program, he/she has supervised a shop, students' home projects in<br />
crops, livestock, gardening, tractor maintenance, and other subjects.<br />
He/she also has probably supervised demonstration fertilizer plots<br />
and other projects. In most schools in the U.S. he/she has also<br />
probably held adult farmer classes for farmers in the community.<br />
Such a person tends to be very practically oriented and able to carry<br />
out practices taught in the classroom. Such a person was used very<br />
effectively as the farm manager and supervisor of student practicals<br />
and in running the farm shop in one case in East Africa. Categories<br />
for short-term advisory assistance for the CAP at Matourkou should<br />
include the following: forestry, agronomy (peanuts, cotton, sorghum),<br />
horticulture (fruits and vegetables), agricultural economics, animal<br />
husbandry, rural sociology, home economics, and agricultural extension<br />
(small farm specialists). There already exists in Ouagadougou an<br />
organization capable of providing teacher training. The Institut<br />
Panafricain Pour le Developpement(PAID) maintains in'Ouagadougou a<br />
staff of ten professionals in the fields of teacher training, administration,<br />
and management. They have the capability of providing either<br />
long or short-term training at their headquarters or at other institutions.<br />
For example, they could provide teacher training for the staff<br />
at Matourkou during the vacation period, thereby avoiding the disruption<br />
of classes.<br />
In addition, they have on their staff several sociologists and<br />
economists who might be able to give short courses in their subject<br />
fields at the university level. By utilizing this resource, it may be<br />
possible to substantially reduce the cost of technical assistance.<br />
A summary of technical assistance to assist in relieving the<br />
staff needs at Matourkou is as follows:<br />
Long-term advisory assistance<br />
4 person years @ $100,000/year................. $400,000.<br />
Short-term advisory assistance<br />
24 person months @ $7,500/month ............... $180,000.<br />
Facilities and Equipment.<br />
Analysis and Recommendations. Expansion of the existing infrastructure<br />
of the CAP at Matourkou is a major part of the U.S. contribution<br />
to the budget (see Annex C.l ). Additional dormitories for a<br />
total of 150 students will be constructed, including one dorm for 25<br />
women. Two classrooms for 60 students each will be added. A dining<br />
hall is included since adequate facilities do not now exist. Furthermore,<br />
a library with books and audiovisual materials will be provided<br />
to support classroom and practical field instruction.
