This lasted over half a day. <strong>The</strong>n they put me in the punishment room with<br />
over twenty others, including those who had refused to work. 204<br />
Former detainees also told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> they were tortured after failed escape<br />
attempts. Quynh Luu, who tried to escape by swimming across a river, described what<br />
happened when he was caught:<br />
First they beat my legs so that I couldn't run off again. <strong>The</strong>n they took me<br />
back to the center and put me into the punishment room. <strong>The</strong>y shocked me<br />
with an electric baton. <strong>The</strong>y kept me in the punishment room for a month. 205<br />
Huong Son, in his late 30s, was released in late 2009 after four years in detention. He told<br />
<strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> of a similar experience after trying to escape. He turned himself in to<br />
police and was returned to the same center, where he was punished.<br />
On my return [to the center] I was kicked in the flanks and got an electric<br />
baton applied to my neck by the staff. I fainted. 206<br />
Severe violence against those who attempt escape appears intended to serve both as a<br />
punishment and an example to other detainees. Cam Khe was in his mid-20s when he was<br />
detained in a center in Ninh Thuan province. He told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong>:<br />
Punishment for escaping was the worst. I saw a beating that frightened me.<br />
<strong>The</strong> staff beat the escapee with their fists, kicked him and tied him to the<br />
flagpole in the sun. 207<br />
Much physical abuse inside the centers involves detainees beating other detainees.<br />
Rather than being spontaneous acts of fighting between detainees, detainee-on-detainee<br />
violence is often an extension of staff control of detainees. Detainee guards are frequently<br />
involved in meting out punishments for infringing center rules. Huong Son described the<br />
use of detainee guards to enforce discipline in the Phuoc Binh center:<br />
