe we are starting 

to do: all of which reinforces the need for this 

White Elephant to find its own coffin.

Hereford based operator Tech Trucks were recently part of 

‘Exercise Dark Night’, involving multiple blue light partners 

simulating a high-speed road traffic collision. 

The day was a great success with Tech Trucks receiving a personal 

thank you from Hereford & Worcester Fire Service: “I would like to 

thank you for allowing us to use your facilities on Sunday for the 

Fire service Exercise. Without local support to use premises large 

scale exercises would be difficult to organise. Initial feedback from 

attending crews is positive and a perfect venue, I hope we can work 

together in the future for other scenario’s.” 

Specialist tools supplier Pichler Tools 

is aiming to build momentum after a 

strong business performance in 2022. 

Pichler says demand continues to be exceptionally 

strong for its time-saving tools for problem automotive 

jobs such as injector and glow plug removal. 

“We grew sales significantly in 2022,” said Steve 

Prince, Managing Director at Pichler Tools UK. “The 

challenge for us is still to reach more garages and show 

the benefits of the huge range of tools and equipment 

we have.” 

Pichler Tools reports that customer satisfaction and 

retention amongst garage owners remains very high. 

Indeed, it’s proven the case that key products ‘sell 

themselves’ once garage see them in action. 

“We often find garages will just be doing certain jobs 

in certain ways but when you can show the time saving 

and quality benefits with using our solutions they jump 

at the opportunity to solve some workshop headaches,” 

said Steve. 

Key developments last year for Pichler Tools included 

the hiring of new Area Sales Manager Mark Steel to cover 

East Midlands, alongside the implementation of route 

planning software which combines customer call plans 

with live traffic data to maximise efficiency. 

The return of live events – historically a key focus 

for Pichler - also boosted interest, with successful 

attendance at the UK Garage and Bodyshop event at 

the NEC in June, ahead of Garage Hive’s The Blend 

conference in September. 

“Up to now, we’ve mainly grown through garages 

seeing the products and then from word-of-mouth 

and recommendations,” said Steve. “Fortunately, our 

customers tend to really like the tools and the service so 

they keep coming back for more!” 

Pichler Tools has exciting plans in the pipeline for 

2023; investment in head office premises will see 

storage capacity significantly expanded. A new training 

academy and development workshop for product 

demonstration are also being created too.

40 year Anniversary – 1983 - 2023 

Sue and I started RD Avery (Motor Engineers) 

in January 1983 with three mechanics and 

became a limited company in 2013 trading as RD 

Avery Ltd. Initially concentrating on commercial 

workshop facilities, this quickly embraced cars 

and vans along with MOT facilities. The purchase 

of the Seddon Atkinson in 1988 saw us branch 

out into the recovery sector. Now 40 years on, 

with many challenges and changes along the 

way, we now have 40 members of staff across 

the Landford and Portsmouth depots. Without 

the loyalty, skill sets and dedication of our staff 

during those years and of course now, we would 

not be where we are today. 

This Seddon Atkinson 4 x 2 tractor unit with 

a Cummins 250 engine was our first recovery 

underlift vehicle. The chassis was extended in house and Guardian in Bury St 

Edmunds fitted a Boniface Mk I underlift and built a full locker body. As far as 

my memory goes, the rules and regulations back then were very minimal and we 

recovered 8 wheelers, artics etc with no problem. How times have changed!
