20<strong>Revista</strong> <strong>virtual</strong> <strong>de</strong> <strong>Escuela</strong> <strong>de</strong> <strong>Gobierno</strong> y Formación <strong>de</strong> Lí<strong>de</strong>res >>Estas cuestiones sugieren que el análisis <strong>de</strong> la realidad propuesta por los <strong>de</strong>sarrollosurbanos privados <strong>de</strong>be ser realizado <strong>de</strong>s<strong>de</strong> un punto <strong>de</strong> vista sistémico, integrativo <strong>de</strong>diversos enfoques disciplinarios sobre la forma en que se articulan las múltiplesrelaciones entre el <strong>de</strong>sarrollo privado, sus habitantes, los terceros y los gobiernosmunicipales.Sostenemos pues, que <strong>de</strong>ben conceptualizarse y en consecuencia regularse lasadministraciones <strong>de</strong> dichas entida<strong>de</strong>s como auténticos gobiernos. Elementales reglas<strong>de</strong>mocráticas añadirán sobre esa premisa, que <strong>de</strong>ben preverse en su <strong>de</strong>signaciónmecanismos que aseguren la concurrencia igualitaria <strong>de</strong> la voluntad <strong>de</strong> los vecinos enellos resi<strong>de</strong>ntes en su conformación. Asimismo, <strong>de</strong>ben establecerse mecanismos <strong>de</strong>fiscalización más transparentes que los previstos en la legislación civil o comercial,claramente no apta ni prevista para enten<strong>de</strong>r en este tipo <strong>de</strong> cuestiones.De lo señalado <strong>de</strong>riva, en nuestro enten<strong>de</strong>r, la necesidad <strong>de</strong> generar nuevasdisposiciones que sean capaces <strong>de</strong> integrar el <strong>de</strong>recho público y privado, brindandouna regulación completa y a<strong>de</strong>cuada.Finalmente y <strong>de</strong>s<strong>de</strong> el punto <strong>de</strong> vista científico, sostenemos que la urbanizaciónprivada, con prescin<strong>de</strong>ncia <strong>de</strong>l origen <strong>de</strong> su constitución, es objeto <strong>de</strong> estudio <strong>de</strong>l<strong>de</strong>recho urbanístico municipal.
