NEW ENGLAND ASSOCIATION OF FIRE CHIEFS<br />

RESOLUTION NO. 1<br />

WHEREAS: It has been brought to the attention <strong>of</strong> this. <strong>New</strong> <strong>England</strong><br />

<strong>Association</strong> <strong>of</strong> Fire Chiefs assembled this 24th day <strong>of</strong> June, 1954, at Portsmouth,<br />

<strong>New</strong> Hamps.hire, <strong>of</strong> certain practices by motoring public<br />

WHEREAS: These practices <strong>of</strong> curiosity seekers in parking their automobiles<br />

so as to interfere with fire apparatus and with additional apparatus, needed<br />

at a serious fire, this additional help has been severely delayed and in some<br />

cases had to resort to relay pumping, being unable to get near the scene <strong>of</strong> the fire<br />

WHEREAS: We are concerned knowing this practice has. on many occasions<br />

caused tremendous delay and confusion and resulted in many large loss<br />

fires with resulting injury to fire personnel.<br />

BE IT THEREFORE RESOLVED: That this <strong>New</strong> <strong>England</strong> <strong>Association</strong><br />

<strong>of</strong> Fire Chiefs at annual conference assembled, strongly condemn the aforesaid<br />

practice and that this resolution be sent to the proper authority in each<br />

<strong>New</strong> <strong>England</strong> state, seeking cooperation necessary to end this evil so as to<br />

promote speedy and efficient fire service to the citizens <strong>of</strong> various states.<br />

RESOLUTION NO. 2<br />

WHEREAS: The fire ~service <strong>of</strong> the Nation is faced with ever-increasing<br />

handicaps in responding to and returning from fire and other emergency calls,<br />

and<br />

WHEREAS: This is primarily a traffic problem and one that is’ becoming<br />

more acute as Radio and Television stations increase the broadcasting and<br />

televising <strong>of</strong> these various emergencies to which, the Fire and other emergency<br />

services must respond, and<br />

WHEREAS: Previous efforts by the <strong>New</strong> <strong>England</strong> <strong>Association</strong> <strong>of</strong> Fire<br />

Chiefs and Divisional <strong>Association</strong> Of the International <strong>Association</strong> <strong>of</strong> Fire Chiefs<br />

to regulate the mass movements <strong>of</strong> vehicles and people which impede the response<br />

<strong>of</strong> the fire forces., through more selected dissemination <strong>of</strong> the news <strong>of</strong> public<br />

emergencies, have failed to improve conditions<br />

BE IT THEREFORE RESOLVED: That the International <strong>Association</strong> <strong>of</strong><br />

Fire Chiefs be authorized to appoint a suitable,-representative committee <strong>of</strong><br />

Fire <strong>of</strong>ficers and other specialists, to make a thorough study <strong>of</strong> this growing<br />

problem, and to submit recommendations to the <strong>Association</strong> members, <strong>of</strong> all<br />

regional divisions, for appropriate action to be taken to remedy the conditions<br />

and to prevent their further costly development.<br />
