monitoring <strong>and</strong> emergency response equipment through the Homel<strong>and</strong> Defense Equipment Reuse Program;<br />
In 2005, provided emergency response equipment <strong>and</strong> manpower for Hurricane Katrina relief in Louisiana;<br />
Inspected 6,459 radioactive waste shipments heading for WIPP. sixty-two percent of those shipments<br />
received Commercial Vehicle Safety Alliance Level VI inspections;<br />
Performed radiological surveys on 100 percent of those shipments;<br />
Maintained training for over 1,100 law enforcement personnel in the National Incident Management System<br />
requirements;<br />
<strong>Annual</strong>ly, trained more than 500 emergency responders representing 29 <strong>New</strong> <strong>Mexico</strong> communities.<br />
Youth Conservation Corps<br />
The Youth Conservation Corps (YCC) Commission believes the YCC Act,<br />
the program’s vision, mission, goals <strong>and</strong> policies provide the “best practices” for<br />
organizing youth corps. <strong>New</strong> <strong>Mexico</strong> has a diverse culture <strong>and</strong> the YCC program<br />
provides the flexibility to allow each community to design projects that meet<br />
specific community needs. The YCC Commission <strong>and</strong> staff are committed to<br />
providing the highest degree of customer service to our Corps members <strong>and</strong><br />
project sponsors.<br />
THE PURPOSE OF YCC: The YCC Act [9-5B-1 to 9-5B-11 NMSA 1978] provides a process to<br />
employ young persons in public projects that conserve <strong>New</strong> <strong>Mexico</strong>’s natural resources <strong>and</strong> provide community<br />
benefits of lasting value. <strong>New</strong> <strong>Mexico</strong> will benefit by having its natural <strong>and</strong> urban environments improved<br />
<strong>and</strong> enhanced <strong>and</strong> its youth instilled with an appreciation of natural resources, cooperation, hard work <strong>and</strong><br />
accomplishment.<br />
VISION: YCC members contribute to the quality of life for all people of <strong>New</strong> <strong>Mexico</strong>.<br />
MISSION: Promote the education, success <strong>and</strong> well-being of the youth in our communities <strong>and</strong> provide<br />
community benefits of lasting value through the conservation <strong>and</strong> enhancement of <strong>New</strong> <strong>Mexico</strong>’s natural resources.<br />
GOALS: Together we strive for healthy natural resources <strong>and</strong> lasting community benefits; instilling values of<br />
hard work <strong>and</strong> accomplishments; <strong>and</strong> promotion of education <strong>and</strong> training.<br />
VALUES: We strive to be responsible stewards of the state’s resources <strong>and</strong> positive role models for <strong>New</strong><br />
<strong>Mexico</strong>’s youth.<br />
ACCOMPLISHMENTS: The YCC Commission has worked diligently to provide positive, exciting<br />
employment opportunities to the youth of <strong>New</strong> <strong>Mexico</strong>. Youth from across the state have been employed in projects<br />
that have enhanced <strong>New</strong> <strong>Mexico</strong>’s natural, cultural <strong>and</strong> recreational resources. YCC members receive competitive<br />
