efore, relations among <strong>stakeholder</strong>s are highly dynamic, sometimes unfolding in a matter<br />

of seconds and at o<strong>the</strong>r times unfolding very slowly. However, in <strong>the</strong>se types of analysis,<br />

one must be cautious about making rash judgements about <strong>the</strong> nature of relations in<br />

place. Judgements about micro-<strong>politics</strong> must <strong>the</strong>refore be made on <strong>the</strong> basis of thorough<br />

analysis and rigorous crosschecking of <strong>the</strong> data.<br />

In a recent case in Zimbabwe, a researcher explains how <strong>the</strong>y intervened in a community<br />

project involving three villages to facilitate equitable sharing of resources (Box 15).<br />

Box 15. Stimulating collaborative action in Romwe, Zimbabwe.<br />

After ten years <strong>the</strong> committee of <strong>the</strong> Romwe catchment project mobilized to collect money<br />

to host celebrations <strong>over</strong> for <strong>the</strong> success of <strong>the</strong> project. Money was collected from members of<br />

<strong>the</strong> project. Most of <strong>the</strong> money was used to purchase a prize cow for <strong>the</strong> occasion. At <strong>the</strong><br />

meeting to decide on <strong>the</strong> celebrations members agreed to donate <strong>the</strong> money on condition all<br />

<strong>the</strong> meat and o<strong>the</strong>r purchases would be consumed on <strong>the</strong> day and that allocation and use of<br />

<strong>the</strong> money would be transparent. On <strong>the</strong> day of <strong>the</strong> celebrations <strong>the</strong> bull was dully<br />

slaughtered and meat was distributed to various villages. The food was shared and members<br />

were surprised at <strong>the</strong> quantities of meat <strong>the</strong>y received. As <strong>the</strong>y departed, some voiced <strong>the</strong>ir<br />

bewilderment at <strong>the</strong> quantities of meat that had been shared, and many were clearly not<br />

satisfied about how <strong>the</strong> meat had been shared. By nightfall, it was clear that most people<br />

did not believe that all <strong>the</strong> meat had been shared. Some people claimed <strong>the</strong>y had seen some<br />

elites with some of <strong>the</strong> meat. At this point <strong>the</strong> researchers decided to intervene. As people<br />

passed <strong>the</strong> research station, <strong>the</strong> researchers invited <strong>the</strong>m to see <strong>the</strong> meat, which had been<br />

stored in <strong>the</strong> engine room. Person after person was clearly shocked by what <strong>the</strong>y saw. So<br />

much meat <strong>the</strong>y said, why was it not prepared, why are <strong>the</strong>y pretending that very little is<br />

left, who put it <strong>the</strong>re? So many questions and <strong>the</strong> researchers pretended ignorance. Before<br />

<strong>the</strong> end of <strong>the</strong> evening a constant stream of people arrived to view <strong>the</strong> meat. The majority of<br />

<strong>the</strong> members were now aware that <strong>the</strong>re was more meat in <strong>the</strong> engine room. Come early<br />

morning members started coming to <strong>the</strong> meeting place. All members attended <strong>the</strong> meeting.<br />

All wanted <strong>the</strong> money accounted for; all wanted to see all <strong>the</strong> goods that were left <strong>over</strong>; all<br />

wanted an account of all <strong>the</strong> people who had taken pots full of meat to <strong>the</strong>ir homes. It was a<br />

very volatile meeting. The researchers watched from a distance and marveledmarvelled at<br />

democracy at work. For once every member of <strong>the</strong> project was participating and demanding<br />

transparency from <strong>the</strong> leaders. It took all of a Z$150.00 contribution from each household<br />

for us to witness how members reach consensus. When it was clear to leaders that <strong>the</strong><br />

members were not compromising, <strong>the</strong> meat was brought out and chopped into 100 small<br />

pieces. The 8 loaves were similarly broken into small pieces, which were similarly distributed.<br />

The leaders were charged for <strong>the</strong> tea <strong>the</strong>y had consumed using sugar purchased using <strong>the</strong><br />

money collected. Everyone left with <strong>the</strong>ir little piece of <strong>the</strong> cow; evidence that sometimes<br />

negotiated consensus is possible. The leaders took away nothing, no meat as <strong>the</strong>y were<br />

allocated special ritual pieces <strong>the</strong> day before. One leader said of <strong>the</strong> meeting “‘often <strong>the</strong> will<br />

of <strong>the</strong> people” prevailsed when too much wrong has been committed by <strong>the</strong> leaders”’. (Romwe<br />

field notes, 03-/2001).<br />

Interfering or manipulating micro-<strong>politics</strong> should however be done cautiously to manage<br />

<strong>the</strong> prevailing dynamics in ways that harness political energies and opportunities for<br />

facilitating positive processes and outcomes. Creative conflict among <strong>stakeholder</strong>s can<br />

have positive impacts and stimulate constructive change, but interfering in <strong>politics</strong> can<br />

backfire, as <strong>the</strong> impacts of such interventions are often not as predictable as may be<br />

apparent and can have far reaching impacts.<br />
