• John Koveleski assigned to Springfield Gardens High School in Queens pleaded<br />
guilty to Receiving Reward for Official Misconduct in the 2 nd Degree and was<br />
sentenced to Probation for a period of 5 years and a $5,000 fine. He has retired and is<br />
ineligible for employment.<br />
• Rodney Lopez assigned to Flushing High School in Queens pleaded guilty to Official<br />
Misconduct and was sentenced to Probation for a period of 3 years and a $1,000 fine.<br />
He has retired and is ineligible for employment.<br />
• John Nolan assigned to Newtown High School in Queens pleaded guilty to an<br />
attempt to commit Official Misconduct and was sentenced to a Conditional Discharge<br />
and 20 days of Community Service. He has retired and is ineligible for employment.<br />
• John Reid assigned to PS 914 in Brooklyn pleaded guilty to Official Misconduct and<br />
was sentenced to Probation for a period of 3 years and a $1,000 fine. He has retired<br />
and is ineligible for employment.<br />
Recommendations<br />
In a joint release issued on the date of the arrests, Attorney General Spitzer and<br />
Special Commissioner Stancik suggested that the current procurement system for the<br />
BOE custodians encouraged corruption and impeded oversight. They noted that<br />
custodians have immense latitude in spending money earmarked for the maintenance of<br />
schools and that oversight of bidding procedures conducted by nearly 850 individuals is<br />
extremely difficult.<br />
In response to this investigation and subsequent investigations involving corrupt<br />
procurement practices and theft, the BOE has made strides to sole source many of the<br />
purchases made by custodians. Provisions of the custodial contract have complicated this<br />
process, but attempts to correct the system continue.<br />
