A Message from Division Director Fern<strong>and</strong>o Martinez<br />
The programs administered by the <strong>Energy</strong> Conservation <strong>and</strong> Management Division received executive <strong>and</strong> legislative support of the<br />
highest order over the past eight years of Governor Bill Richardson’s administration. From the Governor declaring <strong>New</strong> <strong>Mexico</strong> the Clean<br />
<strong>Energy</strong> State in 2004 – <strong>and</strong> enacting legislation <strong>and</strong> issuing executive orders to help the state live up to the name – to the state’s jump in<br />
its energy efficiency ranking from 2009 to 2010, the programs put into practice <strong>and</strong> overseen by this division have helped the citizens of<br />
<strong>New</strong> <strong>Mexico</strong> enjoy the benefits of clean <strong>and</strong> renewable energy in their daily lives.<br />
Our programs of renewable energy, energy efficiency <strong>and</strong> conservation, <strong>and</strong> efficient transportation <strong>and</strong> clean fuels support measures to<br />
reduce electricity costs <strong>and</strong> consumption, reduce greenhouse gas emissions <strong>and</strong> air pollutants, decrease water usage in power generation,<br />
<strong>and</strong> promote new ways to make conventional energy sources cleaner. Successful implementation of these programs provides the tangible<br />
benefits of the protection <strong>and</strong> conservation of our state’s natural resources <strong>and</strong> environment as well as making <strong>New</strong> <strong>Mexico</strong> costcompetitive<br />
with other states.<br />
Our division is also managing $43 million of American Recovery <strong>and</strong> Reinvestment Act (ARRA) funds across four grants involving more<br />
than 70 contractors. We are using those ARRA dollars to eliminate barriers to energy efficiency <strong>and</strong> renewable energy. This increases<br />
dem<strong>and</strong> for services that create <strong>and</strong> retain jobs, reduce energy use, <strong>and</strong> increase energy efficiency <strong>and</strong> renewable energy production to<br />
improve the reliability of electricity, fuel supply <strong>and</strong> delivery of energy services. Evidence of the successful implementation of ARRA<br />
projects across the state is already being tracked <strong>and</strong> reported.<br />
This report offers a look back at the previous eight years’ legislation, initiatives <strong>and</strong> projects that have given our state greater energy<br />
security <strong>and</strong> increased conservation <strong>and</strong> efficiency across all sectors of our economy. By virtue of the legislation <strong>and</strong> programs that were<br />
put in place with great foresight, we can look forward to continued energy savings <strong>and</strong> efficiencies <strong>and</strong> the thoughtful development<br />
of programs that best make use of <strong>New</strong> <strong>Mexico</strong>’s abundant natural energy resources to provide greater energy security <strong>and</strong> economic<br />
development.<br />
As we work toward more reliable supplies of energy <strong>and</strong> energy efficient technologies <strong>and</strong> practices that will lead to greater economic <strong>and</strong><br />
