(C) Outputs.<br />
Project outputs are basically in the two areas of trained<br />
agricultural extension personnel and training infrastructure. The<br />
outputs are in easily quantifiable measures such as nu<strong>mb</strong>ers of graduates<br />
and buildings. Practical training can be measured by using questionnaires<br />
and interviews (see Part 4.C. Evaluation Arrangements for Projects).<br />
Basic assumptions are similar to those for the purpose level with the<br />
addition of appropriate training selection for ISP and CAP staff.<br />
(D) Inputs.<br />
<strong>USAID</strong> project inputs are in the form of funds for technical<br />
assistance and buildings, equipment, livestock and operating costs.<br />
Some training of Voltaic staff at the educational institutions is also<br />
included.<br />
The GOUV will contribute personnel, land, buildings, equipment,<br />
livestock, and operating costs.<br />
Assumptions for inputs are basically concerned with providing<br />
qualified personnel from both <strong>USAID</strong> contractors and Upper Volta staff<br />
to fill technical assistance and training positions.<br />
Other Donors.<br />
This project is coordinated with inputs from other donors for<br />
its operation. Small amounts of foreign technical assistance are<br />
present at CAP Matourkou in the form of one U.N. volunteer mathematics<br />
instructor who may be renewed for the next school year. In addition,<br />
two Dutch volunteer engineers are working in the community development<br />
component of the CAP, but do not fill any teaching positions.<br />
At ISP there are 12 professors whose salaries are paid by the<br />
French Government, and one U.S. Peace Corps volunteer English instructor.<br />
Future assistance of this nature is likely but difficult to determine<br />
for long-term. Canada, France and the U.S.S.R. also fund<br />
scholarships for ISP students; and the French Government is constructing<br />
some ISP main campus buildings.<br />
While other complementary projects in agricultural education<br />
would undoubtedly be welcomed by the GOUV. there is no other similar<br />
project which should be directly coordinated with this one at this time.
