expected by the introduction of the new <strong>PFI</strong> law, this chapter considers the idea of further<br />

activation.<br />

Chapter 3 introduces actual cases of <strong>PFI</strong>. In the first half, it presents the cases that have been<br />

reported to be successful <strong>and</strong> reviews key points of the effective use of the private sector’s<br />

dynamism. In addition, it also introduces two successful cases from the abundant experience of the<br />

UK. In the second half, it introduces three failed cases <strong>and</strong> carefully examines the cause of the<br />

failures from the perspective of risk management.<br />

Chapter 4 discusses the risk management of <strong>PFI</strong>. After presenting an overview of risk management<br />

of the <strong>PFI</strong> based on the "<strong>Risk</strong> Allocation Guideline" developed by the Cabinet Office in Japan, it<br />

will consider the issues of risk management in Japanese <strong>PFI</strong> in more detail from several<br />

perspectives, which are mainly based on the lessons learned from the failed cases described in<br />

Chapter 3.<br />

Chapter 5 considers the potential problems at the decision-making stage of the <strong>PFI</strong> projects,<br />

separate from the individual risk management problems. After pointing out the limitations <strong>and</strong><br />

problems of the Value <strong>for</strong> Money (VFM) indicator, which is commonly used <strong>for</strong> the decision<br />

making of <strong>PFI</strong> projects, it explores the essential issues existing in the <strong>PFI</strong> method. Finally, it<br />

discusses the potential <strong>for</strong> a third party’s evaluation as one of the possible resolutions of those<br />

problems.<br />
