A number of former detainees told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> they were forced to make<br />
shopping bags. 141 Xuan Truong is a man in his mid-30s who was released in 2009 after<br />
being transferred to various centers, including Center No. 2 in Lam Dong province, where<br />
he spent over three years. In addition to working in cashew production, he told <strong>Human</strong><br />
<strong>Rights</strong> <strong>Watch</strong> of being forced to glue paper shopping bags.<br />
I also produced paper bags. <strong>The</strong> paper was printed and cut and we had<br />
assemble them and to glue them together. <strong>The</strong>y were blue, grey, or white….<br />
Our work group had a daily quota of 250 bags. If you didn’t do your part<br />
then the other detainees beat you. 142<br />
Manufacturing<br />
Some former detainees told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> that detainees were involved in making<br />
other products, such as goods made from wood, bamboo and rattan, plastic goods such as<br />
straws, and making paper money (used as offerings for the dead).<br />
Con Cuong was detained for four years in Center No. 4 in Binh Duong province. He did<br />
agricultural work, but explained various other types of work at the center.<br />
<strong>The</strong>re were other jobs at the center: making bamboo baskets, embroidery,<br />
woodworking, and making paper offerings that would be burned for the<br />
spirits of the dead.… If you refused to work you were sent to the<br />
punishment room for two months. You might be beaten with hands, kicked,<br />
and beaten with a truncheon. <strong>The</strong>n you would go back to work again. 143<br />
<strong>The</strong> production of rattan and bamboo products by detainees was reported in other centers. 144<br />
Luc Ngan was released in late 2009 after being detained for three-and-a-half years at<br />
Youth Center No. 2.<br />
