The teaching <strong>and</strong> examination regulations are part of the study programme-specific part of the Students’ Charter. The<br />

Students’ Charter describes the rights <strong>and</strong> duties of students, ensuing from the Dutch Higher Education <strong>and</strong> Research Act<br />

(WHW) <strong>and</strong> consists of a general part pertaining to the institution as a whole, <strong>and</strong> of specific parts pertaining to the various<br />

study programmes. The Students’ Charter is subject to alterations in laws <strong>and</strong> regulations.<br />

Chapter 1 General<br />

1.1<br />

General Provisions<br />

1 In conformity with article 7.59 of the WHW, <strong>NHTV</strong> has a Students’ Charter which has been<br />

laid down by the Board of Governors (‘College van Bestuur’ or ‘CvB’) of <strong>NHTV</strong>, after<br />

approval from the Representative Advisory Board (‘medezeggenschapsraad’). The<br />

Students’ Charter consists of a part pertaining to the institution as a whole <strong>and</strong> a part<br />

pertaining to the various study programmes. The part relating to the institution as a whole<br />

has been laid down in a separate document (see intranet). The teaching <strong>and</strong> examination<br />

regulations (‘OER’) are part of the study programme-specific part of the Students’ Charter.<br />

2 In this document, <strong>NHTV</strong> <strong>Breda</strong> University of Applied Sciences will be referred to as <strong>NHTV</strong><br />

<strong>Breda</strong>.<br />

3 The teaching <strong>and</strong> examination regulations will be in compliance with the rules <strong>and</strong><br />

regulations of the ‘OER Framework Arrangement HBO Bachelor’s Programmes’. The first<br />

draft version was laid down by the Board of Governors on 12 January 2012. The definitive<br />

version of this framework arrangement was laid down by the Board of Governors on 13<br />

March 2012.<br />

4 The teaching <strong>and</strong> examination regulations will be formalised by the academy director in<br />

conformity with article 10.1 of these regulations.<br />

5 The academy director will ensure that the teaching <strong>and</strong> examination regulations are<br />

evaluated annually, <strong>and</strong> in this process, also conducts study time measurements for the<br />

purpose of monitoring <strong>and</strong> adjusting the study load when necessary (WHW article 7.14).<br />

6 The study programme committee will evaluate the way in which the teaching <strong>and</strong><br />

examination regulations are implemented. The study programme committee will present<br />

the results of its evaluation to the academy director.<br />

7 The Dutch version of the teaching <strong>and</strong> examination regulations will take precedence over<br />

the English translation.<br />

1.2<br />

Definitions<br />

The definitions insofar as relevant to the teaching <strong>and</strong> examination regulations are specified in<br />

appendix 1 of the OER.<br />

1.3<br />

Applicability<br />

1 The teaching <strong>and</strong> examination regulations 2012-2013 are applicable to all student cohorts,<br />

of all study programme(s) as described in these OER, enrolled at <strong>NHTV</strong>. The OER are<br />

applicable to the academic year of 2012-2013.<br />

2 The academic year of 2012-2013 runs from 1 September 2012 up to <strong>and</strong> inclusive 31<br />

August 2013.<br />

3 If the decisions regarding the teaching <strong>and</strong> examination regulations 2012-2013 are not<br />

finalised by 1 September 2012, the teaching <strong>and</strong> examination regulations 2011-2012 will<br />

remain in force – as an exception to section 1 – until the teaching <strong>and</strong> examination<br />

regulations 2012-2013 are approved <strong>and</strong> enter into force.<br />

Chapter 2 Guiding Principles of the Study Programmes<br />

2.1<br />

Objectives <strong>and</strong> Competencies of the Study Programmes<br />

1 The objective of the bachelor’s programme B Hotel Management is to ensure that its<br />

graduates achieve the relevant professional competencies. The competencies that<br />

graduates possess are described in appendix 3.<br />

2 The objective of the bachelor’s programme B Facility Management is to ensure that its<br />

graduates achieve the relevant professional competencies. The competencies that<br />

graduates possess are described in appendix 3<br />

3 The training profile of the bachelor’s programme B Hotel Management has been derived<br />

from the national competency profile “Competentieprofiel Hoger Hotelonderwijs,<br />

Beroepscompetenties voor de bacheloropleiding tot gastvrijheidmanager” CROHO 34411,<br />

September 2004, Stichting L<strong>and</strong>elijk overleg Hoge Hotelscholen. The ten competencies<br />

are specified in appendix 3.<br />

4 The training profile of the bachelor’s programme in Facility Management has been derived<br />

from the national competency profile “Facility Management, competentieprofiel voor<br />

bacheloropleiding hoger beroepsonderwijs” CROHO 34500, October 2005, LOOFD<br />

(L<strong>and</strong>elijk Overleg Opleidingen Facility Management) ISBN-10 9080849626. The ten<br />

competencies are specified in appendix 3.<br />

Chapter 3 Previous Education <strong>and</strong> Admission<br />

3.1<br />

Admission Requirements relating to Previous Education<br />

Students who want to enter a study programme in higher professional education (HBO) must be in<br />

possession of a VWO diploma (pre-university education), HAVO diploma (upper general secondary<br />

education) or an MBO diploma (secondary vocational education). The MBO diploma must be a<br />

diploma from a middle management study programme or a specialist study programme as referred<br />

to in article 7.2.2, first paragraph, of the Adult <strong>and</strong> Vocational Education Act (‘WEB’). A diploma, as<br />

referred to in the preceding sentence, is equated with a diploma from a vocational training course<br />

designated by ministerial regulation (article 7.2.2 paragraph 1c ‘WEB’).<br />

3.2<br />

Alternative Requirements for Entrants from HAVO/VWO<br />

3.2.1 Extra admission requirements relating to previous education<br />

The profile or profiles to which the HAVO or VWO diploma must relate (in order for a prospective<br />

student to be considered for a certain study programme or group of study programmes) are<br />

designated by ministerial regulation. Furthermore, subjects <strong>and</strong> other curriculum components that<br />

must have been part of the final HAVO or VWO exam (in order to for a prospective student to be<br />

considered for a certain study programme or group of study programmes) may also be designated<br />

by ministerial regulation.<br />

The table as presented in appendix 4 specifies the extra admission requirements relating to<br />

previous education of the study programmes of the academy.<br />

3.2.2 Additional requirements<br />

B Facility Management<br />

This study programme does not have any additional requirements.<br />

B Hotel Management<br />

By ministerial regulation, as referred to in WHW article 7.26a, study programmes are designated in<br />

the area of the arts which require specific knowledge <strong>and</strong> skills from the prospective students. This<br />

also applies to the Hotel Management programme. To apply for these study programmes, students<br />

must be in possession of a written confirmation of admission, which can be obtained after<br />

participation in the selection procedure.<br />

For the purpose of the specific requirements, the Board of Governors of <strong>NHTV</strong> <strong>Breda</strong> will establish<br />

criteria with regard to the selection <strong>and</strong> admission of students.<br />

For every student, the Board of Governors will decide whether this student meets the relevant<br />

requirements. If their decision is positive, the Board of Governors will subsequently issue a written<br />

confirmation of admission.<br />

3.2.3 ’Ruim baan voor talent’ (Make Way for Talent)<br />

These study programmes do not have any additional requirements.<br />

3.3<br />

Entrance test pertaining to the extra admission requirements relating to previous<br />

education (deficiency test)<br />

3.3.1 ‘Old’ HAVO/VWO diplomas based on profiles<br />

As from August 2007 (HAVO) <strong>and</strong> August 2008 (VWO), the extra previous education requirements<br />

for c<strong>and</strong>idates with a HAVO or VWO diploma only relate to the ‘new’ profiles.<br />

This means that c<strong>and</strong>idates with a diploma based on the ‘old’ HAVO or VWO profiles no longer<br />

comply with the extra admission requirements relating to previous education insofar as these are<br />

applicable. That is why these c<strong>and</strong>idates have to do an additional entrance test. However, <strong>NHTV</strong><br />

<strong>Breda</strong> will consider c<strong>and</strong>idates who comply with the extra admission requirements relating to<br />

previous education as in effect at the time they acquired their secondary school diploma.<br />

3.3.2 Proficiency test<br />

1 The Board of Governors may decide to enrol a c<strong>and</strong>idate who has a diploma that is not in<br />

accordance with the extra admission requirements relating to previous education, on<br />

condition that this c<strong>and</strong>idate shows, by means of a test (deficiency test), that he complies<br />

with requirements which are comparable to the extra admission requirements relating to<br />

previous education.<br />

2 The requirements as mentioned in section 1 have to be met before the study programme<br />

commences in conformity with WHW article 7.25, paragraph 4.<br />

3 If a c<strong>and</strong>idate enrols for the first time for a study programme with an enrolment restriction<br />

(‘numerus fixus’), these requirements (as mentioned in the first section) have to be met<br />

before 15 May before the commencement of the study programme, if this c<strong>and</strong>idate obtains<br />

his secondary school diploma in that same year.<br />

3.4<br />

WHW article 7.28<br />

Exemption from the admission requirements relating to previous education based<br />

on another type of diploma or qualifications<br />

3.4.1 HBO or WO propaedeutic certificate or degree<br />

A person who has been awarded a bachelor’s or master’s degree <strong>and</strong> a person who is in<br />

possession of a propaedeutic certificate of a higher education institution, will also be entitled to<br />

enrol on a study programme in higher education.<br />

3.4.2 Equivalent diploma or qualifications<br />

1 Every student who has access to higher education in a country that has ratified the<br />

convention on the recognition of higher education qualifications in the European region,<br />

will have access to <strong>NHTV</strong> <strong>Breda</strong>.<br />

2 The Board of Governors will grant exemption from the admission requirements relating to<br />

previous education as mentioned in article 3.1 to c<strong>and</strong>idates who are in possession of a<br />

diploma, either issued in the Netherl<strong>and</strong>s or abroad, which is at least equivalent to the<br />

admission requirements relating to previous education as mentioned in articles 3.1 <strong>and</strong><br />

3.2. International Office advises the Board of Examiners on this matter, <strong>and</strong> in this<br />

process, applies the guidelines of Nuffic.<br />

3.4.3 Students with a diploma / qualifications obtained abroad, who are planning to<br />

attend a Dutch-taught study programme<br />

Not applicable.<br />

3.4.4 Students with a diploma / qualifications obtained abroad, who are planning to<br />

attend an English-taught study programme<br />

1 Students who have been exempted from the admission requirements relating to previous<br />

education based on a diploma as referred to in article 3.4.2 <strong>and</strong> who comply with one of<br />

the conditions as mentioned in section 2 of this article, don’t need to take an English<br />

language test in order to be admitted to an English-taught programme at <strong>NHTV</strong> <strong>Breda</strong>.<br />

2 The conditions as referred to in section 1 of this article are:<br />

- the student’s native language is English<br />

- the student attended education in a country where the official language of<br />

communication <strong>and</strong> instruction is English<br />

- the student earned his Abitur in Germany with English as his Leistungskurs,<br />

Neigungsfach or Profilfach.<br />

3 Students who have been exempted from the admission requirements relating to previous<br />

education based on a diploma as referred to in article 3.4.2, but who don’t meet one of the<br />

conditions as mentioned in section 2 of this article, <strong>and</strong> who want to attend an Englishtaught<br />

study programme at <strong>NHTV</strong> <strong>Breda</strong>, must demonstrate their English proficiency by<br />

means of one of the following tests:<br />

WHW, nor have been exempted from these requirements on the grounds of article 7.28<br />

paragraph 1 or paragraph 2 of the WHW, may be exempted from these admission<br />

requirements after all if the successfully complete an entrance exam.<br />

2 The Board of Governors may determine that the age limit mentioned in section 1 is not<br />

applicable to a student who is in possession of a diploma that was issued outside the<br />

Netherl<strong>and</strong>s <strong>and</strong> that grants access to higher education in the country where it was issued.<br />

3 The entrance exam involves an assessment of the c<strong>and</strong>idate’s suitability to attend the<br />

study programme <strong>and</strong> of the c<strong>and</strong>idate’s proficiency in the language in which this study<br />

programme is taught.<br />

4 The requirements of the entrance exam are:<br />

a. Capacity test MCT-H (minimum score of 5 on a 9-point scale)<br />

b. Oxford English Placement Test (minimum score of 65 points, which corresponds<br />

with B2 proficiency level)<br />

c. Selection interview<br />

d. Work <strong>and</strong> leadership style test<br />

More details on these tests <strong>and</strong> requirements can be found in appendix 5.<br />

5 The entrance exam will be administered by or on behalf of the board of examiners.<br />

6 The results of the entrance exam will be communicated to the student within 10 working<br />

days. If the student passes the entrance exam, he will be exempted from the admission<br />

requirements relating to previous education <strong>and</strong> he will be issued with a written statement<br />

to this effect.<br />

3.6<br />

Enrolment<br />

1 A student can only be enrolled if he complies with all the enrolment conditions in time<br />

(preferably before 1 September but in any case no later than 30 September).<br />

2 If a student wants to enrol for a study programme with an enrolment restriction (‘numerus<br />

fixus’), he will also have to meet the enrolment condition of timely submitting or activating<br />

the written confirmation of admission, as supplied by DUO.<br />

3.7<br />

Termination of Enrolment<br />

1 Every student has the right to drop out in the course of the academic year <strong>and</strong> terminate<br />

his enrolment. For every month that the student is no longer enrolled, he will receive refund<br />

of a proportional part of the tuition fee. Any outst<strong>and</strong>ing debts that the student may owe,<br />

will be deducted from this refund.<br />

2 Re-enrolment in the current academic year is not possible. The student must wait <strong>and</strong> enrol<br />

for the new academic year starting on 1 September, provided that he did not receive a<br />

negative binding recommendation regarding the continuation of studies.<br />

3 If the student received a negative binding recommendation regarding the continuation of<br />

studies, he will not be allowed to enrol for the same study programme at <strong>NHTV</strong> <strong>Breda</strong>,<br />

unless<br />

the negative binding recommendation is withdrawn by the board of examiners of the study<br />

programme in question.<br />

4 Contrary to the provisions of section 2, a student may re-enrol in the current academic<br />

year, if there are any special circumstances involved. This, however, will only be possible<br />

on the advice of the student counsellor <strong>and</strong> with the permission of the academy director.<br />

5 A request for termination of enrolment must be submitted to Studielink (www.studielink.nl).<br />

Studielink will forward this request to the student administration officers of <strong>NHTV</strong>. <strong>NHTV</strong><br />

will terminate the student’s enrolment with effect from the month following the month in<br />

which the request for termination of enrolment was received through Studielink. Additional<br />

information with regard to termination of enrolment can be obtained via DUO,<br />

www.ocwduo.nl.<br />

Upon termination of enrolment or re-enrolment, students are advised to make an<br />

appointment with their student counsellor (via the secretarial office).<br />

which are available to students via intranet. Students are advised to make an appointment<br />

Chapter 4 Content, Structure <strong>and</strong> Organisation of the Study<br />

Programme(s)<br />

4.1<br />

The bachelor’s programmes are delivered in a full-time mode.<br />

The bachelor’s programmes are taught in English; the examinations are administered in English<br />

too.<br />

Where the use of the English language is concerned, a code of conduct is in effect (appendix 2).<br />

4.3<br />

Scope <strong>and</strong> Duration of the Bachelor’s Programme(s)<br />

WHW article 7.4 <strong>and</strong> article 7.4b<br />

1 The HBO bachelor’s programme consists of a propaedeutic phase consisting of 60 ECTS<br />

credits <strong>and</strong> a main phase consisting of 180 ECTS credits. Both phases are concluded by<br />

means of a final exam. The propaedeutic phase has a threefold purpose: orientation,<br />

selection <strong>and</strong>/or referral.<br />

2 The total HBO bachelor’s programme corresponds to a total of 240 ECTS credits. One<br />

ECTS credit represents 28 hours of study. The st<strong>and</strong>ard duration of the study programme<br />

is 4 years. One year of study consists of 60 ECTS credits (1680 hours of study).<br />

4.4<br />

Structure of the Study Programme(s)<br />

4.4.1 General<br />

The bachelor’s programme consists of a coherent whole of four units of study. Each unit of study<br />

relates to a certain level of a set of competencies. The four units of study are as follows:<br />

a. semester 1 <strong>and</strong> 2 (propaedeutic year): 60 ECTS;<br />

b. semester 1 <strong>and</strong> 2, year 2: 60 ECTS;<br />

c. semester 1 <strong>and</strong> 2, year 3: 60 ECTS;<br />

d. semester 1 <strong>and</strong> 2 (graduation phase, fourth year): 60 ECTS credits.<br />

4.4.2 Minor programmes<br />

1 Fourth-year students can participate in a minor. All minors (either the general <strong>NHTV</strong> minors<br />

or the specific minor programmes offered by the academies) last 10 weeks <strong>and</strong> have a<br />

study load of 15 ECTS credits. The academy in charge of organising <strong>and</strong> offering the minor<br />

is responsible for this minor in terms of contents <strong>and</strong> quality. With regard to the procedures<br />

for choosing a minor for the academic year of 2013-2014, you are referred to the relevant<br />

intranet page.<br />

2 If a student opts for participation in a minor, as referred to in section 1, then this student<br />

does not need permission from the board of examiners to attend this minor. In any other<br />

case, the student’s choice has to be authorised by the board of examiners of the student’s<br />

own bachelor’s programme.<br />

3 If a student wants to attend a minor at another education institution than that of his first<br />

enrolment, he can do so on the basis of a second or higher enrolment. No extra costs will<br />

be charged for this. However, specific courses may be refused if participation in these<br />

courses leads to disproportionate expenses, owing to for instance, the necessity of forming<br />

an extra group.<br />

4 A minor, as referred to in section 3, should consist of at least 15 ECTS credits. If a minor<br />

represents more than 15 ECTS credits, it is still only 15 ECTS credits that will be entered in<br />

Osiris.<br />

5 If the student participates in a minor, he will gather evidence for the competencies of his<br />

bachelor’s programme he would like to work on during this minor in a portfolio. This<br />

portfolio will be assessed during the final competency exam of his bachelor’s programme.<br />

The minor catalogue of <strong>NHTV</strong>, which can be found on the website of <strong>NHTV</strong>, contains<br />

information about the assessment system within minor programmes. The student offers his<br />

portfolio for the purpose of a competency exam. At the competency exam, the examiners<br />

will establish how the student has integrated the learning results of the minor attended into<br />

his professional development process within the framework of his bachelor’s programme.<br />

6 To participate in a minor programme, a student must have passed competency exam 3,<br />

unless the board of examiners of his bachelor’s programme has granted permission to<br />

already start on the minor programme.<br />

4.4.3 BM pre-master’s track<br />

1 The SBM pre-master’s track comprises a period of one academic year <strong>and</strong> represents a<br />

study load of 60 ECTS credits.<br />

2 The Academy for Tourism is responsible for the pre-master’s track in terms of contents <strong>and</strong><br />

quality.<br />

3 Under the following conditions, the board of examiners will allow the SBM pre-master’s<br />

track to replace the fourth year of the study programme:<br />

- successful completion of assessment 3<br />

- compliance with the admission requirements <strong>and</strong> selection procedure of SBM.<br />

4 If the student is admitted to the SBM programme <strong>and</strong> completes the programme<br />

successfully, he will not have to take assessment 4. The result achieved for the SBM<br />

programme is also the student’s end result. If the student fails to complete the programme<br />

successfully <strong>and</strong>/or leaves the programme prematurely, the student can fall back on the<br />

graduation supervisor of the bachelor’s programme on which the student was enrolled<br />

initially. In that case, the student will have to return to acquiring the competencies of this<br />

bachelor’s programme <strong>and</strong> go through the assessment 4 procedure. A fast-track student<br />

admitted to the SBM programme must submit a request for exemption from the Strategy &<br />

Communication theme <strong>and</strong> a request for an early assessment 3 to the board of examiners.<br />

4.5<br />

Areas of Specialisation<br />

1 The bachelor’s programme B Hotel Management does not have any areas of<br />

specialisation.<br />

4.7.1 Exemptions for students with a WEB diploma (MBO)<br />

HBO programme in question, may be exempted from examinations relating to units of<br />

study up to a total of 60 ECTS credits.<br />

Enrolment for the Main Phase (propaedeutic phase <strong>and</strong> main phase of the same<br />

<strong>NHTV</strong> study programme)<br />

1 A student will be allowed to progress to the main phase of the <strong>NHTV</strong> study programme of<br />

which he attended the propaedeutic phase, if he complies with one of the conditions as<br />

specified in section 2.<br />

2 The conditions as referred to in section 1 are:<br />

a The student has passed the propaedeutic exam.<br />

b The student has been granted permission by the board of examiners – at the student’s own<br />

request <strong>and</strong> with regard to his special personal circumstances – to attend courses <strong>and</strong> take<br />

examinations of the main phase before he has passed the propaedeutic exam of the<br />

bachelor’s programme.<br />

c The student has earned at least 60 ECTS credits in the first year of the propaedeutic<br />

phase (see chapter 5, Binding Recommendation Regarding the Continuation of Studies),<br />

unless the board of examiners has stipulated further conditions (see section 3).<br />

3 Any conditions as mentioned in section 2c are not applicable.<br />

4.9<br />

Enrolment for the Main Phase (propaedeutic phase <strong>and</strong> main phase of different<br />

<strong>NHTV</strong> study programmes)<br />

1 A student will be allowed to progress to the main phase of an <strong>NHTV</strong> study programme<br />

other than where he attended the propaedeutic phase, if he complies with one of the<br />

conditions as specified in section 2 below.<br />

2 The conditions as referred to in section 1 are:<br />

a The student has passed the propaedeutic exam of another <strong>NHTV</strong> programme. Both<br />

programmes must be part of the same domain.<br />

b The student has been granted permission by the board of examiners of the new study<br />

programme – at the student’s own request <strong>and</strong> with regard to his special personal<br />

circumstances – to attend courses <strong>and</strong> take examinations of the main phase of the new<br />

programme before he has passed the propaedeutic exam of the bachelor’s programme he<br />

was attending initially.<br />

c The student has earned 60 ECTS credits of the propaedeutic phase of another study<br />

programme within <strong>NHTV</strong> <strong>Breda</strong> (see chapter 5 Binding Recommendation Regarding the<br />

Continuation of Studies). In this respect, the board of examiners may stipulate further<br />

conditions. The student will be obliged to complete the propaedeutic phase of the study<br />

programme he was attending initially.<br />

3 One of these conditions as mentioned in section 2c is that the student has an individual<br />

plan of study which has been approved by the board of examiners <strong>and</strong> in which sufficient<br />

priority is given to the examinations that the student has yet to pass in order to complete<br />

the propaedeutic phase.<br />

4 Another condition as mentioned in section 2c is: in the case of the B Hotel Management<br />

programme: students must have successfully completed the selection procedure.<br />

4.10<br />

Lateral Entry<br />

4.10.1 Lateral entry of students with a propaedeutic certificate obtained elsewhere<br />

1 A student who has passed the propaedeutic phase of a HBO study programme (either in<br />

the Netherl<strong>and</strong>s or outside) may be admitted to the main phase of an <strong>NHTV</strong> study<br />

programme within the same domain.<br />

2 A student who has earned at least 60 ECTS credits in a WO study programme (either in<br />

the Netherl<strong>and</strong>s or outside) may be admitted to the main phase of an <strong>NHTV</strong> study<br />

programme within the same domain.<br />

3 A student who is admitted to the main phase based on the condition mentioned in section 1<br />

or 2 will have to complete the entire main phase curriculum, although individual exemption<br />

arrangements may be possible (see article 7.16.1).<br />

4 If the student attended a HBO or WO study programme (as referred to in sections 1 <strong>and</strong> 2)<br />

that is not in the same domain as the main phase of the <strong>NHTV</strong> study programme that he<br />

wants to enrol on, the board of examiners may grant individual exemption arrangements<br />

(see article 7.16.1).<br />

5 In addition to the provisions in sections 1 <strong>and</strong> 2, the board of examiners will be authorised<br />

to impose additional conditions.<br />

4.10.2 Lateral entry of other students<br />

1 Within the framework of the agreements that <strong>NHTV</strong> has entered into with higher education<br />

institutions abroad, students who have earned at least 180 ECTS credits may be admitted<br />

(by or on the instructions of the board of examiners) to the fourth year of study. These<br />

students will attend the curriculum of the fourth year which represents a total of 60 ECTS<br />

credits. This category of students includes incoming double-degree students.<br />

2 The students as referred to in section 1 will be granted exemption of 120 credits upon<br />

completion of the courses of the fourth year of study.<br />

3 In other cases, the board of examiners will decide on the scope of the exemption to be<br />

granted.<br />

4.11<br />

Referral in the Main Phase<br />

WHW article 7.9 – applies only to bachelor’s programmes that have areas of specialisation<br />

4.12<br />

Transitional Arrangement Relating to Curriculum Changes<br />

If any changes occur in the curriculum, the board of examiners will establish a transitional<br />

arrangement. If necessary, the board of examiners will also stipulate how to deal with any changes<br />

in the academic performance st<strong>and</strong>ards. Any transitional arrangements will be communicated via<br />

N@tschool in the ‘information sources’ folder.<br />

4.13<br />

Honours Programme<br />

The bachelor’s programmes do not have an honours programme.<br />

Chapter 5 Binding Recommendation Regarding the Continuation<br />

of Studies<br />

5.1<br />

Binding Recommendation in the Propaedeutic Phase<br />

1 At the end of the first year of enrolment on the propaedeutic phase of a study programme,<br />

every student will receive a recommendation from the board of examiners with regard to<br />

the continuation of studies, either on the same study programme or another one.<br />

2 A recommendation, as referred to in the first section, may involve a rejection, in which case<br />

it is called a negative binding recommendation regarding the continuation of studies (or in<br />

short: negative binding recommendation). In this respect, the board of examiners is of the<br />

opinion that - taking into account any personal circumstances (see article 5.3) - the student<br />

is not deemed capable of completing the study programme successfully, in view of the fact<br />

that this student has failed to make satisfactory academic progress (see article 5.2, section<br />

1).<br />

3 Prior to issuing a negative binding recommendation, the board of examiners must seek<br />

written advice from the student counsellor. This advice will be recorded in Osiris.<br />

4 The Board of Governors may decide that the rejection as referred to in section 2 of this<br />

article also extends to study programmes which have the same propaedeutic exam as the<br />

study programme in question<br />

5 A certain time limit may be attached to the rejection as referred to in section 3.<br />

6 Before the board of examiners issues a rejection, it will give the student in question a<br />

warning (the provisional recommendation) on the condition of a reasonable time limit within<br />

which the student must have improved his academic performance in the areas that he is<br />

deficient.<br />

7 Before issuing a rejection, the board of examiners will give the student the opportunity to be<br />

heard.<br />

8 Every student who still has not passed the propaedeutic exam at the end of the second<br />

year of enrolment will receive a negative binding recommendation.<br />

9 In deviation from the provisions of section 8 of this article, the binding recommendation can<br />

be postponed by one year, based on personal circumstances (see article 5.3) <strong>and</strong> on the<br />

advice of the student counsellor.<br />

10 In addition to the provisions of section 1 of this article, every student who terminates his<br />

enrolment during the first year of enrolment will be given a negative binding<br />

recommendation, unless the board of examiners decides otherwise, on the advice of the<br />

student counsellor.<br />

11 A student may appeal against a negative binding recommendation with the <strong>Examination</strong>s<br />

Appeals Board within six weeks after the negative binding recommendation is issued.<br />

5.2<br />

Specific Provisions of the Study Programme or Group of Study Programmes<br />

1 With regard to the issuing of a negative binding recommendation, the academic<br />

performance st<strong>and</strong>ard (at the end of the first year of enrolment) applied by the academy is<br />

60 ECTS credits (with the exception of SIG training sessions).<br />

2 The provisional recommendation as referred to in article 5.1.6 will be issued by the<br />

academy<br />

on 1 March at the latest. This provisional recommendation will be sent in writing to the<br />

student, accompanied by a transcript of his academic achievements. The provisional<br />

recommendation is based on the number of ECTS credits earned in the first semester of<br />

the study programme (with the exception of SIG training sessions). A positive provisional<br />

recommendation will be given if the student has earned 18 or more ECTS credits.<br />

5.3<br />

Personal Circumstances<br />

Personal circumstances, as mentioned in article 5.1.2, involve:<br />

1 illness;<br />

2 physical, sensory or other disorder(h<strong>and</strong>icap);<br />

3 pregnancy ;<br />

4 special personal or family circumstances;<br />

5 engagement in top-class sport or board activities.<br />

The student is advised to report the circumstances as mentioned under 1 to 5 inclusive to the<br />

student counsellor as soon as possible (also see article 6.3). In this process, the student may be<br />

required to submit a supporting statement, such as a medical or psychological statement. If the<br />

personal circumstances are unknown to or have not been reported in time to the student<br />

counsellor, then the provisions of article 5.1 will be applicable.<br />

5.4<br />

Withdrawal of the Negative Binding Recommendation Regarding the Continuation<br />

of Studies<br />

The board of examiners may withdraw a negative binding recommendation. This happens when<br />

the student is deemed capable by the board of examiners to successfully complete the study<br />

programme at the moment of re-entering this programme. To this end, the student is required to<br />

submit evidence, based on which the board of examiners can make its decision. A propaedeutic<br />

certificate obtained within the same field may serve as evidence. Withdrawal of the negative<br />

binding recommendation regarding the continuation of studies is an absolute condition to reenrolment.<br />

Chapter 6 Student Counselling <strong>and</strong> Student Progress<br />

6.1<br />

Student Counselling<br />

This article does not apply to extraneus students.<br />

1 The academy will apply an individual student counselling system. By means of this student<br />

counselling system, the academy seeks to ensure that study-related problems are either<br />

avoided or discovered in time, <strong>and</strong> to offer support in solving these problems.<br />

2 If desired or necessary, notes taken during talks between a student <strong>and</strong> a student<br />

counsellor can be recorded in the student progress monitoring system (Osiris).<br />

3 The registration of data relating to student counselling will be in accordance with the<br />

provisions of the ‘Privacy <strong>Regulations</strong>; Processing of Student Personal Data’. These<br />

regulations are part of <strong>NHTV</strong>’s Students’ Charter <strong>and</strong> can be accessed via Intranet.<br />

6.2<br />

Student Counselling within the Academy / Study Programme<br />

1 With regard to competency-based <strong>and</strong> dem<strong>and</strong>-driven education, the student is supported<br />

by a coach.<br />

2 The student draws up a personal development plan, possibly in consultation with his coach.<br />

Based on this plan, the student determines – in his personal activities plan – which<br />

competencies he will be focusing on particularly <strong>and</strong> in what way.<br />

3 The student consults with his coach about the progress of his learning process by means of<br />

his portfolio.<br />

4 The study career coach has counselling <strong>and</strong> referral talks with the student in the<br />

propaedeutic phase; the contents of these talks may be laid down in a written report.<br />

6.3<br />

Personal Circumstances <strong>and</strong> the Student Counsellor’s Role<br />

1 Students are advised to report any special circumstances (such as mentioned in article 5.3)<br />

which may affect their academic results to the student counsellor as soon as possible. If a<br />

special circumstance is likely to affect a decision of the board of examiners, then this<br />

special circumstance should be reported before the board of examiners makes this<br />

decision<br />

2 The student counsellor of a study programme or group of study programmes may provide<br />

advice to the board of examiners, both when asked <strong>and</strong> on his own initiative.<br />

6.4<br />

Studying with a Disability<br />

1 Students with a disability, of whatever nature, may be allowed by the board of examiners to<br />

attend courses <strong>and</strong> take examinations in a specially adapted manner. The facilities to be<br />

provided for this purpose consist of a type or duration of units of study <strong>and</strong> examinations<br />

particularly geared to individual situations, or the provision of practical aids. The student<br />

counsellors of <strong>NHTV</strong> have published the h<strong>and</strong>book “Studying at <strong>NHTV</strong> with a disability” in<br />

which facilities, arrangements, procedures <strong>and</strong> contact persons are described.<br />

2 To qualify for any of the facilities as referred to in section 1 of this article, students are<br />

required to submit their request to the board of examiners, via the student counsellor of the<br />

academy, as soon as possible after the commencement of the academic year or after the<br />

occurrence of the disability.<br />

3 The student counsellor may ask the student to submit a copy of a medical statement<br />

issued by a doctor or psychologist.<br />

4 The student counsellor will present the request - together with a recommendation<br />

supported by reasons - for consideration to the board of examiners.<br />

5 In the case of certain facilities, the board of examiners will grant authority to the student<br />

counsellor.<br />

6 The board of examiners will consider the request in the light of the professional<br />

competencies of the bachelor’s programme.<br />

7 The board of examiners will inform the student <strong>and</strong> the student counsellor of its wellfounded<br />

decision in writing (or via Osiris).<br />

8 In principle, facilities will be provided for the duration of an entire study programme, unless<br />

otherwise determined by the board of examiners.<br />

6.5<br />

Student Progress Monitoring<br />

1 The academy will ensure that the students’ academic achievements are carefully <strong>and</strong><br />

accurately recorded by means of the student progress monitoring system Osiris.<br />

2 Students themselves will be responsible for checking their results for accuracy in the<br />

academy’s student progress monitoring system Osiris. In the case of incorrect or<br />

incomplete records in the system, the student is to report to the lecturer involved.<br />

3 At least once every academic year, students will be sent a transcript of their academic<br />

achievements <strong>and</strong> progress. This transcript will be sent to them no later than 30<br />

September, either digitally or on paper. Together with the transcript of their academic<br />

achievements <strong>and</strong> progress, students will receive information on the procedure for lodging<br />

an objection if they believe the transcript to be incorrect or incomplete<br />

4 If the academy’s student progress monitoring system provides for personal talks with the<br />

students about their academic achievements <strong>and</strong> progress, the provisions of section 3 will<br />

cease to apply.<br />

5 If the student is of the opinion that there are items missing or incomplete in the transcript<br />

(see section 3 or 4), he will have the right to lodge an objection with the board of examiners<br />

before 31 October of that year. The board of examiners will examine the objection <strong>and</strong> will<br />

make a well-founded decision. If the student disagrees with this decision, he has the right<br />

to lodge an appeal with the <strong>Examination</strong>s Appeals Board of <strong>NHTV</strong> <strong>Breda</strong>.<br />

6 The objection, as referred to in section 6, can only relate to final results of the previous<br />

academic year.<br />

7 Academic progress data will be recorded in accordance with the provisions of the ‘Privacy<br />

<strong>Regulations</strong>; Processing of Student Personal Data by <strong>NHTV</strong> <strong>Breda</strong>’.<br />

8 A competency exam must be valid <strong>and</strong> reliable. A competency exam consists of several<br />

components. A student is obliged to take all competency exams in order to earn the ECTS<br />

credits required for his bachelor’s degree.<br />

9 The bachelor’s programme offers the student four competency exams, spread over the<br />

various years of study, <strong>and</strong> related to the four units of study as mentioned in article 4.4. In<br />

order to be admitted to a competency exam, students have to meet the conditions for<br />

participation as described in article 7.6.<br />

- The first competency exam focuses on development <strong>and</strong> takes place halfway through<br />

the propaedeutic phase.<br />

- The second competency exam serves to conclude the propaedeutic phase <strong>and</strong> will be<br />

offered twice.<br />

- The third competency exam takes place in the main phase at the end of the third year<br />

of study <strong>and</strong> is offered 4 times a year.<br />

- The fourth competency exam serves to conclude the bachelor’s programme as a<br />

whole <strong>and</strong> is offered 4 times a year.<br />

10 During a competency exam, the assessors will examine whether the student complies with<br />

the required competency level.<br />

7.2<br />

<strong>Examination</strong>s<br />

1 Every course is concluded by means of an examination. The examination may consist of<br />

one or more tests.<br />

2 At the beginning of each course, the following information will be communicated in writing:<br />

a Contents (subject matter),<br />

b Learning targets,<br />

c Type/form of the examinations or test(s),<br />

d The sequence in which the examinations have to be taken (if applicable),<br />

e Any materials that students are permitted to use while taking the examination,<br />

f If applicable, attendance <strong>and</strong> participation requirements relating to the course or parts of<br />

the course.<br />

3 The examination of a course is passed if the course requirements, determined in advance,<br />

have been complied with.<br />

4 When the examination has been taken, the result obtained for the course will be entered<br />

into the Osiris student progress monitoring system.<br />

5 Every examination serves to measure the student’s knowledge <strong>and</strong> skills, resulting in a<br />

mark or other type of qualification.<br />

6 An examination may take the form of an assessment, written or oral questions, a reflection<br />

on one’s own performance, a study task or project, a paper, carrying out practical activities,<br />

a thesis, a research report, a work placement report, carrying out placement assignment,<br />

other practical components, or fieldwork.<br />

7.3<br />

Organisation of <strong>Examination</strong>s<br />

1 Oral examinations are no public events. The board of examiners has the authority to<br />

deviate from this rule in special cases.<br />

2 An oral examination is taken under the supervision of at least two examiners, in which one<br />

of the examiners, at the instruction of (the chair of) the board of examiners, will act as first<br />

examiner. The examination can also be administered by one examiner, who in this case<br />

will tape-record the interview.<br />

3 The board of examiners will appoint one or more examiners for the purpose of<br />

administering examinations. Examiners are members of the academy’s teaching staff or<br />

experts from outside the institute. On request, the examiners will provide the board of<br />

examiners with information, for which purpose they may be invited to a meeting. The board<br />

of examiners establishes rules with regard to the proper course of business during<br />

examinations. In the case of competency exams, examiners are called assessors.<br />

4 In special cases (for instance, students with a disability), the board of the examiners will be<br />

authorised to prescribe an alternative form of examination than that specified by the<br />

examiner.<br />

7.4<br />

7.5<br />

Periods of Time <strong>and</strong> Frequencies of <strong>Examination</strong>s<br />

1 Every year, students will be offered at least two opportunities to take examinations.<br />

2 A student will be allowed to participate in no more than two opportunities every academic<br />

year.<br />

3 The opportunities referred to in section 2 are inclusive of ‘GKs’ (Dutch abbreviation of<br />

Missed Opportunities) <strong>and</strong> ‘ODs’ (Dutch abbreviation of Unjust Participation).<br />

4 A student will be allowed to take a second attempt at every examination (resit<br />

examination), regardless of the result obtained <strong>and</strong> taking into account the provisions of<br />

section 2. The highest result obtained will count.<br />

5 The set-up <strong>and</strong> contents of a second or subsequent examination in the same academic<br />

year as when the examination was administered for the first time, will be comparable to the<br />

set-up <strong>and</strong> contents of that first examination.<br />

6 Contrary to the provisions of section 5, the board of examiners may designate courses to<br />

which section 5 is not applicable.<br />

7.6<br />

Conditions for Annual Exam / Competency Exam<br />

7.6.1 Conditions for a competency exam<br />

1 The board of examiners will establish whether or not the student complies with the<br />

conditions for participation in the competency exam, as described in section 2. This,<br />

however, does not relieve the student from the responsibility to check for himself whether<br />

or not he complies with the conditions for participation.<br />

2 A student is granted access to a competency exam if he complies with the conditions for<br />

participation which apply to the competency exam in question. Sections 7.6.5 to 7.6.9<br />

inclusive contain an overview of the conditions for participation, as well as any second<br />

opportunities available to meet these conditions. In the curriculum of the bachelor’s<br />

programme, of the propaedeutic as well as the main phase, you can find a description of<br />

which examinations <strong>and</strong> marks/scores belong to which component (skill, knowledge,<br />

attitude, languages) of the conditions for participation. Please note that as a result of the<br />

phased implementation of the allocation of ECTS credit at test level, the student will be<br />

required to select the conditions for participation relevant to his cohort.<br />

3 A competency exam is taken under the supervision of at least two assessors, in which one<br />

of them, on the instruction of (the chair of) the board of examiners, will act as first<br />

assessor. A competency exam may be taken under the supervision of only one assessor,<br />

provided that the academy director has granted approval to this effect <strong>and</strong> the student has<br />

submitted a ‘no objection’ statement.<br />

4 The oral part of the competency exam is a public event. People who are interested to sit in<br />

on the competency exam, however, are to submit a request to this effect at least two<br />

weeks in advance to the board of examiners. The board of examiners will inform the<br />

student to be assessed of this in advance. Any objections on the part of the student will be<br />

overruled. The decision of the board of examiners to deny the above-mentioned request<br />

must be accompanied by a statement on the grounds on which it was reached.<br />

5 The assessors will assess the student <strong>and</strong> record the assessment result in writing. The<br />

student will be given a written statement of this result by the board of examiners via Osiris.<br />

If the assessors fail to reach a unanimous decision, the protocol of the competency exam<br />

in question will dictate how the result should be determined. For the different competency<br />

exam procedures, you are referred to the description <strong>and</strong> set of instruments of the<br />

competency exam in question, which are published on N@tschool.<br />

6 The proceedings of a competency exam are laid down in a report. This report contains the<br />

date, a concise description of the contents of the competency exam, <strong>and</strong> the assessment<br />

result. The student has the right to inspect this report (feedback) at an agreed date <strong>and</strong><br />

time.<br />

7.6.2 Items of evidence for competency exams<br />

1 The portfolio is a (digital) collection of evidence in which the student must demonstrate that<br />

he masters the learning outcomes <strong>and</strong> competencies of a certain study programme. The<br />

evidence in a portfolio consists of the results of the various tests/examinations <strong>and</strong> material<br />

furnished by the student himself. Evidence of competencies acquired previously or<br />

elsewhere can also be incorporated into the portfolio.<br />

2 The student will select evidence from his portfolio which he wants to use during a<br />

competency exam to demonstrate his competency development.<br />

3 The evidence selected by the student for the purpose of the competency exam should<br />

meet at least the following requirements:<br />

- Authenticity: the evidence is clearly the student’s own work.<br />

- Relevance: the evidence demonstrates that the student has developed the<br />

competencies which are the subject of the competency exam.<br />

- Structure <strong>and</strong> organisation: the evidence is furnished in such a manner that it presents<br />

a well-organised <strong>and</strong> easy-reference overview of the student’s competency growth.<br />

- Topicality: the evidence is topical, in other words, it relates to the student’s current<br />

level of competency mastery.<br />

- Variation: the evidence must have been acquired in different contexts.<br />

- Quantity: the evidence must comprise several items of evidence.<br />

4 The student will be responsible himself to make a backup copy of the evidence in his<br />

portfolio, either digitally or in print.<br />

7.6.3 Procedure regarding competency exams<br />

1 The instruments part of a competency exam describes how the exam takes place (see<br />

N@tschool). In this description, the following information is presented:<br />

- How the portfolio is assessed;<br />

- When the competency exam is offered;<br />

- How <strong>and</strong> when students have to register for a competency exam;<br />

- How students have to identify themselves at a competency exam;<br />

- How <strong>and</strong> when students are informed of the results of a competency exam;<br />

- How students can inspect or receive feedback to the competency exam;<br />

- How the assessment of the competency exam is expressed.<br />

2 The concluding competency exam of the propaedeutic phase serves to assess whether the<br />

student is competent to enter the main phase. The result of this competency exam is linked<br />

to the recommendation regarding the continuation of studies as described in chapter 5.<br />

3 The third competency exam serves to assess whether a student has developed the<br />

required competencies during the second <strong>and</strong> third years of study to a sufficient degree (all<br />

10 competencies at level 2). The result of the competency exam is used to advise the<br />

board of examiners, on the basis of which the board of examiners will decide whether the<br />

student is competent to enter the graduation phase, <strong>and</strong> as a result, is allowed to carry out<br />

his graduation plan. The graduation track of a regular student comprises an entire<br />

academic year (60 ECTS credits = 1680 hours). The graduation track of a fast-track<br />

student comprises half an academic year (30 ECTS credits = 840 hours).<br />

4 The fourth <strong>and</strong> final competency exam serves to assess whether the student is qualified to<br />

start operating independently in the professional field. Based on the result of the<br />

competency exam, the board of examiners will make a decision. If this decision is positive,<br />

the student will receive his bachelor’s degree.<br />

5 If the student passes a competency exam in the main phase, he will be granted the ECTS<br />

credits that belong to the competency exam according to the curriculum.<br />

6 The student is given proof of participation <strong>and</strong> the result of the competency exam.<br />

7 The assessor will submit a dated <strong>and</strong> signed document which shows the result obtained by<br />

the student to the staff member who is in charge of recording academic progress.<br />

7.6.4 Second opportunity regarding competency exams<br />

1 Competency exams will be offered at fixed, predetermined dates/times within the study<br />

programme.<br />

2 A student who – by way of exception <strong>and</strong> without complying with the conditions for<br />

participation – is granted permission by the board of examiners to take the competency<br />

exam of the propaedeutic exam at the end of the first year of study, must meet these<br />

conditions for participation before 1 September of the calendar year in question. Until that<br />

time, the recommendation with regard to the continuation of studies will be a conditional<br />

one. Depending on the student’s achievements, this conditional recommendation will be<br />

converted into a positive binding or negative binding recommendation.<br />

7.6.5 Conditions for participation in competency development exam 1<br />

There are no conditions for participation (for either regular or fast-track students) in competency<br />

development exam 1.<br />

The aim of competency development exam 1 is for the student to gain experience in competency<br />

exams. The student will receive feedback to his competency development <strong>and</strong> progress. The<br />

student reflects on this competency development exam 1. This allows him to realign his study<br />

activities <strong>and</strong> prepare for competency exam 2.<br />

7.6.6 Conditions for participation in competency development exam 2<br />

Minimum conditions for participation (regular track) in competency exam 2: 50 ECTS credits.<br />

Minimum conditions for participation (fast track) in competency exam 2: 50 ECTS credits.<br />

Procedure competency exam 2:<br />

If the student does not meet the conditions for participation in competency exam 2:<br />

- Binding negative recommendation: not competent to enter the main phase;<br />

- No admittance to competency exam 2; dismissal from school.<br />

If the student meets the conditions: participation in competency exam 2. Two possible outcomes:<br />

- Competent to enter the main phase;<br />

- Not competent to enter the main phase; dismissal from school.<br />

7.6.7 Recommendation regarding the continuation of studies in the main phase<br />

Twice during the main phase the student will be sent a recommendation regarding the continuation<br />

of studies. The recommendation involves choices that the student can make in terms of second<br />

opportunities (examinations, assignments, etc.). The board of examiners will issue the<br />

recommendation on the basis of the number of ECTS credits earned during the first semester of<br />

year 2 <strong>and</strong> the second semester of year 2. The student is not obliged to follow the<br />

recommendation.<br />

If the student meets the conditions: participation in competency exam 3. Possible outcomes:<br />

- Not competent to enter the graduation phase: the student must take a second attempt at<br />

competency exam 3;<br />

- Competent to enter the graduation phase: the student is allowed to proceed to the graduation<br />

phase.<br />

The board of examiners attaches ECTS credits to the outcome of competency exam 3:<br />

- Competent to enter the graduation phase: 120 ECTS credits (2x 60 ECTS credits in Osiris).<br />

This number of ECTS credits applies up to <strong>and</strong> inclusive the academic year of 2012-2013. As<br />

from the academic year of 2013-2014, the phased allocation of ECTS credits in the study<br />

programme in year 3 will be implemented. The consequence of this is that the number of<br />

ECTS credits that belong to assessment 3 is different. The numbers of ECTS credits can be<br />

found in the curriculum in Osiris.<br />

- Not competent to enter the graduation phase: no ECTS credits.<br />

document “The road to your success” which is available on N@tschool.<br />

7.6.9 Conditions for participation in competency exam 4<br />

Minimum conditions for participation in competency exam 4:<br />

- The student has passed competency exam 3<br />

- The competency development report submitted by the student is assessed positively<br />

by the reading committee.<br />

Procedure competency exam 4:<br />

If the student does not meet with the conditions for participation in competency exam 4:<br />

- He will not be allowed to take part in competency exam 4;<br />

- Feedback interview relating to competency development <strong>and</strong> evidence (with graduation<br />

supervisor);<br />

- Improvement of competency development report so that it complies with the form <strong>and</strong>/or<br />

quality criteria.<br />

If the student complies with the conditions for participation, the student will take part in the<br />

interview competency exam 4:<br />

The master piece will be assessed by 3 examiners; the graduation supervisor, an expert from the<br />

industry, <strong>and</strong> a third assessor. The report (master piece) <strong>and</strong> the interview together should be<br />

assessed with at least a 6. The possible outcomes:<br />

- Competent to enter the professional field, the student receives at least a 6;<br />

- Not yet competent to enter the professional field.<br />

A detailed description of the procedure regarding competency exam 4 can be found in the<br />

document “The road to your success” which is available on N@tschool.<br />

The board of examiners attaches ECTS credits to the outcome of competency exam 4:<br />

- Competent to enter the professional field: 60 ECTS credits;<br />

- Not yet competent to enter the professional field: 0 ECTS credits; in consultation with his<br />

supervising lecturer, the student will draw up a plan to improve his competencies (Graduation<br />

Plan), put this plan to action, <strong>and</strong> take competency exam 4 again when he is ready for it.<br />

7.7<br />

Registration for <strong>Examination</strong>s <strong>and</strong> Resit <strong>Examination</strong>s<br />

7.7.1 Regular procedure<br />

1 It is compulsory for all students to register for examinations in time, whatever their nature<br />

of form. Students will be required to register by means of Osiris.<br />

2 Registration for an examination will open at least 4 lecture weeks before the examination<br />

period in question begins <strong>and</strong> will close 2 lecture weeks before the examination period in<br />

question begins. The registration period for second opportunities will be shorter.<br />

3 If a student registers for an examination, but fails to take part in it, a ‘GK’ (Dutch<br />

abbreviation of Missed Opportunity) will be entered in Osiris.<br />

4 If a student takes part in an examination for which he did not register, an ‘OD’ (Dutch<br />

abbreviation of Unjust Participation) will be entered in Osiris. The mark obtained will<br />

become invalid <strong>and</strong> the student will lose all claim to it.<br />

5 If a person is not enrolled as a student (any more), but still takes part in an examination,<br />

then the result will be declared invalid <strong>and</strong> will not be entered into Osiris.<br />

6 If it turns out that registration for an examination was impossible due to personal<br />

circumstances, the student will still have the possibility to register for the examination via a<br />

request to the board of examiners.<br />

7 If it turns out that registration for an examination was impossible due to technical problems,<br />

in other words, registration was impossible because Osiris was down, the registration<br />

period will be adjusted by the board of examiners.<br />

7.7.2 Possibility to register after the registration period<br />

1 If the regular registration period, as mentioned in article 7.7.1, for an examination has<br />

passed, the student will still be able to register via the secretarial office of the academy<br />

which offers the course <strong>and</strong> the attendant examination. This, however, will only be possible<br />

if the examination is part of the regular examinations timetable.<br />

2 The registration possibility as referred to in section 1 will involve service charges, as it<br />

increases the administrative burden of the secretarial office. The service charges are €15<br />

for each registration (maximum of €50 per examination period).<br />

3 This way of registration is possible up to two full working days before the start of the<br />

examination. If an academy chooses to apply a different time limit, due to organisational<br />

issues, the academy will communicate this different time limit to its students <strong>and</strong> staff<br />

members.<br />

4 A student who wants to use this registration opportunity will be required to report this to the<br />

secretarial office of the academy in question within the opening hours of the secretarial<br />

office.<br />

5 After having received the request for registration from the student, the secretarial office will<br />

check whether this student still has opportunities left for the examination he wants to take<br />

(maximum of two opportunities per course per academic year). After that, the amount due<br />

will be determined (see section 2 of this article) <strong>and</strong> the student will be required to pay the<br />

total amount using PIN.<br />

6 If desired, the student may receive proof of registration in the form of an Osiris printout.<br />

7 The secretarial office will enter the registration in Osiris <strong>and</strong> update the attendance list of<br />

the relevant examinations. If applicable, the secretarial office will check whether or not<br />

classroom capacity is exceeded, <strong>and</strong> take action as needed.<br />

7.8<br />

Inability to Attend an <strong>Examination</strong><br />

1 If a student does not take part in an examination for which he registered, a ‘GK’ (Dutch<br />

abbreviation of Missed Opportunity) as referred to in article 7.7.1, section 3, will be entered<br />

in the student records system. If this student is of the opinion that he was unable to attend<br />

the examination owing to circumstances beyond his control, he may submit a request,<br />

supported by reasons, to the board of examiners to revoke this ‘GK’.<br />

2 The request as referred to in the previous section must be submitted to the chair of the<br />

board of examiners, in writing, stating reasons, <strong>and</strong> together with the necessary evidence.<br />

The board of examiners will decide on the request <strong>and</strong> inform the student in question of its<br />

decision. If the decision is positive, it will be accompanied by a date, time <strong>and</strong> place for the<br />

new opportunity. If the decision is negative, the reasons for denying the request will be<br />

provided <strong>and</strong> the student will be notified of the possibility of appeal.<br />

7.9<br />

Work Placements <strong>and</strong> Other Practical Components<br />

In the propaedeutic phase, students perform an orientational placement of a few weeks.<br />

The placement is an important practical component of the study programme. Students carry out<br />

activities <strong>and</strong> assignments for a company in the industry, under the supervision of one of the<br />

company’s staff members (company supervisor) <strong>and</strong> a lecturer / tutor (supervising lecturer) of<br />

<strong>NHTV</strong>.<br />

In the main phase, students perform an in-depth placement at the end of the second year of study,<br />

which lasts 26 weeks. It is possible for students to graduate by means of a final management<br />

placement, for the purpose of which the student describes all concrete details in the individual<br />

graduation plan.<br />

Student instruction manuals, especially for the placements, are available via N@tschool. These<br />

manuals contain all the necessary information for the student. Furthermore, h<strong>and</strong>books are<br />

available for the industry, which will be supplied to the host companies by the placement office.<br />

7.10<br />

Graduation Project / Thesis<br />

The graduation track is based on a dem<strong>and</strong>-driven approach. In his third year, the student outlines<br />

his graduation plans in a graduation plan. In this process, the student is coached by means of<br />

workshops, individual coaching sessions, <strong>and</strong> so on. The graduation plan leads to two reports: the<br />

competency development report <strong>and</strong> the master piece report. The competency development report<br />

will be assessed by a reading committee (consisting of the designated examiners). This committee<br />

will examine whether mastery of the 10 competencies at the exit level has been proven. If this is<br />

the case, the student will be allowed to defend his master piece during competency exam 4 before<br />

the examiners. The master piece report <strong>and</strong> the defence will produce one overall assessment<br />

result. The interview of competency exam 4 will be conducted by 1 internal <strong>and</strong> 2 external<br />

examiners. Information about the precise details of the graduation track <strong>and</strong> competency exam 4<br />

can be found in the document “The road to your success” on N@tschool.<br />

7.11<br />

Assessment<br />

1 All examinations will be assessed by the involved examiners in conformity with the<br />

predetermined <strong>and</strong> published assessment criteria.<br />

2a External experts, also referred to external examiners at <strong>NHTV</strong>, will not be allowed to<br />

assess students, unless they have been appointed as examiners by the board of<br />

examiners. In this process, the board of examiners applies a specific examiner profile. This<br />

profile has been compiled by the board of examiners.<br />

2b If the board of examiners has decided that external experts (e.g. supervisors of the<br />

placement<br />

or thesis host company) are to be involved in the assessment, the way in which this is<br />

done is described in the relevant study guide.<br />

3 One or more of the following assessment criteria will be applied:<br />

a The way in which a study task or assignment has been carried out (in terms of quantity);<br />

b The degree to which the specific criteria with regard to the study task or assignment have<br />

been met (in terms of quality) (for instance, the degree to which the questions have been<br />

answered correctly, the degree of participation in the execution of a study task or<br />

assignment in a group of students);<br />

c The degree of participation in practical assignments; this criterion only applies to the<br />

assessment of examinations or parts of examinations that go with units of study or parts of<br />

units of study which have been designated as practical components with m<strong>and</strong>atory<br />

attendance, <strong>and</strong> which has been announced as such at the beginning of the unit of study<br />

(see section 7.2),<br />

4 The following rating descriptors are used in the assessment of examinations:<br />

credits. This is not applicable to students who entered the programme in 2010-2011 <strong>and</strong><br />

earlier. For these students the average will be determined as average based on the results.<br />

6 If an examination consists of several modular examinations, the attendant ECTS credits will<br />

only be awarded when all modular examinations have been completed successfully, taking<br />

into account any compensation arrangements.<br />

7 The marks on the list of marks that is attached to the propaedeutic certificate <strong>and</strong> the<br />

degree certificate are rounded to one decimal place (ranging from x.0 to x.9).<br />

8 The student’s Grade Point Average (GPA) will be included in the list of marks to represent<br />

the student’s performance compared to international st<strong>and</strong>ards.<br />

9 The GPA is determined by taking the weighted average of the result obtained within the<br />

curriculum of the propaedeutic phase <strong>and</strong>/or the main phase. The GPA is expressed on a<br />

scale from 1 through 4, to two decimal places accurately. For information about calculating<br />

the weighted average, you are referred to article 7.11, section 5g. An explanation of the<br />

GPA value will be included in the diploma supplement. In addition, a complete conversion<br />

table (from weighted average to GPA) is available on the intranet.<br />

10 With effect from the entry year of 2012, the GPA mentioned in sections 8 <strong>and</strong> 9 will be<br />

mentioned on the list of marks of the propaedeutic phase.<br />

7.12<br />

Announcement of <strong>Examination</strong> Results<br />

WHW article 7.13 paragraph 2o<br />

1 The examiner will establish the results of an examination <strong>and</strong> enter these into Osiris, within<br />

10 working days from the day on which the examination was held. This means that<br />

students will have access to the results (in provisional form) in Osiris.<br />

2 The academy will formalise the results (in definitive form) in Osiris within five working days<br />

after the perusal period of examinations (see article 7.15). Consequently, the definitive<br />

examination results are announced within 25 working days after the examination was held.<br />

3 The results of an examination have to be announced no later than three whole working<br />

days before the second opportunity of this examination. If this term is exceeded, the<br />

second opportunity will be postponed to a date to be set by the academy director. In this<br />

process, the provisions of article 7.15 section 1 should be taken into account. Any<br />

arrangements to the contrary should also be communicated to the students via e-mail or<br />

intranet in time.<br />

4 If a second assignment builds on a previous one, the result of the first assignment must be<br />

announced before the deadline for h<strong>and</strong>ing in the second assignment.<br />

5 If a student disagrees with an examination result, he may lodge a notice of objection with<br />

the chair of the board of examiners, provided that it concerns an examination that has been<br />

made available for perusal, <strong>and</strong> that he does so before a time limit as specified in section<br />

6. The board of examiners will decide on the notice of objection within six weeks after it<br />

has been lodged.<br />

6 The time limit mentioned in section 5 is:<br />

a Within five working days after the perusal date of an examination.<br />

b Within five working days after the announcement of the provisional result in Osiris, provided<br />

that there has not been an perusal opportunity before that.<br />

7 If a student disagrees with the decision previously mentioned, he may lodge an appeal with<br />

the <strong>Examination</strong>s Appeals Board of <strong>NHTV</strong> <strong>Breda</strong>.<br />

8 If there is any reason to do so, the academy director may decide to differ from the<br />

provisions in section 1. Any arrangements to the contrary should, however, be<br />

communicated to the students via e-mail, N@tschool or intranet in time.<br />

7.13<br />

Period of Validity<br />

1 Throughout an uninterrupted period of enrolment of a student on a study programme, the<br />

period of validity of examinations passed will be indefinite, taking into account any<br />

transitional arrangements that may exist, as mentioned in article 4.12.<br />

2 The period of validity of the propaedeutic certificate will be indefinite.<br />

3 In the event of an interruption of enrolment on a study programme, the board of examiners<br />

of this study programme may impose an additional or substitute examination to complete a<br />

certain unit of study, if four years have passed after the year in which the original<br />

examination of this unit of study was passed, before the student is admitted to the<br />

concluding exam of the bachelor’s programme.<br />

7.14<br />

Record-Keeping<br />

1 Questions <strong>and</strong> assignments of written examinations will be kept on file for at least one<br />

year.<br />

2 All marked examinations <strong>and</strong> attendant results (in writing) will be kept on file for at least<br />

one year after the examination in question was held.<br />

3 Each student’s reports on final management placements <strong>and</strong> theses <strong>and</strong> attendant results<br />

(in writing) will be kept on file for at least two years after the year of graduation.<br />

4 Personal data, copies of propaedeutic <strong>and</strong> degree certificates, <strong>and</strong> attendant lists of marks<br />

will be kept on record for 50 years.<br />

5 The terms mentioned in section 1 <strong>and</strong> section 2 will be extended, should any appeal<br />

procedure require so.<br />

1 During a period of 10 working days after the announcement of the results of an<br />

examination, students will be permitted to inspect the examinations assessed as well as<br />

the assessment criteria used, on the underst<strong>and</strong>ing that this perusal takes place no later<br />

than three working days before the second opportunity. The date <strong>and</strong> time for this perusal<br />

opportunity will be set by the lecturer involved.<br />

2 If a student can demonstrate that he was in a situation of force majeure which rendered<br />

him unable to attend the regular perusal opportunity within the set period of time, this<br />

student may be offered an alternative opportunity within the scope of the provisions of<br />

section 1 of this article.<br />

3 If there is any reason to do so, the academy director may decide to differ from the<br />

provisions in section 1. Any arrangements to the contrary should, however, be<br />

communicated to the students via e-mail or intranet in time.<br />

7.16<br />

Exemptions<br />

7.16.1 Exemptions from examinations<br />

WHW article 7.13.2r<br />

1 At the student’s written request, the board of examiners may grant exemption from the<br />

propaedeutic exam or one or more interim examinations.<br />

2 Requests for exemptions must be submitted before 1 October of the year in which the<br />

course is offered. To this end, students are required to use a form which is available<br />

through Osiris.<br />

3 The student must submit a well-founded written request to the chair of the board of<br />

examiners. The request must be accompanied by:<br />

- a copy of the relevant certificate, diploma or degree;<br />

- a copy of the attendant list of qualifications;<br />

- a list of literature, lecture notes, etc. studied;<br />

- an official EVC (recognition of prior learning) procedure gone through at <strong>NHTV</strong><br />

<strong>Breda</strong> or somewhere else;<br />

- written proof of a successfully completed assessment.<br />

4 The board of examiners will decide as soon as possible – within 20 working days after the<br />

request has been submitted – whether or not to grant the request, possibly in consultation<br />

with the examiners involved. The decision will be recorded, filed by the board of examiners,<br />

<strong>and</strong> communicated to the student via Osiris. The documented decision must be retrievable<br />

at all times.<br />

5 An exemption granted will be registered as an examination passed in Osiris on the date the<br />

exemption is granted. It will be entered by the code of ‘VRIJ’.<br />

6 If a student is granted exemption from the propaedeutic phase or a part of the propaedeutic<br />

phase, this exemption will not be entered into Osiris until this student has actually earned<br />

60 ECTS credits for courses of the study programme to which the exemption applies.<br />

These courses must have been attended at <strong>NHTV</strong> <strong>Breda</strong><br />

7 The student may lodge an appeal against the decision of the board of examiners referred<br />

to in section 4 with the <strong>Examination</strong>s Appeals Board.<br />

8 If a student wishes to take part in a double degree programme, he will have to ask<br />

permission in writing from the board of examiners in advance. The relevant exemptions will<br />

only be granted to the student after he has submitted proof of accordance with all<br />

requirements agreed upon.<br />

9 If an <strong>NHTV</strong> student attends a Double Degree programme at a partner university, the<br />

conditions for graduation of this university will apply. Competency exam 4 will be cancelled<br />

in this case. The final mark for graduation is based on the results achieved in the Double<br />

Degree programme.<br />

10 If the student takes part in an exchange programme (years 1, 2 or 3), he will gather<br />

evidence for the competencies of his bachelor’s programme, which he intends to be<br />

working on during the exchange programme, in a portfolio. The results of the exchange<br />

programme will count towards the conditions for participation. The student will present his<br />

portfolio for the purpose of a competency exam to the relevant staff member of his<br />

bachelor’s programme. In the competency exam, it is examined how the student has been<br />

able to integrate the learning outcomes of the exchange programme completed with his<br />

professional development within the framework of his bachelor’s programme.<br />

11 A student who falls behind in his studies due to his board activities, may appeal to the<br />

‘Profileringsfonds’, as mentioned in the Students’ Charter of <strong>NHTV</strong> <strong>Breda</strong> University of<br />

Applied Sciences.<br />

7.16.2 Assessment frameworks applied by the board of examiners in granting exemptions<br />

The board of examiners will grant exemptions according to predetermined procedures. These<br />

procedures can be found on N@tschool, information sources ‘Procedures Board of Examiners<br />

FM/HM’.<br />

7.17<br />

Rules of Conduct at <strong>Examination</strong>s<br />

7.17.1 Identification<br />

1 For identification purposes, students must always bring their smartcard as well as a valid<br />

means of identification (passport, driving licence, or identity card) to examinations.<br />

2 During the examination, the student is required to place his smartcard <strong>and</strong> his means of<br />

identification on the table in clear sight of the examiner or supervisor.<br />

3 If a student is unable to present his <strong>NHTV</strong> smartcard, he must report to the secretarial<br />

office (of the academy that has organised the examination) with a valid means of<br />

identification. The secretarial office will then issue a statement which confirms that the<br />

student is enrolled at <strong>NHTV</strong>. This statement, in combination with a valid means of<br />

identification, will allow the student to be admitted to the examination after all. The<br />

statement must be h<strong>and</strong>ed to the examination supervisor, who will make a note of it on the<br />

attendance list.<br />

7.17.2 Additional rules of conduct<br />

1 A written examination will be taken under the supervision of at least one examiner or one<br />

supervisor, appointed for this purpose by the board of examiners.<br />

2 Students are to follow all instructions of the board of examiners, examiner, or supervisor.<br />

3 Any materials that students are permitted to use while taking the examination, will be<br />

described in the examination question papers.<br />

4 The start <strong>and</strong> end times of an examination, as well as the names <strong>and</strong> signatures of the<br />

participating students, <strong>and</strong> a description of any irregularities will be written down on the<br />

attendance list.<br />

7.18<br />

Contingency Scheme<br />

A contingency is any situation that requires everyone present in a building during an examination<br />

to leave this building because the alarm goes off. In situations like this, the examination will be<br />

declared invalid <strong>and</strong> the work submitted will not be assessed. A new examination will be scheduled<br />

as soon as possible <strong>and</strong> the students will be informed of the date, place <strong>and</strong> time of the new<br />

examination<br />

7.19<br />

Academic Dishonesty <strong>and</strong> Plagiarism<br />

WHW article 7.12b paragraph 2<br />

1 If a student engages in any kind of academic dishonesty, the board of examiners may:<br />

- bar this student from one or more interim examinations or final exams, to be<br />

determined by the board of examiners, for a period to be determined by the board<br />

of examiners (maximum duration of one year).<br />

- declare examinations taken by this student to be invalid. <strong>Examination</strong>s declared<br />

invalid will be entered in Osiris by the qualification of “FR”.<br />

2 In serious cases of academic dishonesty, the Board of Governors, at the suggestion of the<br />

board of examiners, may decide to expel this student from <strong>NHTV</strong>.<br />

3 If the irregularity or academic dishonesty is discovered after the propaedeutic or final<br />

exam, the board of examiners may decide not to award the student the certificate/degree<br />

as referred to in article 7.11 of the WHW, or that the student will only be awarded the<br />

certificate/degree after a new examination with regard to academic components to be<br />

specified by the board of examiners <strong>and</strong> in a manner to be specified by the board of<br />

examiners<br />

4 Before taking a decision pursuant to the first, second, or third section of this article, the<br />

board of examiners will first hear the student <strong>and</strong> any other interested parties. A written<br />

report will be made of this hearing, which is signed by the student. The board of examiners<br />

will inform the student of its decision immediately. Furthermore, the student will be<br />

informed of the possibility to appeal.<br />

5 The student will have the possibility to appeal (within six week) to the <strong>Examination</strong>s<br />

Appeals Board against any of the above-mentioned decisions of the board of examiners.<br />

The appeal procedure is described in the Code of Order of the <strong>Examination</strong>s Appeals<br />

Board of <strong>NHTV</strong> <strong>Breda</strong>.<br />

6 By h<strong>and</strong>ing in pieces of work, the student gives implicit permission for his work to be<br />

incorporated into the anti-plagiarism database. If the piece of work contains confidential<br />

business details, which the business in question does not want to see incorporated into the<br />

anti-plagiarism database, then this must be brought to the examiner’s attention. In their<br />

digital pieces of work, students are not allowed to apply any software blocks against antiplagiarism<br />

software (Ephorus plagiarism control).<br />

7 The document ‘Cheating <strong>and</strong> plagiarism in assignments’ on N@tschool contains specific<br />

information on what the academy considers to be plagiarism.<br />

8 If a student breaks the rules of the Code of Conduct (see N@tschool), the board of<br />

examiners may impose sanctions on the student, in proportion to the offence.<br />

7.20<br />

<strong>Examination</strong> Certificates<br />

WHW article 7.11 paragraph 1<br />

1 As proof of an examination having been passed, the examiner concerned will issue a<br />

written piece of evidence. The periodically issued academic progress transcripts (see<br />

article 6.5, section 3) will also be regarded as evidence.<br />

2 The student who has passed more than one examination, but to whom a certificate as<br />

referred to in article 8.5, section 2 cannot yet be awarded, will receive a written statement<br />

from the board of examiners in which the examinations passed are listed. Students have to<br />

submit a written request for this statement themselves to the chair of the board of<br />

examiners.<br />

Chapter 8 Final Exams<br />

8.1<br />

Exam Concluding the Propaedeutic Phase<br />

WHW articles 7.8 <strong>and</strong> 7.10<br />

A student will pass the propaedeutic exam, if he has met the completion requirements of all the<br />

examinations that go with the units of study of the propaedeutic phase of the study programme.<br />

This exam is the first exam of the HBO study programme. On passing this exam, the student will<br />

be awarded 60 ECTS credits. The compensation possibilities as mentioned in article 8.3.1 will be<br />

applicable in this process.<br />

8.2<br />

Exam Concluding the Main Phase (Final Exam)<br />

8.2.1 Final exam of the HBO bachelor’s programme<br />

1 A student will pass the final exam of the main phase, if he has met the completion<br />

requirements of all the examinations that go with the units of study of the main phase. On<br />

passing this exam, the student will be awarded 180 ECTS credits. The compensation<br />

possibilities as mentioned in article 8.3.2 will be applicable in this process.<br />

2 The final exam is the second exam of the HBO bachelor’s programme. If a student has<br />

passed both the propaedeutic exam <strong>and</strong> the final exam, he will have successfully<br />

completed the HBO bachelor’s programme <strong>and</strong> have earned 240 ECTS credits in total.<br />

8.2.2 Final exam of the associate degree programme<br />

Not applicable.<br />

8.3<br />

Compensation Possibilities<br />

8.3.1 Compensation possibilities in the propaedeutic phase<br />

8.3.2 Compensation possibilities in the main phase<br />

1 An examination result within a minor programme cannot be compensated by another<br />

examination result achieved within this same minor programme, nor by a satisfactory result<br />

obtained for any other curriculum component. In addition, an unsatisfactory result for any<br />

curriculum component cannot be compensated by a satisfactory result obtained in a minor<br />

programme.<br />

Announcement of Final Exam Results<br />

1 In the meeting on the final exams, the board of examiners will establish the results of the<br />

final exams (of the propaedeutic phase or the main phase). The names of the students who<br />

have passed the final exam (of the propaedeutic phase or the main phase) will be listed in<br />

an official report, prepared on the occasion of the exam meeting, in conformity with the<br />

agreed upon format ‘proces-verbaal <strong>NHTV</strong> <strong>Breda</strong>’.<br />

2 As proof of the final exam of the propaedeutic or main phase having been passed, the<br />

board of examiners will issue a certificate with attendant list of marks. Furthermore,<br />

students who have passed the final exam of the main phase, will be awarded a ‘diploma<br />

supplement’. Certificates, list of marks, <strong>and</strong> diploma supplements are in accordance with<br />

the regulations <strong>and</strong> procedures of <strong>NHTV</strong> <strong>Breda</strong>.<br />

entire study programme (propaedeutic <strong>and</strong> main phase) within 5 years’ time (st<strong>and</strong>ard<br />

duration of studies + one year), he may receive the designation ‘cum laude’.<br />

2 The criteria mentioned in section 1 are:<br />

a The weighted average of the results of all courses of the main phase is at least an<br />

8.0.<br />

b The student´s graduation result is a final mark of at least an 8.0.<br />

c The student graduated on the first attempt.<br />

d The total of exemptions from units of study in the main phase granted to the student<br />

must not exceed 60 ECTS credits.<br />

education institution, <strong>and</strong>/or completed a final management placement, the board of<br />

examiners will establish the value <strong>and</strong> weighting of this component / these components.<br />

6 In special cases, the board of examiners may deviate from the provisions as mentioned<br />

Chapter 9 Boards of Examiners <strong>and</strong> Other Relevant Committees<br />

The text below was taken from the <strong>Regulations</strong> pertaining to Boards of Examiners of <strong>NHTV</strong> <strong>Breda</strong> as included in the OER<br />

2011-2012. As soon as the new regulations have been formally adopted, these new regulations will enter into force,<br />

replacing the regulations below.<br />

9.1<br />

Board of Examiners<br />

For each study programme or group of study programmes (see article 1.3, section 4), the Board of<br />

Governors institutes a board of examiners by virtue of article 7.12 of the WHW.<br />

9.1.1 Appointment <strong>and</strong> composition of the board of examiners<br />

1 The number of members of the board of examiners is determined by the Board of<br />

Governors.<br />

2 Members of a board of examiners are appointed for a duration of 4 years <strong>and</strong> are eligible<br />

for reappointment once.<br />

3 The (members of the) board of examiners is/are independent <strong>and</strong> competent. The Board of<br />

Governors ensures the independent <strong>and</strong> competent working of the boards of examiners.<br />

4 The Board of Governors appoints the members on the basis of their expertise in the area of<br />

the study programme or group of study programmes accordingly. At least one member is a<br />

lecturer at the study programme or at one of the study programmes that are part of the<br />

group of study programmes. The board of examiners may have external members, or may<br />

consult external experts. Members of a management team / members of the Board of<br />

Governors cannot be members (or advisory members) of a board of examiners.<br />

5 Before the Board of Governors appoints members, the Board of Governors hears the<br />

members of the relevant boards of examiners.<br />

6 The term on a board of examiners starts on 1 September of any year.<br />

7 The membership of a board of examiners ends when the term – as mentioned in section 2<br />

of this article – comes to an end, or when the member is no longer a member of staff of<br />

their study programme or group of study programmes, as referred to in section 4 of this<br />

article.<br />

8 A member of the board of examiners may terminate his membership at any time by<br />

notifying the Board of Governors in writing.<br />

9 The student counsellor of a study programme or group of study programmes may provide<br />

advice to the board of examiners both when asked <strong>and</strong> on his own initiative.<br />

9.1.2 Duties <strong>and</strong> powers of the board of examiners<br />

1 The legal duties <strong>and</strong> powers of the board of examiners are:<br />

a Awarding degree certificates to students who passed the final exam,<br />

b Establishing, in an objective <strong>and</strong> competent manner, whether a student complies with the<br />

conditions as outlined in the teaching <strong>and</strong> examination regulations with regard to the<br />

knowledge, insight <strong>and</strong> skills required to earn a degree,<br />

c Monitoring <strong>and</strong> safeguarding the quality of examinations <strong>and</strong> final exams,<br />

d Establishing rules <strong>and</strong> guidelines within the framework of the teaching <strong>and</strong> examination<br />

regulations to assess <strong>and</strong> determine the results of examinations <strong>and</strong> exams,<br />

e Granting permission to students who do a combined study programme,<br />

f Granting exemption from one or more examinations <strong>and</strong>/or a fast track,<br />

g Depriving a student or ‘extraneus’ student who has committed fraud or academic<br />

dishonesty of the right to take one or more examinations for a maximum duration of one<br />

year, the precise duration (<strong>and</strong> precise examinations) to be determined by the board of<br />

examiners. In the case of serious academic dishonesty <strong>and</strong> at the suggestion of the board<br />

of examiners, the Board of Governors may decide to expel this student from his academy,<br />

h Appointing examiners for the purpose of the administration of examinations <strong>and</strong> the<br />

establishment of the results of these examinations,<br />

i Determining the final exam policy,<br />

j Determining rules with regard to the duties <strong>and</strong> powers, as referred to in subsections a to i<br />

inclusive of this article, <strong>and</strong> with regard to the measures it can take in that respect,<br />

k Acting as a party on behalf of the study programme or group of study programmes, if a<br />

student files an appeal with the <strong>Examination</strong>s Appeals Board.<br />

2 The Board of Governors has authorised the boards of examiners to execute the provisions<br />

of the ‘<strong>Regulations</strong> pertaining to the binding recommendation regarding the continuation of<br />

studies’.<br />

3 Every year, the boards of examiners draw up a report of their activities as referred to in<br />

article 9.1.2 sections 1 <strong>and</strong> 2. This report relates to the previous academic year which runs<br />

until 30 September <strong>and</strong> is published on 1 November every year. This report contains a<br />

justification of the duties <strong>and</strong> powers, an overview of the decisions made, conclusions on<br />

the execution of tasks by examiners, conclusions on class scheduling, <strong>and</strong> on the<br />

administration of examinations, <strong>and</strong> recommendations <strong>and</strong> observations – either on<br />

request or otherwise.<br />

9.1.3 Working procedure of the board of examiners<br />

1 The Board of Governors will appoint a managing committee from among the members of<br />

the board of examiners, consisting of a chair, deputy chair <strong>and</strong> a secretary.<br />

2 The chair has the power to call together the members of the board of examiners.<br />

3 The meetings are led by the chair of the board of examiners. If the chair is absent, the<br />

deputy chair will lead the meeting. If the deputy chair is absent too, the members present<br />

will choose a person to chair the meeting.<br />

4 The secretary of the board of examiners has at least the following duties: preparing for the<br />

meetings, determining the urgency of requests received, taking minutes of the meetings<br />

<strong>and</strong> making these reports available for perusal, monitoring the decisions made at the<br />

meetings, <strong>and</strong> bearing responsibility for the filing of requests <strong>and</strong> items dealt with.<br />

5 The board of examiners has plenary meetings according to a preset schedule to deal with<br />

current business. Extra meetings may be called for the purpose of urgent matters.<br />

6 The meetings of the board of examiners are public, unless otherwise determined by the<br />

board of examiners.<br />

7 The board of examiners makes its decisions by majority vote. The board of examiners<br />

strives to make decisions by consensus. If the votes are equally divided, the chair will have<br />

the deciding vote.<br />

8 The board of examiners can only make decisions if at least two-thirds of its members are<br />

present at the meeting.<br />

9 After a meeting of the board of examiners, at least the student or students involved should<br />

be informed orally 1 by a member of the managing committee of the board of examiners.<br />

The written decision will be sent to the person or persons involved within ten working days.<br />

10 Students may lodge an appeal against the decisions of the board of examiners or an<br />

examiner within six weeks with the <strong>Examination</strong>s Appeals Board.<br />

11 In urgent or very urgent cases, the chair of the board of examiners can make a decision, of<br />

which he must notify all the members of the board of examiners promptly. If one or more<br />

members of the board of examiners deems or deem it necessary or desirable for a meeting<br />

of the board of examiners to be moved up because of this notification, the complete board<br />

of examiners will be convened as quickly as possible.<br />

12 If a student files a request or a complaint which involves an examiner who is a member of<br />

the board of examiners, then this examiner will not take part in the h<strong>and</strong>ling of the request<br />

or complaint.<br />

9.1.4 Legal protection of the board of examiners<br />

The Board of Governors ensures that the members of a board of examiners will not be adversely<br />

affected in their employment or position at <strong>NHTV</strong> <strong>Breda</strong> by virtue of their membership in the board<br />

of examiners.<br />

9.1.5 Concluding provisions<br />

In cases not covered by these regulations, the Board of Governors will decide.<br />

9.2<br />

Study Programme Committee<br />

For each study programme, or group of study programmes, as referred to in appendix 1 of these<br />

regulations, the academy director institutes a study programme committee by virtue of article 10.3c<br />

of the ‘WHW’ (Dutch Higher Education <strong>and</strong> Research Act), as published in ‘Staatsblad (Bulletin of<br />

Acts <strong>and</strong> Decrees) 1992 nummer 593’, including any amendments <strong>and</strong>/or supplements after that<br />

date.<br />

9.2.1 Appointment <strong>and</strong> composition of the study programme committee<br />

1 The academy director institutes the study programme committee.<br />

2 The number of members of the study programme committees is determined by the<br />

academy director, on advice from the management team.<br />

3 Half of the members of the study programme committee, as referred to in section 2 of this<br />

article, is chosen from among the students enrolled on the study programme or group of<br />

study programmes. The other half consists of employees of the study programme or group<br />

of study programmes.<br />

1 At the HFM academy, students do not receive the information orally, but via Osiris.<br />

4 If the number of interested c<strong>and</strong>idates is equal to the vacant seats available on a study<br />

programme committee, these c<strong>and</strong>idates are regarded as having been elected, <strong>and</strong> there<br />

will be no elections. If the number of interested c<strong>and</strong>idates is smaller than the vacant<br />

seats, these c<strong>and</strong>idates are regarded as having been elected, <strong>and</strong> the academy director<br />

will appoint additional c<strong>and</strong>idates to fill the remaining vacancies.<br />

5 Members of the teaching staff are appointed to the study programme committee for a<br />

duration of 2 years <strong>and</strong> are eligible for reappointment 3 times. Student members are<br />

appointed for a duration of 1 year. After having served their term on the committee, the<br />

members step down all together.<br />

6 Any member who is appointed or elected to fill an interim vacancy will continue for the<br />

remainder of the term of the member in whose place he/she has been appointed or<br />

elected.<br />

7 The term on a committee starts on 1 October after the members of the study programme<br />

committee have been selected in September.<br />

8 The membership of the study programme committee ends when the term - as referred to in<br />

section 7 of this article - comes to an end, or when the member is no longer a staff<br />

member of the department/academy upon which his/her membership was based.<br />

9 A member of the study programme committee may terminate his/her membership at any<br />

time by notifying the academy director in writing.<br />

9.2.2 Duties <strong>and</strong> powers of the study programme committee<br />

1 The legal duties <strong>and</strong> powers of the study programme committee are:<br />

a issuing advice on the teaching <strong>and</strong> examination regulations to the academy director before<br />

they are adopted by the Board of Governors; the aforesaid advice is to be submitted to the<br />

participation council for perusal as soon as possible;<br />

b annual evaluation of the way in which the teaching <strong>and</strong> examination regulations are<br />

implemented;<br />

c issuing advice, either on request or on its own initiative, to the staff <strong>and</strong> student advisory<br />

committee <strong>and</strong> the academy director on all other matters pertaining to education in their<br />

study programme or group of study programmes; the aforesaid advice is submitted to the<br />

participation council for perusal as soon as possible.<br />

9.2.3 Working procedure of the study programme committee<br />

1 The study programme committee will appoint a managing committee from among its<br />

members, consisting of a chair, deputy chair <strong>and</strong> secretary.<br />

2 The chair has the power to call together the members of the study programme committee.<br />

3 The meetings are led by the chair of the study programme committee. If the chair is absent,<br />

the deputy chair will lead the meeting. If the deputy chair is absent too, the members<br />

present will choose a person to chair the meeting.<br />

4 The secretary of the study programme committee has at least the following duties:<br />

preparing for the meetings, writing a report of the meetings <strong>and</strong> making these reports<br />

available for perusal, monitoring the decisions made at the meetings, <strong>and</strong> bearing<br />

responsibility for the filing of requests <strong>and</strong> items dealt with.<br />

5 The study programme committee has plenary meetings according to a preset schedule to<br />

deal with current business.<br />

6 The meetings of the study programme committee are public, unless otherwise determined<br />

by the study programme committee.<br />

7 The study programme committee proceeds to issuing proposals/recommendations by<br />

majority vote. The study programme committee strives to take decisions by consensus. If<br />

the votes are equally divided, the chair will have the deciding vote.<br />

8 The study programme committee can only take decisions if half of its members plus one,<br />

including at least one student member, are present at the meeting.<br />

9 A study programme committee ensures that its advice is available for perusal by both<br />

students <strong>and</strong> employees.<br />

9.2.4 Legal protection of the study programme committee<br />

The academy director ensures that the members of the study programme committee will not be<br />

adversely affected in their employment or position at <strong>NHTV</strong> by virtue of their membership in the<br />

study programme committee.<br />

9.2.5 Facilities<br />

1 The academy director will make meeting rooms available for the members of the study<br />

programme committee.<br />

2 The academy director will give the members of the study programme committee access to<br />

relevant training <strong>and</strong> education facilities.<br />

9.2.6 Concluding Provisions<br />

1 In cases not covered by these regulations, the Board of Governors will decide.<br />

2 These regulations may be cited as “<strong>Regulations</strong> pertaining to study programme<br />

committees of <strong>NHTV</strong> <strong>Breda</strong>”.<br />

3 These regulations will enter into effect on the day following approval from the<br />

Chapter 10 Adoption <strong>and</strong> Amendment of the <strong>Teaching</strong> <strong>and</strong><br />

<strong>Examination</strong> <strong>Regulations</strong><br />

10.1<br />

Evaluation, Adoption, <strong>and</strong> Entering into Effect<br />

1 The academy director, together with the department committee, will evaluate the current<br />

OER at least once a year.<br />

2 Partially based on the advice of the department committee, the academy director will draw<br />

up the draft version of the OER for the new academic year.<br />

3 The academy director will submit the draft text to the staff <strong>and</strong> student advisory committee<br />

for approval.<br />

4 After evaluation of the OER, the academy director will formalise the OER.<br />

5 The Board of Governors will assess the OER. If its assessment leads the Board of<br />

Governors to adopt the OER, the Board of Governors will ask the representative advisory<br />

board (MR) for approval.<br />

6 The academy director will make sure that students <strong>and</strong> staff are informed of the OER in<br />

time, though no later than 1 September of the academic year to which the OER relate. In<br />

any case, the OER must be published on the internet <strong>and</strong> intranet no later than 1<br />

September 2012.<br />

10.2<br />

Amendments<br />

1 Amendments that apply to the current academic year will only be made if they do not harm<br />

the interests of the students.<br />

2 Amendments will furthermore not affect (to the detriment of the students):<br />

- <strong>Examination</strong>s passed;<br />

- Exemptions granted;<br />

- Any other decisions, already taken with regard to a student by the board of examiners<br />

pursuant to these regulations.<br />

3 Following a discussion of the proposals with the study programme committee, the<br />

academy director will draw up a draft text of the necessary amendments to the OER, <strong>and</strong><br />

will submit this text for approval to the staff <strong>and</strong> student advisory committee<br />

4 After evaluation of the proposed amendments to the OER, the academy director will<br />

formalise the OER.<br />

5 The Board of Governors will adopt the amendments to the OER <strong>and</strong> will ask the<br />

representative advisory board (MR) for approval.<br />

6 Definitive amendments to the OER will be communicated to the persons concerned<br />

through the usual channels in an overview of amendments (possibly in cumulative form).<br />

7 Contrary to the provisions of section 5, if the amendments only relate to the academyspecific<br />

part of the OER, <strong>and</strong> if they are not in contradiction with <strong>NHTV</strong> provisions,<br />

approval from the academy director will suffice. The amendments, however, will be<br />

discussed with <strong>and</strong> approved by the OER core team. The OER core team will be<br />

responsible for the reporting to the Board of Governors.<br />

Unforeseen Circumstances<br />

1 In situations or circumstances which should be covered by the OER, but which are not, the<br />

chair of the board of examiners will decide, in consultation with the academy director. In the<br />

written argumentation to the student or students concerned, the situations <strong>and</strong>/or<br />

circumstances, considerations, <strong>and</strong> decisions will be clarified (<strong>and</strong> the possibility to appeal<br />

will be mentioned).<br />

2 Should any differences of opinion arise within the board of examiners with regard to the<br />

interpretation of the regulations <strong>and</strong> procedures in the OER, the academy director will<br />

decide, in consultation with the chair of the board of examiners.<br />

Chapter 11 Additional Provisions<br />

11.1<br />

Hardship Clause<br />

1 The board of examiners is authorised to deviate from these regulations if their application<br />

leads to serious injustices, <strong>and</strong> to make decisions in situations not provided for in these<br />

regulations. To determine whether the hardship clause should be applied, the board of<br />

examiners carefully weighs the interests of the student <strong>and</strong> the academy. Issues that<br />

require immediate attention will be decided upon by the chair or the deputy chair of the<br />

board of examiners, after which the other members must be notified as soon as possible.<br />

2 The student must submit a written, well-founded request with an appeal to the hardship<br />

clause to the board of examiners. The board of examiners will decide on the request <strong>and</strong><br />

inform the student of its decision <strong>and</strong> the reasons it is based on in writing, <strong>and</strong> of the<br />

student’s right of appeal.<br />

Final exam<br />

The conclusion, as referred to in article 7.3 paragraph 3, article 7.8<br />

paragraph 2 <strong>and</strong> 7.10 paragraph 2 of the WHW, of the propaedeutic<br />

phase <strong>and</strong>/or the main phase. Every final exam has its own exam<br />

programme consisting of several examinations.<br />

Full-time programme A full-time study programme involves students studying full-time, not<br />

taking into account any employment commitments. A full-time study<br />

programme does contain practical components like work<br />

placements, which represent a certain number of credits.<br />

WHW article 7.2<br />

The WHW dictates that education is delivered <strong>and</strong> exams are administered in Dutch. Contrary to<br />

this, another language may be employed:<br />

- if it involves a study programme that relates to that particular language;<br />

- if it involves education that is delivered within the framework of a guest lecture by a non-Dutch<br />

speaking lecturer, or;<br />

- if the specific nature, structure/system, or quality of education, <strong>and</strong>/or the origin of the students<br />

necessitates so, in conformity with a code of conduct established by the Board of Governors.<br />

1 General<br />

1 The power to decide to use the English language on the grounds as mentioned in the<br />

WHW rests with the academy director.<br />

2 Before deciding to use the English language, the academy director seeks advice from the<br />

study programme committee(s) involved.<br />

3 Article 4.2 specifies whether the study programme is either fully or partially delivered in<br />

4 The academy director is under the obligation to attach conditions to the use of the English<br />

Appendix 5 Grading system 21+ test<br />

Overview of scores <strong>and</strong> awarding of points<br />

a. Capacity test MCT-H<br />

Multicultural Capacity Test<br />

The score is expressed by means of a 9-point scale.<br />

The c<strong>and</strong>idate must obtain at least a score of 5.<br />

The test consists of the following items:<br />

- General capacity level<br />

Consisting of:<br />

Spatial <strong>and</strong> reasoning capacities<br />

Numerical capacities<br />

Verbal capacities<br />

Perceptual speed<br />

b. Oxford English placement test<br />

Grammar, vocabulary, <strong>and</strong> listening skills are tested.<br />

Possible outcomes are:<br />

Score up to 39 points (level A1)<br />

Score 40 to 49 points (level A2)<br />

Score 50 to 59 points (level B1)<br />

Score 60 to 69 points (level B2)<br />

Score 70 to 79 points (level C1)<br />

Score 80 to 100 points (level C2)<br />

The requirement for admission is a minimum of 65 points, which corresponds to a level of B2.<br />

c. Selection interview<br />

The following items are covered:<br />

- The c<strong>and</strong>idate’s motivation for the study programme <strong>and</strong> the industry<br />

- Proficiency in English<br />

- Skills (cooperation, initiative, service, immunity to stress) <strong>and</strong> reflecting on these skills<br />

- General education, presentation <strong>and</strong> work experience / affinity with hospitality sector (in FM;<br />

service orientation)<br />

d. Work <strong>and</strong> leadership style test<br />

During the interview, the results of the work <strong>and</strong> leadership style test will also be discussed, based<br />

on an octogram. The octogram measures 8 characteristics or style preferences based on Quinn’s<br />

model of competing values. The results are an indication of the c<strong>and</strong>idate’s inclination towards a<br />

certain type of behaviour as well as the c<strong>and</strong>idate’s degree of affinity with the role concerned<br />

(which includes the c<strong>and</strong>idate’s reflecting on these styles – there is no minimum outcome or score<br />

required in this test or in any part of it).<br />
