EUR 968.3 million.<br />

4.1.7 Organisational operations<br />

and quality management<br />

The <strong>oversight</strong> <strong>of</strong> <strong>STUK</strong> did not reveal any significant<br />

deficiencies <strong>in</strong> the organisational operation <strong>of</strong> the<br />

Loviisa power plant <strong>in</strong> 2011. <strong>STUK</strong> cont<strong>in</strong>ued the<br />

work for assess<strong>in</strong>g the functionality <strong>of</strong> the management<br />

system at the Loviisa power plant and verified<br />

the compliance with the requirements <strong>of</strong> YVL Guide<br />

1.4 that entered <strong>in</strong>to force <strong>in</strong> 2008. Particular attention<br />

was paid to the power plant’s procurement operations.<br />

<strong>STUK</strong> found that there were still deficiencies<br />

<strong>in</strong> the way the requirements on operations were<br />

applied and therefore required the Loviisa power<br />

plant to reduce the ambiguity <strong>in</strong> its procedures for<br />

procurement and supplier control as well as <strong>in</strong> the<br />

way audit<strong>in</strong>g activities are reported. <strong>STUK</strong> also<br />

oversaw the development <strong>of</strong> the management system<br />

at the Loviisa power plant <strong>in</strong>to a process-like<br />

system. The development work <strong>of</strong> the management<br />

system process at the Loviisa power plant is carried<br />

out by a work<strong>in</strong>g group. <strong>STUK</strong> will cont<strong>in</strong>ue to assess<br />

the progress <strong>of</strong> this work <strong>in</strong> 2012. The project<br />

management development project was successfully<br />

completed at the Loviisa power plant, but there is<br />

still a need to develop further the quality management<br />

<strong>of</strong> project activities so that the need to ensure<br />

compliance with the <strong>nuclear</strong> <strong>safety</strong> requirements is<br />

taken <strong>in</strong>to account <strong>in</strong> the activities throughout the<br />

entire life span <strong>of</strong> the projects.<br />

The observations made by <strong>STUK</strong> <strong>in</strong> the course<br />

<strong>of</strong> its <strong>oversight</strong> <strong>in</strong>dicate that the organisation produces<br />

an abundance <strong>of</strong> <strong>in</strong>formation regard<strong>in</strong>g its<br />

operations, but this <strong>in</strong>formation is not necessarily<br />

utilised for develop<strong>in</strong>g the management system<br />

and for improv<strong>in</strong>g operations. <strong>STUK</strong> is <strong>of</strong> the op<strong>in</strong>ion<br />

that the high-quality and timely fulfilment<br />

<strong>of</strong> the requirements regard<strong>in</strong>g the management<br />

systems <strong>of</strong> <strong>nuclear</strong> facilities requires the management<br />

and entire organisation <strong>of</strong> the Loviisa power<br />

plant to be strongly committed. On the basis <strong>of</strong> the<br />

above, <strong>STUK</strong> requires the power plant to specify<br />

further certa<strong>in</strong> matters, <strong>in</strong>clud<strong>in</strong>g the procedures<br />

for self-assessment and the associated assessment<br />

<strong>of</strong> <strong>safety</strong> culture.<br />

<strong>STUK</strong> approved the updated description <strong>of</strong><br />

the quality management system <strong>of</strong> the licensee,<br />

Fortum Power and Heat Oy. In its approval deci-<br />

<strong>STUK</strong>-B 147<br />

sion, <strong>STUK</strong> imposed the requirement that the<br />

licensee must supplement its quality management<br />

system with a management review compliant with<br />

YVL Guide 1.4. <strong>STUK</strong> assessed the procedures <strong>of</strong><br />

the Loviisa power plant for process<strong>in</strong>g the possible<br />

impacts <strong>of</strong> changes <strong>in</strong> the licensee’s quality management<br />

system on the operations <strong>of</strong> the Loviisa<br />

power plant and found them to be deficient <strong>in</strong><br />

parts. Consequently, the licensee was required to<br />

prepare an assessment <strong>of</strong> the manner <strong>in</strong> which the<br />

guid<strong>in</strong>g documents are updated and the associated<br />

issues are assessed, as well as <strong>of</strong> the ways <strong>in</strong> which<br />

the sufficiently extensive process<strong>in</strong>g and flow <strong>of</strong><br />

<strong>in</strong>formation are ensured. The power company provided<br />

<strong>STUK</strong> with an assessment present<strong>in</strong>g the actions<br />

for ensur<strong>in</strong>g that there is no conflict between<br />

the operations, procedures or other documents <strong>of</strong><br />

the licensee and the power plant.<br />

<strong>STUK</strong> found the human resources assess<strong>in</strong>g the<br />

operation <strong>of</strong> the Loviisa power plant and runn<strong>in</strong>g<br />

the related development processes to be somewhat<br />

scant and required the power plant to assess and<br />

describe its HR plann<strong>in</strong>g procedures so that the<br />

needs <strong>of</strong> development activities are also sufficiently<br />

taken <strong>in</strong>to account <strong>in</strong> resource plann<strong>in</strong>g.<br />

<strong>STUK</strong> approved, on the basis <strong>of</strong> an application<br />

and an <strong>in</strong>terview, one new deputy to the responsible<br />

director <strong>in</strong> compliance with the Nuclear Energy<br />

Act. Follow<strong>in</strong>g this approval, the responsible director<br />

<strong>of</strong> the power plant now has three deputies.<br />

<strong>STUK</strong> oversaw the oral exam<strong>in</strong>ations <strong>of</strong> shift<br />

personnel where the shift managers, operators and<br />

tra<strong>in</strong>ee operators prove that they are conversant<br />

with all salient matters related to plant operation<br />

and <strong>safety</strong>. In 2011, <strong>STUK</strong> granted 25 licences to<br />

shift managers and operators on application by the<br />

power company and follow<strong>in</strong>g a successful oral exam<strong>in</strong>ation.<br />

<strong>STUK</strong> granted a tra<strong>in</strong>ee licence to four<br />

tra<strong>in</strong>ees <strong>in</strong> the basic operator tra<strong>in</strong><strong>in</strong>g programme.<br />

The licence entitles the holder to supervised practical<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the ma<strong>in</strong> control room.<br />

All participants passed their exam<strong>in</strong>ations <strong>in</strong><br />

2011. The new operators achieved good results <strong>in</strong><br />

the exam<strong>in</strong>ation, which <strong>in</strong>dicates that the basic<br />

tra<strong>in</strong><strong>in</strong>g programme is effective. The operators<br />

renew<strong>in</strong>g their licences also achieved good results<br />

<strong>in</strong> the exam<strong>in</strong>ation, which <strong>in</strong>dicates that the power<br />

company’s refresher and supplementary tra<strong>in</strong><strong>in</strong>g<br />

is effective.<br />
