ARRA <strong>Energy</strong> Efficiency<br />
<strong>and</strong> Conservation<br />
Block Grant Program:<br />
With $9.6 million under<br />
ECMD oversight, the<br />
ARRA EECBG program<br />
aims to help local<br />
governments implement<br />
strategies to reduce fossil<br />
fuel emissions <strong>and</strong> total<br />
energy use. The program<br />
emphasizes a communitybased<br />
approach to help<br />
meet energy <strong>and</strong> climate<br />
protection goals. Table 2<br />
summarizes the ARRA<br />
EECBG projects.<br />
Projects for the SEP<br />
<strong>and</strong> EECBG programs<br />
were selected through<br />
a competitive Request<br />
for Application process.<br />
There are more than<br />
80 SEP <strong>and</strong> EECBG<br />
projects in various stages<br />
of implementation that,<br />
upon project completion,<br />
will require 12 months<br />
of monitoring <strong>and</strong><br />
verification of energy<br />
savings or renewable<br />
energy generated for<br />
reporting to DOE. As<br />
projects are completed<br />
<strong>and</strong> enter the monitoring phase, substantial energy <strong>and</strong> cost savings are expected. In fact, the $2 million traffic signal<br />
lighting project funded for the Department of Transportation is already reporting savings of an estimated total<br />
of four million kWh <strong>and</strong> $400,000 per year in communities throughout <strong>New</strong> <strong>Mexico</strong>, equivalent to the average<br />
electricity usage of more than 500 homes in <strong>New</strong> <strong>Mexico</strong>.<br />
ARRA <strong>Energy</strong> Efficient Appliance Rebate Program: <strong>New</strong> <strong>Mexico</strong>’s Appliance Rebate Program was a resounding<br />
success, with 94 percent of the total funds spent to date <strong>and</strong> 8,575 consumer rebates issued. Rebates in the amount<br />
of $200 were provided to <strong>New</strong> Mexicans purchasing ENERGY STAR refrigerators, clothes washers <strong>and</strong> gas<br />
furnaces. This program promoted <strong>New</strong> <strong>Mexico</strong> retailers’ appliance sales of over $8 million, generated $400,000 in<br />
