PETER TAYLOR-GOOBY cesaria para limitar el impacto <strong>de</strong> la t<strong>en</strong><strong>de</strong>ncia <strong>de</strong> grupo; la participación equitativa pue<strong>de</strong> apoyar <strong>las</strong> normas pro-sociales <strong>de</strong> grupo. El trabajo <strong>en</strong> ambas áreas <strong>de</strong>staca la relación <strong>en</strong>tre el grupo y la comunidad <strong>en</strong> g<strong>en</strong>eral. Solo los grupos que incluy<strong>en</strong> todos los intereses equitativam<strong>en</strong>te pue<strong>de</strong>n atraer a comprometer a todos los grupos <strong>en</strong> iniciativas <strong>de</strong> <strong>de</strong>mocratización; la psicología <strong>de</strong> grupo <strong>de</strong>staca los procesos <strong>de</strong> inclusión y exclusión <strong>de</strong> grupo que pue<strong>de</strong>n g<strong>en</strong>erar normas <strong>en</strong> los grupos que subvalor<strong>en</strong> o ignor<strong>en</strong> los intereses <strong>de</strong> la sociedad <strong>en</strong> g<strong>en</strong>eral. En ambos casos el diseño institucional es fundam<strong>en</strong>tal. Una conclusión es que los <strong>de</strong>sarrollos como la educación libre controlada por grupos pue<strong>de</strong> reconciliar los problemas similares a los que se <strong>en</strong>fr<strong>en</strong>tan los responsables políticos: la at<strong>en</strong>ción sobre los intereses inmediatos <strong>de</strong> los usuarios <strong>de</strong> una escuela particular pue<strong>de</strong> poner a disposición nuevos recursos <strong>de</strong> gestión y financiami<strong>en</strong>to. Las personas están más predispuestas a apoyar algo <strong>en</strong> lo que están implicadas directam<strong>en</strong>te. El <strong>en</strong>foque pone <strong>en</strong> peligro intereses <strong>de</strong>bilitados <strong>de</strong> la sociedad <strong>en</strong> g<strong>en</strong>eral ya que no es probable que cualquier escuela incluya todos los intereses <strong>de</strong> una zona, y los procesos <strong>de</strong> exclusión pue<strong>de</strong>n dañar los intereses que no se cont<strong>en</strong>gan y <strong>de</strong>bilitar la aceptación social. Este artículo emplea el trabajo psicológico para examinar la forma <strong>en</strong> que los procesos <strong>de</strong> grupo <strong>de</strong>bilitan la capacidad <strong>de</strong> los grupos <strong>de</strong>liberativos para t<strong>en</strong>er <strong>en</strong> cu<strong>en</strong>ta intereses que no incluy<strong>en</strong>. Como muchos análisis psicológicos <strong>de</strong>rivan <strong>de</strong> un individualismo empírico y no axiomático, aunque paralelos <strong>en</strong> cierta medida al individualismo liberal que predomina <strong>en</strong> la formulación <strong>de</strong> políticas, los elem<strong>en</strong>tos psicológicos c<strong>en</strong>trados <strong>en</strong> el individuo han atraído la at<strong>en</strong>ción. Otros trabajos <strong>de</strong> psicología indican que los seres humanos como actores sociales crean, sigu<strong>en</strong> y modifican normas y lo hac<strong>en</strong> <strong>de</strong>ntro <strong>de</strong> los límites <strong>de</strong> <strong>las</strong> instituciones sociales que pue<strong>de</strong>n ser más o m<strong>en</strong>os inclusivas. Esto ti<strong>en</strong>e implicaciones radicales y <strong>de</strong>safiantes, ya que señala la capacidad <strong>de</strong> la <strong>de</strong>sc<strong>en</strong>tralización <strong>de</strong>mocrática para excluir e incluir grupos, y se conviert<strong>en</strong> <strong>en</strong> los motores <strong>de</strong> la <strong>de</strong>sigualdad así como <strong>de</strong> la <strong>de</strong>mocracia. En g<strong>en</strong>eral, los <strong>en</strong>foques <strong>de</strong> los <strong>de</strong>rechos humanos corr<strong>en</strong> el riesgo <strong>de</strong> crear una t<strong>en</strong>sión <strong>en</strong>tre la capacidad <strong>de</strong> los individuos y los grupos sociales <strong>de</strong> perseguir sus propios intereses y la capacidad <strong>de</strong>l gobierno <strong>de</strong> promover un conv<strong>en</strong>io global y más inclusivo. Los <strong>de</strong>rechos humanos son necesarios para lograr una <strong>de</strong>mocracia efectiva. También pue<strong>de</strong>n <strong>de</strong>finirse y ejercitarse <strong>de</strong> forma que cre<strong>en</strong> <strong>en</strong>claves <strong>en</strong> la sociedad que limit<strong>en</strong> <strong>las</strong> oportunida<strong>de</strong>s para lograr objetivos <strong>de</strong>mocráticos globales. Si esta confer<strong>en</strong>cia sirve para <strong>de</strong>sarrollar un discurso sobre el futuro <strong>de</strong> la Europa social basado <strong>en</strong> los <strong>de</strong>rechos humanos, <strong>de</strong>be reservar una posición preemin<strong>en</strong>te para aquellos <strong>de</strong>rechos <strong>de</strong>mocráticos y políticos que hicieron posible <strong>las</strong> prestaciones sociales mo<strong>de</strong>rnas.
