values on forested, rangel<strong>and</strong>, <strong>and</strong> aquatic areas statewide. All project selections were made by the EMNRD Cabinet<br />

Secretary in early September 2010. Preparation of necessary agreements <strong>and</strong> contracts is underway to accomplish<br />

these conservation endeavors well in advance of the June 2014 reversion date of the appropriated funds.<br />

Financial Services Bureau<br />

A main purpose of the FSB is to assure fiscal accountability for the agency. It oversees all accounting <strong>and</strong> financial<br />

transactions in the department to ensure compliance with state laws <strong>and</strong> regulations. The bureau also compiles<br />

annual budget requests <strong>and</strong> department operating budgets.<br />

Public Information Office<br />

The Public Information Office manages the dissemination of information to the general public, media organizations<br />

<strong>and</strong> other inquiring entities. It coordinates <strong>and</strong> synthesizes information from EMNRD’s divisions to write speeches,<br />

news releases, <strong>and</strong> articles or opinion pieces. It serves as project manager for department-wide publications such<br />

as the annual report, strategic plan, tribal collaboration report, performance <strong>and</strong> accountability, <strong>and</strong> other reports<br />

as needed. It coordinates <strong>and</strong> oversees EMNRD’s internal communications, including Internet <strong>and</strong> Intranet,<br />

newsletters, memos, award ceremonies <strong>and</strong> other department-wide events. The office works closely with all divisions<br />

housed within EMRND providing guidance on marketing <strong>and</strong> public relations issues.<br />

The office is also responsible for collecting <strong>and</strong> sending all publications to the state depository program. The state<br />

library collects materials which are meant for the public such as this annual report, guides, newsletters, books,<br />

brochures <strong>and</strong> final reports.<br />

The office recently developed <strong>and</strong> launched the “<strong>New</strong> <strong>Mexico</strong> <strong>Energy</strong> Solutions” campaign that included a website<br />

www.energysolutions4nm.org, television <strong>and</strong> radio advertising, brochures, educational materials, <strong>and</strong> the distribution<br />

of 10,000 CFL light bulbs to low income families.<br />

Prior to 2006, the department’s annual report was outsourced to a private designer at an annual cost of $6,000<br />

dollars per year. The report was redesigned <strong>and</strong> is now produced <strong>and</strong> developed in house <strong>and</strong> made available<br />

electronically at a significant cost savings to the state. <strong>Report</strong>s are available at www.emnrd.state.nm.us/main/<br />

Information <strong>and</strong> Technology Office<br />

The Information <strong>and</strong> Technology Office (ITO) is the central information technology <strong>and</strong> information systems<br />

provider for the department’s 510 employees <strong>and</strong> 54 remote sites. It employs 16 technical positions that are<br />

responsible for maintaining <strong>and</strong> supporting computer systems, network-telecommunications infrastructure <strong>and</strong><br />

application development needs of the department, using the latest technology for Windows <strong>and</strong> Web applications on<br />

the Intranet <strong>and</strong> Internet.<br />
