<strong>The</strong> letter did not provide detailed information about “support, treatment and prevention<br />
of HIV and TB in detention centers,” or how the GF would ensure the Vietnamese<br />
government abided by this limitation.<br />
<strong>The</strong> World Bank<br />
Since 2005, the World Bank has funded Vietnamese government authorities to provide HIV<br />
prevention, treatment, and care in drug detention centers. <strong>The</strong> project grant agreement<br />
(2005) provides $35 million to Vietnamese (mostly provincial) government authorities, of<br />
which $1.5 million has been used in drug detention centers. 289<br />
In correspondence to <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong>, the World Bank’s country director noted:<br />
<strong>The</strong> World Bank targeted the centers because avoiding them would have<br />
resulted in serious public health risk, including many more infections and<br />
deaths. <strong>The</strong> overriding factor in our decision was the risk to the people in<br />
these centers and their right to lifesaving prevention and treatment. 290<br />
From 2005 to 2010 the World Bank project funded HIV clinics in three centers in what it described<br />
as a pilot program. 291 Under this component, funds were provided recruiting temporary<br />
consultants (doctors and nurses) and renovating health clinics and medical equipment. As a<br />
separate component of the same project, government authorities in 20 provinces were given<br />
funds to implement various HIV-related services in drug detention centers. 292<br />
