The committee and <strong>the</strong> Ngonyama family<br />
Many of <strong>the</strong> committee members fear <strong>the</strong> members of <strong>the</strong> Ngonyama family and are<br />
reluctant to challenge <strong>the</strong>m at any level. The family has benefited <strong>the</strong> most from <strong>the</strong><br />
scheme. Records show that some members of <strong>the</strong> Ngonyama family used aliases and<br />
o<strong>the</strong>r tactics to get as much out of <strong>the</strong> scheme as possible, with <strong>the</strong> result that some of<br />
<strong>the</strong> deserving households have failed to receive loans. Most of <strong>the</strong> family members are<br />
among <strong>the</strong> biggest defaulters. One key member of <strong>the</strong> family Manungo passed away<br />
before he had repaid <strong>the</strong> loan. His debt was cancelled. Ano<strong>the</strong>r member, Chondoita owes<br />
<strong>the</strong> largest amount from <strong>the</strong> scheme. O<strong>the</strong>r members of <strong>the</strong> family owe various amounts<br />
to <strong>the</strong> scheme, making <strong>the</strong> Ngonyama family <strong>the</strong> biggest debtor of <strong>the</strong> scheme.<br />
No one in <strong>the</strong> committee is willing or ready to tackle <strong>the</strong> members of <strong>the</strong> family. A<br />
number of reasons are given for this reluctance. One of <strong>the</strong> reasons is that <strong>the</strong> family is<br />
‘too <strong>power</strong>ful’ because <strong>the</strong>y are very well connected. They are close kin to two of <strong>the</strong><br />
traditional leaders (Muroti and Chinyoka) whose sister - Rondota bore <strong>the</strong> 5 children who<br />
are very influential in <strong>the</strong> catchment. One of <strong>the</strong> four bro<strong>the</strong>rs in this family is Chigora<br />
who has usurped <strong>the</strong> position of one of <strong>the</strong> traditional leaders, his uncle Muroti. However,<br />
Chigora does not attend meetings where traditional leader Muroti is expected to attend<br />
outside <strong>the</strong> catchment. Within <strong>the</strong> project, Chigora acts as <strong>the</strong> traditional leader and<br />
gets <strong>the</strong> relevant recognition for it. However, Chigora disapproves of <strong>the</strong> members of his<br />
family who have looted <strong>the</strong> fund, and gives <strong>the</strong> appearance of supporting <strong>the</strong> committee<br />
in <strong>the</strong>ir efforts to rec<strong>over</strong> <strong>the</strong> loans. The eldest bro<strong>the</strong>r in <strong>the</strong> family is Manungo, a late<br />
councillor in <strong>the</strong> district who passed away recently. Through his political connections,<br />
<strong>the</strong> family was also able to claim political clout in <strong>the</strong> area. Ano<strong>the</strong>r reason, suggested<br />
by local respondents for <strong>the</strong> influence of <strong>the</strong> family is related to <strong>the</strong> fear of witchcraft<br />
from <strong>the</strong> one sister to <strong>the</strong>se four bro<strong>the</strong>rs. Mavende is very <strong>power</strong>ful. She is also <strong>the</strong><br />
mo<strong>the</strong>r of Chondoita, <strong>the</strong> biggest defaulter in <strong>the</strong> scheme. She is generally regarded as<br />
a very <strong>power</strong>ful woman. She is involved in <strong>the</strong> decision making for most activities in <strong>the</strong><br />
project and has assumed some roles in some committees without being elected to <strong>the</strong>m.<br />
Fur<strong>the</strong>r, she is rumoured to have had a relationship with traditional leader Ndingadiiwo,<br />
<strong>the</strong> third leader in <strong>the</strong> project. All <strong>the</strong>se individuals combined create a very <strong>power</strong>ful<br />
family indeed. Chondoita was <strong>the</strong> former field manager for <strong>the</strong> project before IES took<br />
<strong>over</strong> <strong>the</strong> project. Though he no longer is on <strong>the</strong> project payroll, he is still very influential<br />
in how <strong>the</strong> project is conceived by local people in <strong>the</strong> project.<br />
In one of <strong>the</strong> village meetings we were able to see <strong>the</strong> kind of influence <strong>the</strong> family wields<br />
<strong>over</strong> <strong>the</strong> committee and in <strong>the</strong> community. In a meeting attended by more than 100<br />
households only a handful of people spoke. And of those that speak, three individuals<br />
dominate <strong>the</strong> discussion. This is Chigora (<strong>the</strong> traditional leader); his sister Mavende (and<br />
also mo<strong>the</strong>r of Chondoita) and Chondoita dominate <strong>the</strong> exchanges. After <strong>the</strong> meeting<br />
we listened to numerous comments about <strong>the</strong> meeting as people moved away from <strong>the</strong><br />
venue of <strong>the</strong> meeting (Box 2.1).<br />
These comments explain local attitudes towards <strong>the</strong> Ngonyama family. Though meetings<br />
such as <strong>the</strong> one described here are useful as a data source, <strong>the</strong>y must be used in conjunction<br />
with o<strong>the</strong>r methods to explore some of <strong>the</strong> observed dynamics.<br />
Using a combination of key interviews and group discussions we decided to examine in<br />
more detail <strong>the</strong> source of <strong>the</strong> influence of <strong>the</strong> Ngonyama family. We found people very<br />
willing to discuss <strong>the</strong>ir views once <strong>the</strong>y were assured of confidentiality or under informal<br />
circumstances in <strong>the</strong> course of making everyday conversation. Many people in <strong>the</strong> project<br />
believe that Mavende is very <strong>power</strong>ful because she controls all <strong>the</strong> key men in <strong>the</strong> project.<br />
