second construction of a second artificial isl<strong>and</strong> (528 ha) <strong>and</strong> 4,000-m runway was started.<br />

The second construction was completed in August 2007.<br />

Un<strong>for</strong>eseen impact<br />

● Price boost <strong>and</strong> ground sinking occurred. As a result, the construction costs reached more<br />

than 1.5 trillion yen, which severely exceeded the initial estimate.<br />

● The debt including interest <strong>for</strong> Kansai International Airport Co. was more than 1.3 trillion<br />

yen (as of 2011).<br />

Causes of problems<br />

● Difficult negotiation: the national government experienced difficult negotiations with<br />

local authorities over acceptance of the construction of the airport; as a result, it was<br />

constructed in a relatively disadvantageous place with high costs <strong>and</strong> less convenience. 4<br />

● Optimistic dem<strong>and</strong> <strong>for</strong>ecast: in fiscal year (FY) 2000, the estimated number of l<strong>and</strong>ings<br />

<strong>and</strong> takeoffs was 198,000, whereas the result was 124,000.<br />

● Loose management of construction cost: an incorrect estimation of a price boost,<br />

additional construction due to ground sinking, the burden of interest because of a<br />

completion delay, <strong>and</strong> lack of careful scrutinization of the supplier of earth <strong>and</strong> s<strong>and</strong>.<br />

With respect to Kansai International Airport, because the business became rigid with a huge debt<br />

due to the repayment of interest, New Kansai International Airport Co. was established on April 1,<br />

2012 to integrate the operation of Kansai International Airport <strong>and</strong> Itami Airport in preparation <strong>for</strong><br />

new <strong>PFI</strong> scheme “concession system”. For details, see the section of “New <strong>PFI</strong> method” in Chapter<br />

2.<br />

4 The original plan was <strong>for</strong> Kansai International Airport to be constructed off the coast of Kobe. However, because of the<br />

opposition of Kobe City due to a noise problem, the Ministry of Transportation changed the plan to off the coast of<br />

Senshu, which is five kilometers away from the coast <strong>and</strong> whose water depth is greater than 20 meters. Afterward, both<br />

Hyogo Prefecture <strong>and</strong> Kobe City were interested in the airport again because the noise problem was resolved by<br />

improvements of the aircraft materials. The Ministry, however, advanced the plan <strong>for</strong> off the coast of Senshu without<br />
