this organization, urging a closer degree <strong>of</strong> cooperation between the motor<br />

vehicle bureau or any other such bureau a~ your organization so designates,<br />

would perhaps be in order. And, without pu°tting our good President on the<br />

spot, Henry, have you something to contribute at this point.<br />

CHIEF THoMas: The question <strong>of</strong> a resolution having come up, I think<br />

that I should tell you and the group that" the Eastern <strong>Association</strong> <strong>of</strong> Fire<br />

Chiefs, meeting at .Elmira, <strong>New</strong> York, just about three weeks ago, did pass<br />

a resolution on this subject. Their resolution was a request to the International<br />

<strong>Association</strong> to set up a ’committee or a sub-committee to make a survey and<br />

come up with some recommendations for a remedy.<br />

Of course, as you have said, Roi,.we are all thoroughly ]?amiliar with the<br />

problem, and we. might even go a little bit further if you had the time, to<br />

remind our members <strong>of</strong> the terrific time they had down around Elizabeth,<br />

and the air crashes down there. That sure was a traffic problem.<br />

The International will entertain such a resolution as has already been<br />

presented. My own personal opinion is this. The State <strong>of</strong> Connecticut has<br />

the same type <strong>of</strong> cooperation between the Fire Department and the Motor<br />

Vehicle Department as has already been mentioned by Chief Seavey, if the<br />

Fire Department gets the number <strong>of</strong> the <strong>of</strong>fending vehicle, whether it is obstructing<br />

its passage or obstructing its. operation, well, they will bring the<br />

driver in, if he is r.eported to the Registry <strong>of</strong> Motor Vehicles.<br />

Now, I do believe, and it is my personal opinion, that it is a State problem,<br />

because the Motor Vehicle Laws are set up on the State government approach,<br />

and not on the Federal level.<br />

I would favor such a resolution, and suggest that if you s6 desire, you<br />

could make two resolutions; one <strong>of</strong> them to be sent to all <strong>of</strong> the States. in<br />

<strong>New</strong> <strong>England</strong>, to the Motor Vehicle Commissioners, for their cooperation<br />

that you so much desire, and the second resolution to be forwarded to the<br />

International, Roi, that will give added emphasis in calling for some sor.t <strong>of</strong><br />

a discussion, and perhaps the setting up <strong>of</strong> a Committee at the national level.<br />

MODZRATO~ WOOLL~Y: I think that that may answer this. question, because<br />

it would immediately tie in all <strong>of</strong> the other organizations in the Fire<br />

Service, throughout the country, through the International, and .we could<br />

work with the national and International Traffic forces <strong>of</strong> the country.<br />

Therefore, Mr. President, merely as the Chairman <strong>of</strong> the P~nel, it would<br />

be my suggestion that you entertain two resolutions to be drawn up; one to<br />

cover the individual States in a recommendation from this. organization.<br />

Pardon me, but I see that John Gerletti has some ideas on the subject, so<br />

I will strike out my remarks.<br />

MR. JortN G~RL~TTI: With the coming <strong>of</strong> television and with the expanding<br />

<strong>of</strong> the T-V units throughout the United States, and I might say<br />

that we have 360 stations, now andwe expect to have 500, fire becomes a<br />

positive public show for television; with the utilization <strong>of</strong> the T-V and the<br />

traveling television wagons, you are jamming the scene an untold number<br />

<strong>of</strong> times.<br />

I saw three fires in California, in which the last 2,000 feet, it took two<br />

hours to clear the path.<br />
