Detainee guards also serve as workplace overseers. Former detainees reported that<br />

detainee guards beat people to enforce conditions of work; for example, being late for<br />

work or working slowly. 98<br />

Types of Labor<br />

[<strong>The</strong>] therapeutic working [i.e. labor therapy] approach was used in the<br />

centers…. <strong>The</strong> center staff said the therapy, on the one hand, helped<br />

recover the working functions for the residents and on the other hand<br />

helped them understand the values of working while preventing problems<br />

related to laziness or idleness.<br />

—A 2009 Ministry of Labor assessment99 In the course of researching this report, former detainees and others told <strong>Human</strong> <strong>Rights</strong><br />

<strong>Watch</strong> about different types of work and various products that they were required to<br />

manufacture or process. Detainees mentioned a number of companies that may be<br />

benefiting from forced labor in the centers. <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> wrote to those companies<br />

we were able to identify setting out the allegations and requesting further information<br />

about potential commercial relations that they had with the centers.<br />

<strong>The</strong> extensive testimony from detainees regarding the use of forced labor in the centers<br />

suggests that many companies may be directly or indirectly sourcing products or<br />

manufacturing services from drug detention centers. Although there are many different<br />

products on which detainees are forced to work this report includes only the names of<br />

those companies where <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> was able to reach a reliable conclusion that<br />

products sold, processed, or handled by the company were likely produced in the centers.<br />

In a few cases, multinational companies contacted by <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> denied that<br />

their products were being manufactured in the centers, or suggested the possibility of<br />

counterfeit goods being produced. In one case, in response to our inquiry, the company<br />

strengthened their existing monitoring mechanisms to ensure that their supply chain is<br />

free of any connections with the centers.<br />
