● Because of the aging of the city hospital, the city decided to construct a new hospital<br />

using a <strong>PFI</strong>, which opened in October 2006.<br />

Un<strong>for</strong>eseen impact<br />

● The city offered an annulment of the contract based on the reason that the city <strong>and</strong> the<br />

hospital would financially collapse due to a lack of funding if this <strong>PFI</strong> project continued.<br />

● As a result of the consultation, both parties agreed to cancel the contract in 2009. At the<br />

same time, the city paid the penalty (approximately 20 billion yen) to the contracted<br />

companies.<br />

Causes of problems<br />

● Public sector bore all dem<strong>and</strong> risk: there was no incentive <strong>for</strong> the SPC to maintain the<br />

medical service <strong>and</strong> management quality due to the fixed payment, which was stipulated<br />

in the contract. Even though the city expected the SPC to provide the best service, the<br />
