team, the industry and national impacts were clear.<br />

Responses to survey questions on e-learning showed<br />

that this mode was regarded by participants (171<br />

responded) as generally effective despite technical<br />

limitations experienced by some.<br />

The impact evaluation also discovered many opportunities<br />

for improvement which could enhance<br />

and spread the benefits for member countries. In the<br />

preimplementation stage, the interviewees and survey<br />

respondents suggested improvements in the partici-<br />

pant and expert selection process, and in adapting<br />

project design to the needs of participants or recipient<br />

organizations. In multicountry training projects,<br />

many participants showed a preference for interactive<br />

practical exercises, study of best- or good-practice<br />

cases, and field visits. Resource persons with technical,<br />

people, and process skills were highly appreciated. In<br />

the postimplementation stage, many participants and<br />

most experts proposed follow-up activities and monitoring<br />

to observe how learning is sustained, applied in<br />

the workplace and the benefits disseminated.<br />
