ADEMÁS, EXISTEN UNOS20 CURSOS TÉCNICOS CON EL SENA YCON INTENALCO.Mientras se adecuaba elcampus, el alcalde se fue paraPopayán y logró convencer a <strong>la</strong>sdirectivas de <strong>la</strong> Universidad delCauca de que llevaran dos tecnologías(Telemática y Agroindustria)a Miranda, e inició conversacionescon <strong>la</strong> Esap.“Arrancamos con 60 estudiantesy hoy tenemos 1.100. La metaes llegar a 6.000 cuando tengamos<strong>la</strong>s nuevas insta<strong>la</strong>ciones, para <strong>la</strong>scuales esperamos 5.000 millones depesos del gobierno y 1.100 millonesque ponemos nosotros”, dice el alcalde,quien retomó su proyectoeducativo en 2012 al llegar a <strong>la</strong>Alcaldía por segunda vez.Hace tres años, ZúñigaBarona logró que el campusfuera reconocido por el Ministeriode Educación comoCentro Regional de EducaciónSuperior. Así se comenzóa fortalecer <strong>la</strong> idea del alcaldede convertir a Miranda en unaalternativa de educación universitariapara unos siete municipiosdel Valle y del Cauca,entre los que figuran Cande<strong>la</strong>ria,Florida, Corinto y Padil<strong>la</strong>.¿Cuál fue el secreto paralograr <strong>la</strong> presencia de reconocidasuniversidades en un pequeñomunicipio estigmatizadopor <strong>la</strong> violencia?Precisamente, el hecho deser uno de los pueblos afectadospor el conflicto le sirve deargumento al alcalde para pedirapoyo institucional con el objetivode alejar a los jóvenes de<strong>la</strong> violencia. El alcalde, además,les hizo una oferta que no pudieronrechazar.“Les dijimos a <strong>la</strong>s universidades:el municipio de Miranda pone<strong>la</strong>s insta<strong>la</strong>ciones y paga <strong>la</strong> admi-nistración, <strong>la</strong> vigi<strong>la</strong>ncia, el mantenimientoy otros gastos que genereel campus. No les cobramos energíacon tal de que traigan sus profesoresy sus programas”, explica e<strong>la</strong>lcalde, quien asegura ademásque <strong>la</strong> municipalidad invierteunos 300 millones de pesosanuales en este rubro, ademásde pagar el 30 por ciento de<strong>la</strong> matrícu<strong>la</strong> a los estudiantesmirandeños de <strong>la</strong> Universidaddel Cauca.El funcionario tiene <strong>la</strong> esperanzade que cuando los estudiantesdel campus se comiencena graduar, encuentren p<strong>la</strong>zasde trabajo en <strong>la</strong>s empresas quetienen sus sedes en el municipio,como Inorca (que producesilletería para auditorios e industriaautomotriz) y los ingeniosdel Cauca, Mayagüez, La Cabañay Central Castil<strong>la</strong> o crear suspropias empresas.La estrategia educativa,además, podría verse favorecidacon el ascenso del municipiode sexta a quinta categoría, graciasa que durante 2012 superó<strong>la</strong> meta de ingresos corrientes¿CUÁL FUE EL SECRETO PARA LOGRARLLEVAR LAS UNIVERSIDADES A UN MUNICIPIOESTIGMATIZADO POR LA VIOLENCIA?obtenidos de libre destinación.Esto le permitiría acceder amayores recursos por parte delEstado. “Si ha habido p<strong>la</strong>ta para<strong>la</strong> guerra, debe haber p<strong>la</strong>ta para <strong>la</strong>paz”, argumenta el alcalde.El secretario de Educación,Cultura y Deporte de Miranda,Juan René Mal<strong>la</strong>ma, afirmaque los colegios del municipiotambién se están beneficiando142 • SALIENDO ADELANTE
del reconocimiento logradoen temas educativos: firmaronconvenios con institutos deCali para usar <strong>la</strong>s au<strong>la</strong>s, los finesde semana, en otros programasde educación superior.A estudiar en busMauricio Martínez Valenciaes uno de los estudiantes delcampus. Cursa cuarto semestrede Derecho con <strong>la</strong> Universidaddel Cauca. Representa a <strong>la</strong>scomunidades afro y viene de <strong>la</strong>vereda Santa Ana. Su papá esobrero en uno de los ingeniosde <strong>la</strong> región y su mamá vendechance en Miranda.“Este proyecto favorece a losjóvenes de otras cinco veredas de<strong>la</strong> zona donde yo vivo. Antes, <strong>la</strong>única oportunidad era salir a Calio Popayán”, dice el estudiante.Lo mismo opina María LliseniaCifuentes, una líder del puebloindígena nasa del resguardo LaCilia-La Calera, ubicado a mediahora del casco urbano. Lajoven cursa segundo semestrede Contaduría en <strong>la</strong> Universidaddel Cauca.El impacto del campus en<strong>la</strong> región es visible en <strong>la</strong>s estadísticas:227 estudiantes provienende otros municipios,incluidos algunos del departamentodel Valle. La mayor partede estas pob<strong>la</strong>ciones están ubicadasa menos de media horaen bus por una red de carreteraspavimentadas que unen loscascos urbanos.En Miranda, <strong>la</strong> idea de utilizar<strong>la</strong> educación como unaherramienta de paz comienzaen <strong>la</strong>s veredas, que es donde seconcentró el conflicto durantemuchos años. Por esa razón sedesarrol<strong>la</strong>n varios proyectos conlos 200 estudiantes de <strong>la</strong> InstituciónEducativa AgropecuariaMonterredondo, en <strong>la</strong> vereda delmismo nombre. El rector, CarlosHernando Bermúdez, dice quelos alumnos están vincu<strong>la</strong>dos a <strong>la</strong>cría de pollos, cerdos y ganado, a<strong>la</strong> producción de miel de abejasy a los cultivos de pasto, granadil<strong>la</strong>y café.Este último, especialmente,ha crecido en el último añoy ya hay 25 estudiantes consembrados patrocinados por <strong>la</strong>Federación de Cafeteros. “Losjóvenes cuyas familias cuenten conun terreno para sembrar mínimo500 p<strong>la</strong>ntas, se inscriben en elprograma y <strong>la</strong> federación les da <strong>la</strong>semil<strong>la</strong> y todos los insumos”, diceel educador.En esta vereda, el principalriesgo que corren los jóvenes esel re<strong>la</strong>cionado con los cultivosilícitos. “A veces los estudiantesnos cuentan que les ofrecen 50.000o 100.000 pesos por llevar un kilode pasta o una bolsa de marihuanaal pueblo”, advierte el rector.Para incrementar el usodel tiempo libre en actividadessanas, el colegio comenzóa desarrol<strong>la</strong>r un proyecto paraenseñar a tocar instrumentosmusicales y dictar talleresde teatro. Las c<strong>la</strong>ses de teatroson apoyadas por <strong>la</strong> Casa de<strong>la</strong> Cultura de Miranda, dondefuncionan escue<strong>la</strong>s de teatro,pintura, danza y música.Los libros yel ascenso socialLa Casa de <strong>la</strong> Cultura funcionaen una antigua casona.
