Capacity Building of Centers<br />

In recent years, some UN agencies and international organizations have begun to express<br />

concern about Vietnam’s drug detention centers. In a plenary address in July 2010 at the<br />

18th International AIDS Conference (held in Vienna, Austria) the Executive Director of the<br />

Global Fund, Dr. Michel Kazachkine, called for the closure of all compulsory drug detention<br />

centers, specifically saying that he had conveyed this message to Vietnamese delegates at<br />

the meeting. 345<br />

This call has been echoed by UNAIDS, UNODC, UNDP, Unicef, WHO, and the UN High<br />

Commissioner for <strong>Human</strong> <strong>Rights</strong>. <strong>The</strong> UN Special Rapporteurs on Torture and Health have<br />

also spoken out against abuses in drug detention centers; the Director of the Drug Policy<br />

Coordination Unit of the European Commission, said: “I believe that [these types of<br />

centers] are an abomination.” 346<br />
