Scheme<br />

This section explains how to obtain a full licence,<br />

by proceeding through <strong>the</strong> various stages of <strong>the</strong><br />

‘Graduated Licensing Scheme’.<br />

Overview<br />

Unfortunately statistics show that new drivers,<br />

particularly those aged 16 to 24 years, are up to<br />

three times more likely to be involved in a serious<br />

road crash.<br />

But research has also found that streng<strong>the</strong>ning <strong>the</strong><br />

driving experiences and supervision of new drivers<br />

through graduated licensing schemes can lead to<br />

significant reductions in crashes both before and<br />

after obtaining a driver’s licence.<br />

The Graduated Licensing Scheme is <strong>the</strong> process of<br />

obtaining a full driver’s licence – a gradual process<br />

which involves:<br />

• at least 75 hours of supervised driving during<br />

<strong>the</strong> learner’s permit phase (not required for<br />

learner motorcycle riders)<br />

• a two-stage provisional licence (P1 and P2)<br />

• a compulsory hazard perception test to<br />

progress from P1 to P2.<br />

• 17 years or older<br />

• if you are under <strong>the</strong> age of 25 you must hold your<br />

learner’s permit for at least 12 months.<br />

• if you are aged 25 or over you must hold your<br />

learner’s permit for at least 6 months.<br />

• complete 75 hrs (includes minimum 15 hrs at night)<br />

of supervised driving<br />

• pass Vehicle On Road Test (VORT) or Competency<br />

Based Training & Assessment (CBT&A) course<br />

• (BIKE class must pass advanced Rider Safe course)<br />

• 18 years or older<br />

• Hold a P1 licence for at least 12 months and remain<br />

demerit point free<br />

• pass hazard perception test<br />

• 19 years or older (20 years if one to three demerit<br />

points incurred)<br />

• have held provisional licence continuously for a<br />

minimum of two years including six months on P2<br />

If you are disqualified at any stage, you will automatically go back one step in <strong>the</strong><br />

process. Learner’s permit holders will have to pass <strong>the</strong> <strong>the</strong>ory test again.<br />

P1 licence holders will have to pass <strong>the</strong>ir VORT or CBT&A course again. P2<br />

licence holders will have to pass <strong>the</strong>ir hazard perception test again.<br />

The required time periods for <strong>the</strong> various stages may be extended and curfew<br />

conditions may also be imposed.
