<strong>in</strong>g that the <strong>nuclear</strong> power plant is safe dur<strong>in</strong>g the<br />

annual ma<strong>in</strong>tenance and future operat<strong>in</strong>g cycles,<br />

and that the annual ma<strong>in</strong>tenance does not cause a<br />

radiation hazard to the workers, the population or<br />

the environment. <strong>STUK</strong> ensures this by review<strong>in</strong>g<br />

the documents required by the regulations, such as<br />

outage plans and modification documentation, and<br />

by perform<strong>in</strong>g on-site <strong>in</strong>spections dur<strong>in</strong>g annual<br />

ma<strong>in</strong>tenance.<br />

Plant ma<strong>in</strong>tenance and age<strong>in</strong>g management<br />

In its regulatory activities concern<strong>in</strong>g the age<strong>in</strong>g<br />

management <strong>of</strong> operat<strong>in</strong>g <strong>nuclear</strong> facilities, <strong>STUK</strong><br />

controls the plants’ age<strong>in</strong>g management strategy<br />

and its implementation ensures the ma<strong>in</strong>tenance<br />

<strong>of</strong> sufficient <strong>safety</strong> marg<strong>in</strong>s for <strong>safety</strong>-significant<br />

systems, components and structures throughout<br />

their lifetime. The organisation <strong>of</strong> the licensee’s<br />

operations, the prerequisites for the organisation<br />

to carry out the necessary actions, and the condition<br />

<strong>of</strong> components and structures important to <strong>safety</strong><br />

are subject to <strong>in</strong>spection and review. <strong>Regulatory</strong><br />

control and <strong>in</strong>spections ensure that the power companies<br />

have the lifetime management programmes<br />

<strong>in</strong> place that enable them to detect potential problems<br />

<strong>in</strong> time. In addition, corrective action must be<br />

carried out <strong>in</strong> a way that ensures the <strong>in</strong>tegrity and<br />

operability <strong>of</strong> <strong>safety</strong>-significant components and<br />

structures so that <strong>safety</strong> functions can be activated<br />

at any time.<br />

<strong>STUK</strong> monitors age<strong>in</strong>g management through<br />

the <strong>in</strong>spections <strong>of</strong> the periodic <strong>in</strong>spection programme<br />

and <strong>in</strong>spections related to modifications and<br />

annual ma<strong>in</strong>tenance. The key issue <strong>in</strong> operation<br />

licence renewal and periodic <strong>safety</strong> assessments is<br />

the management <strong>of</strong> plant age<strong>in</strong>g.<br />

Every year, the power companies provide <strong>STUK</strong><br />

with reports on the age<strong>in</strong>g <strong>of</strong> electrical and I&C<br />

equipment, mechanical structures and equipment,<br />

as well as build<strong>in</strong>gs. These reports describe the<br />

most salient age<strong>in</strong>g phenomena to be monitored,<br />

observations related to the age<strong>in</strong>g process and<br />

actions required for extend<strong>in</strong>g the service life <strong>of</strong><br />

equipment and structures.<br />

The licensee must carry out periodic <strong>in</strong>spections<br />

<strong>of</strong> <strong>safety</strong>-critical equipment and structures<br />

(such as the reactor pressure vessel and reactor<br />

coolant system). <strong>STUK</strong> approves the <strong>in</strong>spection<br />

programmes prior to the <strong>in</strong>spections and monitors<br />

<strong>STUK</strong>-B 147<br />

the <strong>in</strong>spections and their results on site. The f<strong>in</strong>al<br />

result reports will be submitted to <strong>STUK</strong> for approval<br />

after the annual ma<strong>in</strong>tenance.<br />

Radiation <strong>safety</strong><br />

<strong>STUK</strong> oversees occupational radiation <strong>safety</strong> by<br />

<strong>in</strong>spect<strong>in</strong>g and review<strong>in</strong>g dosimetry, radiation<br />

measurements, radiation protection procedures,<br />

radiation conditions and radiation protection arrangements<br />

for work processes at each facility. The<br />

dosimeters used for measur<strong>in</strong>g the occupational radiation<br />

doses undergo annual tests carried out by<br />

<strong>STUK</strong>. The test comprises irradiat<strong>in</strong>g a sample <strong>of</strong><br />

dosimeters at <strong>STUK</strong>’s measurement standard laboratory<br />

and read<strong>in</strong>g the doses at the power plant.<br />

In addition, <strong>STUK</strong> oversees the meteorological dispersion<br />

measurements <strong>of</strong> radioactive substances,<br />

release measurements and environmental radiation<br />

monitor<strong>in</strong>g, and also reviews the relevant result<br />

reports.<br />

Emergency preparedness<br />

Besides the periodic <strong>in</strong>spections <strong>of</strong> other operations,<br />

<strong>STUK</strong> controls the read<strong>in</strong>ess <strong>of</strong> the organisations<br />

operat<strong>in</strong>g <strong>nuclear</strong> power plants to act <strong>in</strong><br />

abnormal situations. The <strong>in</strong>spection focuses on<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> emergency response organisation, arrangement<br />

<strong>of</strong> rooms, secur<strong>in</strong>g the connections used<br />

for the transfer <strong>of</strong> meteorological measurement<br />

data dur<strong>in</strong>g an emergency situation and radiation<br />

monitor<strong>in</strong>g <strong>of</strong> the surround<strong>in</strong>g environment,<br />

as well as the development <strong>of</strong> <strong>in</strong>ternal alarm procedures<br />

at the power plant. Emergency exercises test<br />

the operation <strong>of</strong> the emergency response organisation,<br />

the functionality <strong>of</strong> the emergency response<br />

guidel<strong>in</strong>es and the usability <strong>of</strong> the alert areas <strong>in</strong><br />

practice, which are developed on the basis <strong>of</strong> the<br />

feedback received for the exercises. <strong>STUK</strong> monitors<br />

the actions <strong>of</strong> power companies dur<strong>in</strong>g these<br />

emergency drills.<br />

Monitor<strong>in</strong>g the operation <strong>of</strong> organisations is<br />

part <strong>of</strong> the process <strong>of</strong> ensur<strong>in</strong>g plant <strong>safety</strong><br />

<strong>STUK</strong> oversees the operation <strong>of</strong> organisations by<br />

review<strong>in</strong>g <strong>safety</strong> management, the management<br />

and quality systems, the competence and tra<strong>in</strong><strong>in</strong>g<br />

<strong>of</strong> the staff <strong>of</strong> <strong>nuclear</strong> facilities and operational<br />

experience feedback activities. The aim is to ensure<br />

that the organisations <strong>of</strong> the power company as a<br />
