44 gross receipts taxes for the state, <strong>and</strong> saved <strong>New</strong> Mexican consumers over $1.7 million on appliance purchase prices. Lifetime benefits from this program include an estimated 9.9 million kWh in energy use reduction, over 310 million gallons of water conserved, <strong>and</strong> reducing the state’s carbon footprint by over 15 million pounds of CO2-equivalent. Program announcements were delivered by direct mail in English <strong>and</strong> Spanish to 239,521 low-income households, in a magazine article to 127,713 members of <strong>New</strong> <strong>Mexico</strong>’s rural electric cooperatives, <strong>and</strong> in ads in various newspapers <strong>and</strong> magazines. These publicity efforts encouraged participation from every county across the state. Additional leveraged, non-federal support <strong>and</strong> “in kind” contributions include nearly $530,000 from PNM; $18,000 from <strong>New</strong> <strong>Mexico</strong> Human Services Department; <strong>and</strong> nearly $3,000 from the <strong>New</strong> <strong>Mexico</strong> Rural Electric Association. ARRA <strong>Energy</strong> Assurance <strong>and</strong> Smart Grid Resiliency Plan: With ARRA funding of $382,070 for this program, ECMD contracted with Burcham <strong>and</strong> Associates in Albuquerque to increase <strong>New</strong> <strong>Mexico</strong>’s capacity to respond to energy emergencies <strong>and</strong> update the state’s <strong>Energy</strong> Emergency Plan. The <strong>Energy</strong> Assurance <strong>and</strong> Smart Grid Resiliency Plan will incorporate emerging energy efficiency <strong>and</strong> renewable energy technologies, including digital “smart grid” technology for electricity supply systems. The plan will also result in increased reliability within <strong>New</strong> <strong>Mexico</strong> of energy supply sources, such as for gasoline <strong>and</strong> diesel fuel. Regional Program Development Western Governors’ Association (WGA): ECMD is involved in renewable <strong>and</strong> alternative energy projects with the WGA’s “Clean <strong>and</strong> Diversified <strong>Energy</strong> for the West Initiative,” as well as issues such as interstate electricity transmission, transportation fuels <strong>and</strong> joint United States-<strong>Mexico</strong> border energy programs. ECMD participates in WGA’s “Wildlife Corridors Initiative” <strong>and</strong> the <strong>Energy</strong> Working Group that worked on WGA’s policy resolution (07-01), “Protecting Wildlife Migration Corridors <strong>and</strong> Crucial Wildlife Habitat in the West,” which initiated this effort. The <strong>Energy</strong> Working Group is tasked with making policy recommendations, with the ultimate goal of longlasting protection for the region’s wildlife <strong>and</strong> l<strong>and</strong>s that provide crucial habitat, as the region moves to a new energy economy focused on increased use of renewable <strong>and</strong> clean energy sources. In addition, ECMD participates with other western states in developing strategies for the WGA Transportation Fuels Council’s “Transportation Fuels for the Future Initiative.” Border Governors Conference: ECMD participates in the Border Governors Conference on cross border interrelationships on energy <strong>and</strong> environmental initiatives <strong>and</strong> issues, projects, funding, <strong>and</strong> accomplishments. The Border Governors Conference works to promote collaborative partnerships, information exchanges engaging federal cooperation, further developing a border energy program, assessing needs <strong>and</strong> financing gaps, <strong>and</strong> identifying projects. CLEAN ENERGY ECONOMY-RELATED LEGISLATION: Effective clean energy programs are vital in the worldwide progression toward greater energy security <strong>and</strong> increased conservation <strong>and</strong> efficiency across all sectors of our economy. Over the past eight years, nearly 40 pieces of legislation advancing clean energy initiatives have been passed by the <strong>New</strong> <strong>Mexico</strong> legislature <strong>and</strong> signed into law. Our division played, <strong>and</strong> continues to play, a key role in those legislative efforts <strong>and</strong> in implementing the statutorily-authorized programs that help stimulate clean energy <strong>and</strong> renewable energy development in our state. These programs <strong>and</strong> legislation support ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT
enewable energy <strong>and</strong> energy efficiency measures to reduce electricity costs <strong>and</strong> greenhouse gas emissions, while conserving water; <strong>and</strong> they bring economic growth <strong>and</strong> diversification that protect <strong>and</strong> conserve all of <strong>New</strong> <strong>Mexico</strong>’s natural resources for generations to come.
