NC alternative education in doubt<br />

The future of alternative education for<br />

vulnerable young people in <strong>North</strong><br />

<strong>Canterbury</strong> is in doubt.<br />

This follows Rangiora High School’s<br />

decision to withdraw from being the<br />

provider of the Maungatere alternative<br />

education service.<br />

Principal Bruce Kearney says the<br />

school has advised the Ministry of<br />

Education it will no longer be the<br />

provider for Maungatere after<br />

December.<br />

Ministry of Education Te Tai Runga<br />

(South) hautū (leader) Nancy Bell says<br />

the ministry is discussing possible<br />

arrangements with other local schools.<br />

‘‘Our staff will continue to support<br />

young people in <strong>North</strong> <strong>Canterbury</strong> who<br />

have disengaged from school, and their<br />

whānau, to locate an education provider<br />

that will work for them.’’<br />

Rangiora High School has hosted the<br />

Maungatere alternative education<br />

service for around 30 years on behalf of<br />

local secondary schools, in partnership<br />

with the Christchurch City Mission.<br />

‘‘Maungatere has provided an<br />

alternative education for young people<br />

where school is not the right place for<br />

them, instead of suspending or<br />

excluding them,’’ Mr Kearney says.<br />

In the city students could change<br />

schools relatively easily by enrolling at<br />

another school down the road.<br />

‘‘But it is different in asemi­rural<br />

community, because if we don’t engage<br />

with them, who will?’’<br />

Maungatere director Carol Weaver<br />

says it gave students who struggled in<br />

mainstream schooling ‘‘a student<br />

chance’’.<br />

‘‘They’re not all bad kids. We see many<br />

good things happening from taking them<br />

out of the big school, and giving them<br />

another chance.<br />

‘‘Police youth aid has said it reduces<br />

their workload considerably as it stops a<br />

lot of the petty crime.’’<br />

Maungatere has had anumber of<br />

success stories, with one former student<br />

going on to play for the Melbourne<br />

Storm rugby league team.<br />

working on their literacy and numeracy<br />

standards for NCEA.<br />

Ms Weaver says she is concerned what<br />

will happen to vulnerable students in<br />

<strong>North</strong> <strong>Canterbury</strong> if the service was no<br />

longer available.<br />

‘‘We’ve got parents asking us ‘what the<br />

heck do we do now?’.’’<br />

An ‘‘alternative education service’’ is<br />

acollaboration between schools,<br />

whānau, the wider community and the<br />

Ministry of Education.<br />

It is designed to transition younger<br />

students back into school, while 16­yearolds<br />

were transitioned into further<br />

education, training or employment.<br />

Maungatere is funded for up to 16<br />

students, with the City Mission covering<br />

the cost of the building.<br />

But even with the support of the City<br />

Mission, funding does not go far enough.<br />

An Education Review Office report<br />

into alternative education services,<br />

released in June, found the funding<br />

model was ‘‘inadequate’’ and called for<br />

sweeping changes.<br />

In response the government has<br />

increased funding from next year by 30<br />

percent, from $12,720 to $16,536 per<br />

learner per year.<br />

But the funding model did not allow<br />

providers like Maungatere to employ<br />

qualified teachers, and it struggled to<br />

keep up with building costs, power and<br />

resourcing.<br />

In the meantime, Rangiora High<br />

School has developed its own<br />

programme to support year 9and 10<br />

students ‘‘who require some time out of<br />

class’’, Mr Kearney says.<br />

The programme is being funded by the<br />

school’s Board of Trustees.<br />

‘‘It is about keeping the connection<br />

with the school so they can transition<br />

back into mainstream education.’’<br />

Arts(NCWA) in which she was awarded<br />

the SupremeAdult Trophy.<br />

Wellington to be assessed before they<br />

wereaccepted.<br />

She didn’t rule outthe ideacompletely<br />

though.<br />

Community making adifference<br />

The Hanmer Springs community has<br />

shown avillage, with ahelping hand<br />

from the city, can give 60 young students<br />

the time of their lives.<br />

The community rallied when<br />

approached by Hanmer Springs<br />

Forestry Trust chair, Rosemary Ensor,<br />

concerned students at Waltham School<br />

in Christchurch missed out on<br />

opportunities other schools enjoyed<br />

because it was alower decile school.<br />

Before long she had the Year 7and 8<br />

students boarding abus, thanks to the<br />

generosity of the Christchurch South<br />

Rotary Club, and heading to the Hanmer<br />

Springs Forest Camp for afree three day<br />

camp.<br />

Meanwhile the Hanmer Springs<br />

community embracing Mrs Ensor’s<br />

enthusiasm, swung in behind the camp<br />

with free offers of food and activities.<br />

Local business Rusty Carrot Catering<br />

came on board with food, Activity<br />

Hanmer provided plenty of activities,<br />

and the Hanmer Springs Thermal Pools<br />

and Spa opened its doors to the group to<br />

provided plenty of fun.<br />

Mrs Ensor says when the students<br />

arrived at the Forestry Camp recently<br />

the ‘‘air was palpable with excitement’’.<br />

‘‘Many of the children had probably<br />

never had the opportunity to go very far<br />

at all. Some had never left Christchurch.<br />

‘‘No­one was more excited than the<br />

principal, who just couldn't thank us<br />

enough for organising such aspecial<br />

treat for his school,’’ she says.<br />

generosity of so many, the children<br />

would never have enjoyed such a‘‘really<br />

special experience’’.<br />

‘‘It was magic. Iamoverwhelmed.’’<br />

The school had never been able to<br />

afford to go to Hanmer Springs, with a<br />

lot of families not having the financial<br />

capability to contribute towards acamp<br />

for their children.<br />

‘‘The Hanmer Springs community and<br />

Christchurch South Rotary were magic.<br />

Iamfor ever in their debt.<br />

‘‘It was an amazing whole community<br />

effort which really gave 60 kids the most<br />

wonderful experiences,’’ Mr Evans says.<br />

Waltham is a‘‘real slice of life’’ school,<br />

he says, in adiverse ethnic community,<br />

which includes many migrant families.<br />

‘‘It was an awesome Kiwi experience<br />

for them,’’ he says.<br />

Hanmer Springs Forest Camp comanager<br />

Cindy van Vledder says it was a<br />

really nice experience to host the camp<br />

and help create memories for the<br />

children to take away with them.<br />

Having Hanmer Activities, which<br />

worked closely with the camp, come on<br />

board, also helped the children to enjoy<br />

some great activities. Tim Bratski from<br />

Rusty Carrot Catering says by providing<br />

the food, it was the company’s way of<br />

giving back to the community.<br />

No word on cause of toxic spill<br />

Whitebaiters are upset it’staking so long to<br />

clean up <strong>North</strong><strong>Canterbury</strong>’s Saltwater<br />

Creek.<br />

Kelly Sintes, along time whitebaiter<br />

says fishers are ‘‘really upset’’ overthe<br />

delay in getting toxicology reports and<br />

declaring the creek safe following aspill<br />

into the waterway from the Daiken<br />

fibreboardfactory at SeftononFriday,<br />

<strong>September</strong> 1.<br />

The spill which happened on the first<br />

day of the whitebaiting season, rendered<br />

many favouritefishingspots out of bounds,<br />

and killed fish.<br />

Mr Sintes saysthe situation is creating<br />

‘‘bad blood’’between whitebaiters,<br />

Environment <strong>Canterbury</strong>(ECan) and<br />

people at the factory.<br />

ECan put up signs warning people not to<br />

gather mahinga kai, fishand keep animals<br />

away from SaltwaterCreek, the wider<br />

Saltwater Creekestuary and the northern<br />

parts of the wider Ashley/Rakahuri<br />

estuary.<br />

‘‘Surely Daikenhas the history on<br />

record of what the discharge is,’’ Mr Sintes<br />

says.<br />

‘‘Therefore there would be no need to<br />

wait for toxicology reports, and for ECan to<br />

be dragging its knuckles,’’ says Mr Sintes.<br />

Meanwhile whitebaiters are watching<br />

time tick away on an already shortened<br />

season under new regulations.<br />

Mr Sintes saysthis is forcing some to<br />

turn to other rivers to fish for the delicacy,<br />

upsetting longestablishedfisherswho had<br />

been fishing those waters for years.<br />

The <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong> haslearnt<br />

some whitebaiters and fishersare ignoring<br />

the warning signsalong the waterway as<br />

the waterinthe creekhas cleared.<br />

Mr Sintes saysthere was nownosign of<br />

the spill.<br />

‘‘Whitebaiters arefrustrated and some<br />

are fishing anyway. Fish are coming up the<br />

river and arenot dying,’’ he says.<br />

ECanrangers says whilethe situation<br />

may be frustrating for peoplewho want to<br />

fishfor whitebait in the creek and estuary<br />

‘‘itisvery importantthat you do not<br />

consumefish, whitebait or shellfishfrom<br />

the area’’.<br />

Theyasked people to obey thesigns,and<br />

share the message with anyone elsewho<br />

may be intending to fish there.<br />

‘‘Weare still waiting for key test results<br />

fromour water sampling.<br />

‘‘The laboratoryweare workingwith has<br />

indicatedthesemay not be ready until<br />

nextweek at the earliest. We appreciate<br />

thismay be frustrating, but public health<br />

remains the priority.’’<br />

ECan’s Waimakariri zonedelivery lead,<br />

Nerida Theinhardt, says thatalthough<br />

parts of the waterway may no longershow<br />

visible signsofthe spill, theystillneed key<br />

resultsfromtheirwater sampling before<br />

they can give the all­clear.<br />

‘‘Until then, it is important that people<br />

and animals avoidcontact withthe water<br />

in Saltwater Creek and the wider<br />

Saltwater Creek estuary and Ashley/<br />

Rakahuri estuary.’’<br />

Daiken NZ meanwhile, has declined to<br />

comment on whatcaused the toxic<br />

wastewater and effluent spill fromits<br />

medium­density fibreboard (MDF)<br />

production factory, or whatthe substance<br />

was.<br />

The companyreported the spill to ECan<br />

on <strong>September</strong>1,and says it is continuing<br />

to co­operate fully withthe regional<br />

council.<br />

Daiken saysitisnot in aposition to<br />

comment further while investigations are<br />

underway. The company’s operations<br />

director, DuncanWard,says Daiken has<br />

ensuredits wastewater and discharge<br />

system is working properly, and withinits<br />

consent requirements.<br />

New twists and turns in HS<br />

Multipletwists and turns, and rides that<br />

change with the season, are in storefor<br />

visitors to the HanmerSprings Thermal<br />

Poolsand Spa next month.<br />

Two new hydro­slides will be opened<br />

at the complex complete with<br />

technologynever seen in New Zealand.<br />

Acrane lifted the pieces of the slides<br />

into place alongside thenewly built<br />

hydroslide tower which is over eight<br />

metres high, earlierthis month.<br />

They will officially open on October<br />

11.<br />

Whilethe slides have more twists and<br />

turnsthan the belovedgreen and beige<br />

slides that put the complex on the map<br />

in 1998, they also comewith state­of­theart<br />

LED lighting, that can be<br />

programmed, inside.<br />

The changeablelighting experience<br />

can create themedslide ridesthat<br />

change with the seasons,giving visitors<br />

anything from mountain scenes to under<br />

wateradventures.<br />

General Manager GraemeAbbot says<br />

it is the first time the technologyhas<br />

been used in New Zealand.<br />

‘‘We can’t wait to invite everyone to<br />

this adventure.’’<br />

And just like the Conical Thrill ride,<br />

the HanmerSprings Thermal Poolsand<br />

Spa needs the public’s help in naming<br />

the slides.<br />

The winnerwill receive an exclusive<br />

which includes having the slides to<br />

themselves for an hour.<br />

to bite in <strong>North</strong> <strong>Canterbury</strong> secondary<br />

schools.<br />

Localschoolshave already begun<br />

advertising for teaching staff for 2024,<br />

whilesome secondary school<br />

principals are headingback into the<br />

classroom to fill staffing gaps.<br />

The Ministry of Education says staff<br />

retention rates in <strong>Canterbury</strong>remain<br />

high.<br />

But aglobal teacher shortage is<br />

creatingchallenges,including finding<br />

enough relievers to coverfor staff<br />

sickness duringwintermonths.<br />

SimonGreen,anadvocatefor<br />

principals and boards of trustees, says<br />

staffrecruitment is becoming a<br />

headache for <strong>Canterbury</strong> principals.<br />

‘‘I think the pay settlement will make<br />

it more attractive, but we might have to<br />

play along game.<br />

‘‘No­one is hitting the panic button<br />

yet, but schoolsare havingtoget better<br />

organisedinadvertising for teachers.<br />

‘‘Some principals are even having to<br />

step into the classroom becausethey<br />

can’tget enough teachers and that is<br />

almost unheardofatsecondary<br />

schools.’’<br />

The difficulty of principals being in<br />

the classroom, meant other matters<br />

such as discipline may not be<br />

addressedinatimelymanner.<br />

Subjectslike maths, physics and<br />

hard materials(woodwork and metal<br />

work)were traditionally hard to<br />

recruit, but even the numbers of<br />

English teachers have ‘‘dropped off’’,<br />

Mr Green says.<br />

opportunity to move or to go for a<br />

promotionortowork closer to home,<br />

so you can’t really blame them.’’<br />

(south) hautū (leader) Nancy Bell, says<br />

enrolment numbers for South Island<br />

teacher training courses have<br />

returned to pre­Covid levels.<br />

‘‘There is aglobalshortage of<br />

teachers,sotraining and retaining<br />

teachers in Aotearoa is apriority.<br />

‘‘Ourteaching workforce is diverse<br />

and is madeupofgreat teaching talent<br />

that is both domestically trained and<br />

Staff retention rates in <strong>Canterbury</strong><br />

are at 88.6 percent, compared with<br />

88.9%nationally.<br />

Ms Bell saysthe government has<br />

significantly boosted fundingover the<br />

last 12 months to helpout. The funding<br />

is targetedatinitiatives to attract New<br />

Zealanders into teaching and to<br />

recruittalent from overseas.<br />

Tsunami siren testing<br />

Tsunami sirens at Leithfield Beach and Amberley Beach are to be tested on Sunday,<br />

<strong>September</strong> 24, to coincide withDaylight Saving.<br />

Hurunui District Council’s Emergency Management officer Allan Grigg says the<br />

siren warnings will sound for one minute, at 1pm for Amberley Beach and 1.30pm<br />

for Leithfield Beach.<br />

‘‘Our beach communities will hear the siren followed by avoice message that will<br />

directpeople on what action they needtotake,’’ he says.<br />

‘‘As this is just atest of the sirens, the recorded message will clearly state it’s a<br />

test, and that people do not need to be alarmed.’’<br />

Civil Defence volunteers would be on hand in clearly marked vests in both beach<br />

communities to provide information and reassurance, Griggsaid.<br />

‘‘In areal event, where there is sufficient time, emergency mobile alerts will also<br />

be utilised to warn our communities.<br />

Above all, remember LongorStrong, Get Gone: if you are near ashore and<br />

experience astrong earthquake that lasts more than one minute, take action and<br />

evacuate immediately.’’<br />

The 90th edition of the Woodend Spring<br />

FlowerShow will be held on <strong>September</strong><br />

30.<br />

Appropriately it willhave a1930’s<br />

theme,and there will be somespecial<br />

guestsamong the blooms at the Woodend<br />

Community Centre.<br />

Representatives from the America<br />

Daffodil Society will be visiting the show.<br />

There will be an extensive exhibition<br />

of daffodils,many shownbywell­known<br />

New Zealand growers.<br />

Entries are being sought from <strong>North</strong><br />

<strong>Canterbury</strong>’sgardeners to showcase<br />

their spring flowersand produce, baking<br />

and preserves, and handcrafts, whichare<br />

open to children and adults. Entries are<br />

free of charge.<br />

There is special‘blokes’section, as<br />

well as photography and acolouring<br />

competition.<br />

As the 90thyear is celebrated one of the<br />

children’s challenges is to decorate their<br />

bike or scooter and bring it to the show by<br />

Gordontojudge.<br />

For buddingflorists, a1930’sbridal<br />

bouquet, Spring of 1930’s, and ‘High Tea’<br />

are sections in the decorativesection.<br />

In the handcraft section, hessianoven<br />

cloths, and lavender bagsare included.<br />

Victoria sponge,rum balls and<br />

shortbread are someofthe challenges in<br />

the baking section.<br />

There will be devonshireteas and<br />

marketstalls in the car park, and a<br />

prizegiving at 4pm where winners will be<br />

presented trophies and prizemoney.<br />

show acraft morning will be held in the<br />

schoolholidays at the Woodend<br />

Community Centre on Wednesday,<br />

called,all the effects of jet lag, and the<br />

stress associated with competing, faded<br />

away.<br />

Theywere quickly replaced by pure<br />

excitementfor Loburn piperLucas<br />

Paterson,when he marched outontothe<br />

Glasgow Green as amember of the Saint<br />

AndrewsCollege Pipe Band.<br />

It’samarch, he says, he willremember<br />

for the restofhis lifeasthe band’s dream<br />

cametrueofachieving amajorsuccess at<br />

the World PipeBand Championships.<br />

Lucas,aged 16,says allhis nervous<br />

tension aboutperforming,suddenly<br />

disappearedwhen band director Richard<br />

Hawke calledthem outtoperform.<br />

‘‘Itwas an awesomeexperience out<br />

there on theGreeninfrontofsomany<br />

people.Ifeltsoproud to be there.’’<br />

‘‘Itwas crazybecausewehad all been<br />

practising so hardfor so many months,<br />

building up forour chance to compete at<br />

the world champs being heldinGlasgow,<br />

Scotland.<br />

‘‘Itall came downtousplaying the best<br />

three tunes we could in just afew short<br />

minutes.’’<br />

The 32 strong band werecompeting in<br />

the juvenilegrade.<br />

‘‘Wehad to complete justthreetunes: a<br />

march,astrathspey (a typeofdancetune<br />

in 44time)and areel.’’<br />

Lucas saysthe timewent by so quickly,<br />

and suddenly they were being marched<br />

off.<br />

‘‘Wewereall feelingdelightedand<br />

thrilled withour performance. It was a<br />

dream cometrue to be playing there.<br />

‘‘Thenwefoundout we hadcomethird<br />

in our grade —that’sthe thirdbest pipe<br />

band in the world in thejuvenile grade —<br />

and we startedcelebrating.’’<br />

But theyoung musicians didn’t have<br />

longtocelebrate because early the next<br />

day their long haulbackto<strong>Canterbury</strong><br />

began.<br />

In the leaduptothe world<br />

championshipsLucas sayshehad not<br />

coped well with thesymptoms of jet lag.<br />

‘‘We had flown for over 30 hours to get<br />

there. Iwas waking every morning before<br />

5am,and was exhausted by theheatand<br />

travelby5pm eachday.’’<br />

But this did littletodampen the<br />

enthusiasm of Lucasand his team mates.<br />

‘‘Wewereatthe world champs.<br />

‘‘Itwas so muchfun withover190 bands<br />

and 5000 members playingthere.’’<br />

In thedaysprior, thebandplayedintwo<br />

smaller competitions, achievingdual<br />

second placingswhich buoyed their<br />

spirits.<br />

‘‘I couldn’t havemade it here without<br />

the kindsupport of so many people at<br />

homeinLoburn and Rangiora,who<br />

helpedwith thefundraising.’’<br />

He saysthe supporters and teachers<br />

travelling with them organised everything<br />

so well,therewere never any problems.<br />

‘‘Theyall did an amazing jobwiththe<br />

logistics,especially Mr Hawke and<br />

GraemeBryce, our bandmanager, who<br />

madesure we were alwayswellprepared<br />

for thisdream to cometrue.’’<br />

Asbestos buried on river bank<br />

Asbestoshas been discovered on the banks<br />

of the Waimakariri River.<br />

Environment <strong>Canterbury</strong> has issued a<br />

warning aftermaterials containing<br />

asbestos werediscovered in an old<br />

dumping site in the Waimakariri River<br />

RegionalPark, on the north bank.<br />

The asbestos was foundamongst other<br />

rubbish and haslikelybeen in the area for<br />

decades.‘‘Our environmental science and<br />

hazards team is aware and has been<br />

advising the parksteam on how to manage<br />

the contaminatedarea,’’ Environment<br />

<strong>Canterbury</strong> said.<br />

Asbestos is harmfultohumanand<br />

animalhealth. We havebeen advised by<br />

contaminated landexperts thataslong as<br />

the material remains undisturbed, the risk<br />

to human health is very low,’’ Environment<br />

<strong>Canterbury</strong> said.<br />

‘‘The parks team are planning to put<br />

concrete blocks around the area to stop<br />

peoplefrom accessing the contaminated<br />

area.’’<br />

Environment <strong>Canterbury</strong> staff are<br />

working on acontainmentand removal<br />

plan for the contaminatedmaterial. The<br />

park remains open. The public is asked to<br />

avoid the contaminated area.<br />

Unichem Medical Corner Pharmacy in Rangiora is<br />

New Zealand’s top Green Cross Health Pharmacy<br />

At the recent pharmacy industry<br />

franchisee conference the pharmacy<br />

scooped two national awards.<br />

It took home the Green Cross Health<br />

(GXH) Pharmacy Supreme Award of the<br />

Year for <strong>2023</strong>, and the Unichem Pharmacy<br />

of the Year <strong>2023</strong> Award.<br />

This is abig win for our pharmacy from<br />

Rangiora says Ajay Patel, co-owner of<br />

Unichem Medical Corner Pharmacy.<br />

There are 342 Green Cross Health<br />

pharmacies consisting of 285 Unichem<br />

and 57 Life pharmacies.<br />

‘‘It comes down to our vision and our<br />

people,’’ says Mr Patel.<br />

‘‘Our purpose is supporting the health<br />

and wellbeing of the people of the<br />

Waimakariri region by delivering as many<br />

services as we can through our pharmacy.<br />

‘‘It’s quite an achievement getting an<br />

award in asemi-rural town like this,’’ Mr<br />

Patel says.<br />

‘‘It’s abig shout out to our staff without<br />

whom we couldn’t have achieved these<br />

awards.’’<br />

Mr Patel says their staff stepped<br />

up during Covid and embraced the<br />

opportunities offered to support people<br />

through the pandemic.<br />

‘‘We work closely with the team at<br />

Medical Corner Doctors, as well as many<br />

other medical centres in the region,<br />

providing medication management<br />

services, vaccination services, Covid oral<br />

viral treatments, and distributing medical<br />

supplies, prescriptions and masks.<br />

Pharmacy in Rangiora.<br />

Vibhuti worked as apharmacist for<br />

two years before she and Mr Patel (no<br />

the <strong>Canterbury</strong> District Health Board.<br />

Reeves says the winner of Supreme<br />

Pharmacy of the Year <strong>2023</strong> epitomises<br />

localisation, community spirit and<br />

The awards were judged on overall<br />

growth, community engagement, local<br />

area marketing, and pharmacy specific<br />

(Tarapirohe),asits<br />

candidatefor Forest and<br />

Bird’s 100thanniversary<br />

celebratoryevent.<br />

The group decided to enter<br />

the birdbecause ‘‘ it tries so<br />

hard but has adeplorable<br />

nesting record,the worst on<br />

our river’’, saysARRG<br />

volunteer Judith Hughey.<br />

‘‘Floodsreally knock the<br />

colonies,the birds are easily<br />

disturbed,sothey often<br />

abandon their nests when<br />

one rat or stoat can wipe out<br />

Classes for all at show<br />

The <strong>North</strong>ern A&P Associationisgearing<br />

up to showcase all things agricultural at<br />

its annual show in Rangiora on October<br />

20, 21.<br />

The show, which attracts competitors<br />

and visitors from across the South Island,<br />

has beenrunning for 150 years.<br />

It aims to bring town and country<br />

together to celebratelocal rural<br />

traditions,the skillsofthe manywho<br />

enter,and afun day out for the whole<br />

family.<br />

The associationiskeen for people to<br />

enter and get involved in the show which<br />

features everything fromshowing<br />

animals, seeds and poultry to preserving,<br />

baking, arts, craftsand floral art.<br />

The competitions are not just for<br />

adults. There are plenty for children to<br />

enter.<br />

There is alarge equestrian section,<br />

sheep,cattle, donkeys, angora goats,<br />

dairy goats, wool, Dog Trials, alpacas,<br />

grain and seeds,and poultry, where there<br />

is ajunior section.<br />

Children are invited to enter their pet<br />

lambs and calvesinto the different<br />

sections available.<br />

In the Pavilion there are many classes<br />

for everyonetoenterfrom home crafts,<br />

preserves, cooking,and baking where<br />

children can try theirhand at whipping<br />

up asweetdelight.<br />

There is also needlework classes,<br />

sewingand handcrafts, knitting, art,<br />

amateur photography —open to primary<br />

and secondary school pupils, and adults.<br />

Woodwork amd metalwork has primary<br />

and secondary school classes, and<br />

children's arts and crafts even cater for<br />

pre­schools, Years1&2, 3&4, 5&6, and<br />

7&8.<br />

In the flower section novice,and<br />

decorativeclasses are not just for adults.<br />

They are also open to primaryschool<br />

pupilsuptoYears 7and 8.<br />

Leigh Miller at Harcourts has donated<br />

$700 for the school withthe mostentries<br />

Reserve Heritage and Mahinga kai<br />

Road are finally beingaddressed.<br />

PrincipalJasonReid says he is<br />

pleased the Waimakariri District<br />

Council is looking at installing a<br />

pedestrian crossing outsidethe<br />

school’s main entrance.<br />

‘‘It is ahigh risk areaand an<br />

accident waiting to happen, but I am<br />

pleased the council has taken on board<br />

our concerns.<br />

‘‘I am lookingforward to seeingthe<br />

The Kaiapoi­Tuahiwi Community<br />

Boardhas givenits support to the<br />

project and has recommended it to the<br />

council’s utilities and roading<br />

committee, which willconsider it at its<br />

meeting on <strong>September</strong>19.<br />

recommended installing azebra<br />

crossingnear the school entrance.<br />

The council had already approved<br />

$30,000 as part its 2022/23 minor<br />

OhokaRoad outside the school<br />

estimated therewere around 6800<br />

vehicles per day,which was within the<br />

recommended limits for azebra<br />

crossing.<br />

Mr Reidsaid several motorists were<br />

coming overthe Ohoka Road<br />

overbridge too fast. ‘‘Youfeel likeyou<br />

are coming in from arural area<br />

coming overthe overpass, so I’m not<br />

surprised youget some motorists<br />

Nature reclaims past<br />

In aspace once occupied by 800 houses,<br />

nature is fast reclaiming the Kaiapoi<br />

Red Zone.<br />

Kaiapoi East Residents Association<br />

(KERA) chair Michelle MacWilliam says<br />

the group are very happy with how the<br />

reclamation is progressing, with alittle<br />

bit of help from them.<br />

Working in partnership with the<br />

Waimakariri District Council’s Bio­<br />

Diversity unit, the association has been<br />

quietly doing what they can do to<br />

encourage the area’s regrowth.<br />

Ms MacWilliam says they have been<br />

using the existing tree lines from where<br />

all the old houses used to be, to establish<br />

small or large ‘pocket forests’<br />

incorporating the wide variety of native<br />

and older trees planted there by home<br />

owners.<br />

These were left behind when the<br />

Council removed all the properties postearthquake.<br />

‘‘It’s been surprising just how many<br />

native trees were planted by the original<br />

home owners, alongside the usual fruit<br />

and blossoming trees.’’<br />

The group chose to keep these original<br />

plantings in place, in respect of the<br />

thousands of residents who used to call<br />

the place home.<br />

‘‘The native trees and Harakeke<br />

(flaxes) we have been planting will help<br />

to promote this large open space area as<br />

aregenerative growth area filled with<br />

walking tracks.’’<br />

Already members have noticed how<br />

the terrain has started to taken on anew<br />

look, with water ways starting to return<br />

to their ancient routes and the earth<br />

becoming much more contoured.<br />

‘‘When the houses were first removed<br />

this land was dead flat and barren, now<br />

look at it,’’ KERA secretary Maree<br />

Hazeldine says.<br />

‘‘It is still avery accessible site for<br />

people of all abilities and there are<br />

always new parts of it to discover,’’ she<br />

says.<br />

The association are now looking at<br />

what fire resistant natives can be<br />

planted to help keep it open and not<br />

become afire hazard in dryer months.<br />

‘‘It’s amazing how the local community<br />

here in Kaiapoi East have embraced the<br />

open spaces in apositive way,’’ says Ms<br />

MacWilliam.<br />

‘‘Neighbours have adopted pocket<br />

forests and we often see them out<br />

tending to their little space, mowing the<br />

grass walkways around them or tidying<br />

up debris.’’<br />

Emergency helipad taking off for Cheviot<br />

Ahelipad for emergency helicopters<br />

in Cheviot is takingoff after approval<br />

from the Cheviot Community<br />

Committee.<br />

Last week, the committeeapproved<br />

acommunity proposaltoconstruction<br />

the helipad on the rugbygrounds<br />

inside Miller StreetReservefor the<br />

use of emergency servicesonly.<br />

The construction phase will be<br />

funded by the CheviotLions through<br />

fundraising.<br />

The concretehelipad will be 12<br />

metres square and 800mmhigh,with<br />

300mmabove surrounding ground.<br />

Associated fittings, signageand<br />

installationofacontrol box and lights<br />

will be included in the construction<br />

costs.<br />

The proposal was put forwardbythe<br />

Cheviot Lions Helipad Committee,<br />

whichincludes St John and Cheviot<br />

Volunteer FireBrigade<br />

representatives.<br />

It is supported by Cheviot business<br />

owners and residents, as wellasthe<br />

Cheviot Rugby Club, EquestrianClub<br />

and Cheviot A&P Association, which<br />

use the reserve.<br />

Cheviot Lions Helipad Committee<br />

Chair, Giles Pinfold, says rescue<br />

helicopters have beenlanding in<br />

Cheviot for anumber of years, but<br />

having adedicated, weatherproof<br />

landing pad wouldsave critical time<br />

for patientsduring poor conditions.<br />

‘‘Helicopterscan’tland on rough<br />

ground, so in wet weather, when the<br />

ground is churned up, theyhave to<br />

find somewhere else to land,’’ Mr<br />

Pinfold says.<br />

This year,there wereeight<br />

instances of emergency helicopters<br />

needing to land in Cheviot.<br />

Hurunui District Council chief<br />

operations manager, Dan Harris, says<br />

the construction phase of the helipad<br />

will be funded by the Cheviot Lions<br />

through fundraising.<br />

However the ongoing maintenance,<br />

including the remarking of lines every<br />

five years, as well as legal fees for a<br />

Licence to Occupy and Memorandum<br />

of Agreement, council officer time,<br />

and an applicationfee to the Civil<br />

Aviation Authority(CAA), will be<br />

fundedthroughamenity rates.<br />

The Westpac RescueHelicopter and<br />

any otheremergency service<br />

helicopterwill be the onlydesignated<br />

helicopters to land on the helipad and<br />

St John and the Cheviot Medical<br />

Centrewill need to be on site to<br />

transfer patients, Mr Harris says.<br />

Seniors seek unity<br />

Across­party agreement on aseniors<br />

policy is unlikely to happen after this<br />

year’s general election.<br />

Grey Power <strong>North</strong> <strong>Canterbury</strong><br />

president Jan Pentecost challenged<br />

candidates, at an election meeting at the<br />

Rangiora RSA Club earlier this month,<br />

about whether they would be willing to<br />

enter into across­party agreement after<br />

the election so seniors did not ‘‘become<br />

apolitical football’’.<br />

But the candidates from National,<br />

Labour, Act, New Zealand First and<br />

Democracy NZ indicated this was<br />

unlikely to happen.<br />

National Party candidate Matt Doocey<br />

said he had experience with multi party<br />

agreements through the cross party<br />

working party on mental health he<br />

established with Labour, Green, Act and<br />

Te Pāti Māori MPs.<br />

But he had his doubts about finding<br />

common ground on seniors policy.<br />

‘‘We would be open to these guys<br />

coming to us and supporting raising the<br />

retirement age to 67.’’<br />

National remained committed to<br />

pegging the pension to 67 percent of the<br />

average wage.<br />

Mr Doocey said it was ‘‘paramount on<br />

any government to reduce the cost of<br />

living’’, while health care was also in his<br />

sights.<br />

‘‘It is heartbreaking to hear the stories<br />

of seniors and young parents will have<br />

health issues in the middle of the night<br />

and they have to drive past the Rangiora<br />

Health Hub and head into the city for<br />

emergency care.’’<br />

Labour Party candidate Dan<br />

Rosewarne said MPs ignored the over­<br />

65s at their peril.<br />

‘‘In the future it will be one­in­three<br />

people over age 65 and you all tend to<br />

vote, so it would be silly for anyone to<br />

run counter to that.’’<br />

But he said Labour did not support<br />

National’s policy to raise the retirement<br />

age.<br />

Mr Rosewarne said the winter energy<br />

payment, removal of $5 prescription<br />

charges and half price public transport<br />

were all saving money for pensioners.<br />

Removing GST on fruit and vegetables<br />

would also leave more money in their<br />

back pockets, he said.<br />

Act Party candidate Ross Campbell<br />

said the government needed to be<br />

‘‘prudent’’ about its spending.<br />

‘‘When Ilook around the room, Ican<br />

see that people are living longer, so I<br />

don’t want to look people in the eye and<br />

tell them something Ican’t promise.’’<br />

He said Act supported raising the<br />

retirement age.<br />

New Zealand First candidate Mark<br />

Arneil said his party remained<br />

committed to keeping the retirement age<br />

at 65­years.<br />

‘‘We are the only party looking after<br />

you and we have consistently done that,<br />

so when Ilook at the other parties Ican<br />

see that across­party agreement isn’t<br />

going to happen.’’<br />

Democracy NZ candidate Gordon<br />

Malcolm said his party was willing to<br />

work any party on aseniors policy.<br />

Synthetic carpet plan in schools ‘insulting’<br />

Thousands of students will benefit from<br />

anew initiative designed to make it<br />

easier for schools to access New<br />

Zealand wool carpets for their<br />

classrooms.<br />

The Bremworth Wool in Education<br />

Initiative has been launched in<br />

response to the Ministry of Education’s<br />

Ngā iti Kahurangi proposal to install $8<br />

million worth of nylon carpet in up to<br />

760 small or rural schools.<br />

Rotherham School principal, Cheryl<br />

Barbara, says the Ministry of<br />

Education’s offer to provide synthetic<br />

carpet is an insult to the rural sector.<br />

She says it is also inconsistent with<br />

the sustainability doctrine the<br />

nation —particularly as<br />

larger urban schools have the option to<br />

install carpets of their choice.<br />

‘‘As aprincipal of arural school, Ican<br />

tell you that it goes against our rural<br />

values, and is highly offensive to our<br />

wider farming community which has<br />

been struggling over the past few years.’’<br />

Under the Bremworth programme,<br />

schools due to replace their existing<br />

flooring can apply to the carpet<br />

manufacturer for asubsidy equivalent<br />

to at least 30 percent of their flooring<br />

needs, helping make wool carpet more<br />

accessible to New Zealand schools.<br />

For aschool wanting 400sqm of<br />

carpet, it equates to savings over<br />

The <strong>North</strong> <strong>Canterbury</strong> School is one of<br />

10 pilot schools that was to be fasttracked<br />

through the new renovation<br />

programme, which also includes<br />

lighting and acoustic upgrade.<br />

However, the Ministry has told other<br />

rural principals if they refuse the<br />

synthetic tiles, they cannot access this<br />

proportion of the funding to use for wool<br />

carpet.<br />

‘‘Rural schools are about supporting<br />

their local community. Idon’t think<br />

there would be any rural school in New<br />

Zealand that would want to be using<br />

plastic carpet, to be honest,’’ says Ms<br />

Barbara.<br />

‘‘We will look to pay for the wool<br />

carpet from some of the fundraising that<br />

we have done throughout the year,<br />

including the <strong>North</strong> <strong>Canterbury</strong> Hunting<br />

Competition, selling corn and the Amuri<br />

Rogaine event.’’<br />

Ms Barbara says it is ‘‘heartwarming’’<br />

to see alocal company like Bremworth<br />

offering to do what they can to help get<br />

wool back into schools.<br />

petrochemical­based carpet fibre flies<br />

in the face of the Government’s<br />

commitment to reduce the amount of<br />

plastic in our lives.<br />

He says it's ironic that Bremworth has<br />

won export contracts in Australia, which<br />

specified wool carpet in schools, and yet<br />

historically there has been less support<br />

for the product in the New Zealand<br />

education sector.<br />

‘‘Unlike most other commercial<br />

settings, what we know about schools is<br />

that the students tend to spend alot of<br />

time sitting on the floor.<br />

‘‘We believe in creating the optimal<br />

environment for learning and their<br />

comfort is asignificant part of this.<br />

‘‘Bremworth is doing what it can to<br />

help small Kiwi schools like Cheryl’s<br />

access New Zealand wool ­ahighperforming<br />

renewable and<br />

biodegradable fibre. This then provides<br />

amore natural, healthy environment for<br />

our children to thrive.<br />

‘‘What is needed now is for the<br />

Ministry to amend their current offer to<br />

allow schools to take the cash equivalent<br />

of the plastic tiles, which they can then<br />

put towards wool carpet,” he says.<br />

manager at The New Zealand Merino<br />

Company (NZM) says many of its<br />

growers are disillusioned by the<br />

Ministry’s decision and frustrated at<br />

lacklustre explanations after the<br />

programme was publicised.<br />

‘‘It’s no secret that wool growers are<br />

struggling and this decision hit close to<br />

home. They don’t want their kids sitting<br />

on plastic when they could just as easily<br />

be sitting on fibre grown in their own<br />

backyard.’’<br />

Sensing smells, touch<br />

Being able to touch, smell and taste<br />

flowers and herbs in their new sensory<br />

garden opens up anew world of<br />

experiences for the residents of Bainlea<br />

House in Rangiora.<br />

Rangiora Lifecare Ltd Managing<br />

Director Paul Renwick says the opening<br />

of the new sensory garden installed in<br />

the company’s Bainlea House facility,<br />

serves to inspire residents to come<br />

outside.<br />

‘‘It encourages them to become<br />

focused on the colours, the smells, the<br />

tastes and feel of over 60 different<br />

plants, herbs, and vegetables.’’<br />

Residents can sit on the sides of the<br />

purpose­built sensory garden to feel the<br />

texture of the plant leaves, smell the<br />

mint, lavender, oregano or aloe vera and<br />

daffodils, and taste the mustard plants<br />

or the strawberries or tomatoes while<br />

looking at all the colours in the new<br />

garden.<br />

‘‘It’s anice way to help them stay<br />

active and aware of what’s going on in<br />

their world,’’ he says.<br />

In planning for alittle over six months,<br />

Mr Renwick says the idea for the sensory<br />

garden came from staff talking about the<br />

successes residents were having<br />

managing their small gardens in the<br />

other two Rangiora properties operated<br />

by the company.<br />

‘‘It’s an important part of the journey<br />

of all our residents and we were happy to<br />

see it come to fruition at the start of<br />

spring.’’<br />

Praise was also given to staff member<br />

Kevin Hoskins who built and installed<br />

the U­shaped garden.<br />

Special artist remembered<br />

An artexhibition in memory of a<br />

special foundingmember is beingheld<br />

by the AmberleyArt Group (AAG), on<br />

<strong>September</strong> 22 and 24.<br />

Anne Holloway, who died on June30,<br />

2020,was a‘‘popular, vibrant and<br />

supportivemember of our club’’,<br />

Sandra Bamford,the group’s<br />

president says.<br />

An initial group of five art lovers,<br />

including Ann, met together to paint at<br />

the St Johns Hallin2015, and after a<br />

few months they moved to the<br />

Amberley BowlingClubrooms.<br />

‘‘Anne helped build the membership<br />

and encouraged, and tutored,new<br />

members,’’Sandra says.<br />

‘‘Shewas always on hand to help<br />

with exhibitions and involved herself<br />

in any galleries we set up.<br />

‘‘Herknowledgearound painting<br />

was extensive across most of the<br />

traditional mediums andher expertise<br />

on any subject was clearly visible in<br />

her many paintings.<br />

‘‘Sheespeciallypainted horses and<br />

birdsbeautifully.’’<br />

Anne’s death was an enormous loss<br />

to thegroup.<br />

‘‘We have missed her enthusiasm<br />

and energy, Sandra says.<br />

Her family made agenerous<br />

donation to the Amberley Art Group,<br />

and in 2021 the group members<br />

established acompetitionand<br />

exhibition in Anne'smemory.<br />

‘‘This exhibition is now an annual<br />

eventfor localartists,’’Sandra said.<br />

This year’s event is being held at the<br />

Hurunui DistrictLibrary in Amberley.<br />

They had avery good first season and<br />

they worked together. Mr Chisnall saysthe<br />

pre­seasontour is incredibly valuable for<br />

thecareers of the youngplayers.<br />

Paddon, New Zealand’s most<br />

successful rally driver, is the newly<br />

crowned European rally champion.<br />

He is also the NewZealand<br />

champion, and aformerHyundai<br />

worksdriver in the worldrally<br />

championship.<br />

Paddon againcomes to the event,<br />

enteringboth his locallybased rally<br />

car, alongwith the electric rally car<br />

that he has built up in recent years.<br />

Overnight <strong>September</strong> 5:Female viewed on CCTV stealing ablackbike from outside<br />

the Kaiapoi SPCA Op Shop; Two Commercial premises in Waikuku and Woodend<br />

had their gas water heaters stolen off their exterior wall; Atraffic light trailer was<br />

stolen from Tram Road ,West Eyreton. The trailer is yellow withasolar panel<br />

attached above the lights and two wheel chains at therear; Acontractors truckhad<br />

diesel siphoned while parked in the LeithfieldSchool carpark, offenders were<br />

Oxford Rural No.1 Water Supply -<br />

Boil Water Notice<br />

Investigations into the cause of water turbidity for<br />

the Oxford Rural No.1 Water Supply have identified<br />

an issue with sections ofthe well pipe.<br />

These sections are currently being replaced along<br />

with the well pump as part of asuite of upgrades to<br />

the McPhedrons site. The well casing and screens<br />

have been assessed and are in good condition.<br />

The Kate Valley Landfill Community Trust isseeking nominations for one<br />

community trustee from the Waipara Community Area.<br />

The principal task ofthis charitable Trust is to distribute funds provided by<br />

Transwaste <strong>Canterbury</strong> for purposes that are beneficial topeople whose<br />

principal place of residence is within the contributing area to the Waipara<br />

School (the Community Area). This includes funding community activities or<br />

facilitiesinany location that are capable of conferring suchbenefit.<br />

In the event ofmore than one nomination being received, apublic meeting<br />

will be held in the Waipara Memorial Hall onMonday, 13November <strong>2023</strong>.<br />

Voting will be open from 6:30pm-7:30pm. Avote will take place to elect one<br />

<strong>North</strong> <strong>Canterbury</strong> is one of the fastest growing regions in the country, supported by a<br />

robust and growing economy.<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong> is aTrust established by Waimakariri and Hurunui District<br />

Councils with the vision toinspire, attract and retain individuals, businesses and social<br />

enterprises to invest in our region.<br />

The Trust, which comprises up to seven voluntary trustees (including the Mayors of the<br />

two Councils) and ten staff and contractors, takes an innovative and proactive approach<br />

to ensure it is aleader and facilitator of economic and tourism development within the<br />

region. The Board has been very successful in developing arange of strategic responses<br />

to support existing businesses to grow and prosper, attract and inspire businesses, Te<br />

Rūnanga oNgāi Tahu and Government to invest in our region, foster visitor and event<br />

opportunities and promote development.<br />

Two trustee vacancies have arisen, so the Councils are seeking expressions of interest<br />

from people who:<br />

•Have asignificant interest as an owner or manager of abusiness locatedintheregion,<br />

•Represent amajor business sector of the region, namely agriculture, manufacturing,<br />

retail, tourism, and professional services, and<br />

•Have the capability toespouse avision or strategic direction for that part of the<br />

region’s economy that they are engaged in.<br />
