And what would come after an attack? The invasion<br />
ofIraq is a remin<strong>de</strong>r that a top-down approach to<br />
<strong>de</strong>mocracy and a free-mark<strong>et</strong> economy is not necessarily<br />
the best way to transform <strong>de</strong>ca<strong>de</strong>s of political<br />
stagnation and economic un<strong>de</strong>r<strong>de</strong>velopment in an<br />
Islamic country. At this point, neither Europe nor the<br />
United States' has the necessary<br />
staying power to see through a JulI<br />
transformation of Iran.<br />
A military strike short of an invasion<br />
would do little in terms of<br />
extinguishing what is in fact a national<br />
obsession in Iran to <strong>de</strong>velop<br />
a nuclear bomb. It would, however,<br />
isolate the reformist camp and<br />
strengthen the hand of the radical mullahs.<br />
The~transformation and <strong>de</strong>mocratization of the<br />
Middle East as a whole would also be un<strong>de</strong>rmined. A<br />
strike on Iran would only further enrage the Islamists<br />
and significantly complicate efforts to move the<br />
Palestinian-Israeli peace process forward. The opportunity<br />
to capitalize on Yasser Arafat's <strong>de</strong>ath and<br />
establish a Palestinian state would be lost.<br />
The central challenge for an effective Euro-American<br />
strategy on Iran is to preserve the reform process<br />
insi<strong>de</strong> Iran, ensuring that reform continues and<br />
that pro-Western forces are strengthened.<br />

With oil prices shooting through the,root; sanctions '<br />
against Iran, l<strong>et</strong> alone force, would damage the world<br />
economy. Europe can't afford to lose Iran's natural gas<br />
,supplies when that would only strengthen Russia's<br />
hand over the EU energy mark<strong>et</strong>, and the U.S. economy<br />
is too weak to lose Iranian oiL Finally, China, <strong>de</strong>sperate<br />
for energy, would oppose sanctions.<br />
The Bush administration, it<br />
seems, has <strong>de</strong>ci<strong>de</strong>d that it will not<br />
tolerate a nuclear Iran. The percep- •<br />
tion in Wasliington is that the medium-term<br />
risks that come with<br />
Tehran's <strong>de</strong>veloping a bomb are<br />
higher than the longterm benefits<br />
'associated with supporting and,<br />
nurturing the <strong>de</strong>mocratic process.<br />
But what if the real risk comes from the Islainic<br />
radicals, whose power will swell in the event of a military<br />
attack? In this case, Washington is off the mark<br />
in its threat assessment, and Europe needs to find a<br />
way to preserve a common European approach. Another<br />
split insi<strong>de</strong> Europe would be bad news for the<br />
future of a cOnlmon European'security and <strong>de</strong>fense<br />
policy. Europe should avoid such a split, and agree<br />
ahead of time on a long-term strategy for Iran.<br />

A l'approche <strong>de</strong>s élections en Irak,<br />
l'armée américaine renforce ses effectifs<br />
Le nombre <strong>de</strong> militaires américains <strong>de</strong>vrait atteindre le record <strong>de</strong> '50000 hommes.<br />
Sunnites, chiites <strong>et</strong> Kur<strong>de</strong>s s'emploient, chacun <strong>de</strong> leur côté, à former <strong>de</strong>s listes communes<br />
~ Renforcement militaire: Le<br />
nombre <strong>de</strong> militaires américains<br />
déployés en Irak va passer <strong>de</strong><br />
138000 hommes à 150000 hommes<br />
entre la fm décembre <strong>et</strong> le<br />
début <strong>de</strong> janvier 2005, a annoncé<br />
le Pentagone, mercredi 1" décembre.<br />
Ce renforcement <strong>de</strong> la présence<br />
militaire en Irak se fera par la<br />
prolongation du déploiement <strong>de</strong><br />
certaines unités <strong>et</strong> l'arrivée <strong>de</strong> troupes<br />
fraîches, notamment <strong>de</strong>s parachutistes.<br />
Deux bataillons d'une division<br />
aéroportée doivent prochainement<br />
quitter les Etats-Unis dans le<br />
cadre <strong>de</strong> ce déploiement. « Le but<br />
est principalement d'améliorer la<br />
sécurité pour les élections, mais aussi<br />
<strong>de</strong> gar<strong>de</strong>r la pression sur les insurgés,<br />
après l'opération <strong>de</strong> Fallouja »<br />
a déclaré le général David Rodriguez.<br />
Plusieurs élus influents, républicains<br />
comme démocrates, ont<br />
récemment jugé nécessaire un renforcement<br />
militaire. Le sénateur<br />
démocrate Jack Reed a, <strong>de</strong> son<br />
côté, appelé « l'administration<br />
Bush à être honnête avec les Américains<br />
»<strong>et</strong> affirmé que « notre engagement<br />
militaire allait se compter<br />
en années, pas en mois ».<br />
L'état-major interarmées a par<br />
ailleurs annoncé que l'offensive <strong>de</strong><br />
novembre contre les. insurgés<br />
r<strong>et</strong>ranchés à Fallouja a coOtéla vie<br />
à 71 militaires américains.<br />
~ Elections. Sous haute protection<br />
militaire américaine, chiites,<br />
sunnites <strong>et</strong> Kur<strong>de</strong>s s'affronteront,<br />
le 30 janvier, pour le contrôle <strong>de</strong>s<br />
275 sièges <strong>de</strong> l'Assemblée constituante,<br />
qui <strong>de</strong>vra organiser <strong>de</strong>s<br />
élections à un Parlement permanent<br />
d'ici à la fin 2005. Les <strong>de</strong>ux<br />
principales formations kur<strong>de</strong>s, le<br />

<strong>et</strong> turkmène. Barzani <strong>et</strong> Talabani,<br />
rivaux <strong>de</strong> longue date, ont qualifié<br />
c<strong>et</strong> accord d' « historique ».<br />
Côté chiite, le rassemblement<br />
se précise. « Il y aura une liste<br />
nationale, avec <strong>de</strong>s repréSentants<br />
d'une gran<strong>de</strong> quantité <strong>de</strong> communautés,<br />
<strong>et</strong> pas seulement les chiites,<br />
a dit Hussain AI-Chahrjstani,<br />
membre d'un comité <strong>de</strong> six personnes<br />
qui travaille à la formation<br />
<strong>de</strong> c<strong>et</strong>te liste. Nous espérons qu'elle<br />
sera acceptable pour la majorité<br />
<strong>de</strong>s Irakiens, <strong>et</strong> pas seulement pour<br />
les chiites. »<br />
S'ils représentent 60,% <strong>de</strong> la<br />
population irakienne, les chiites<br />
ont été longtemps écartés du pouvoir<br />
sous Saddam Hussein, qui<br />
était surmite. Les responsables <strong>de</strong>s<br />
<strong>de</strong>ux principaux mouvements chiites,<br />
le Dawa <strong>et</strong> le Conseil suprême<br />
<strong>de</strong> la révolution islamique en Irak<br />
(SCIRI),figureront sur c<strong>et</strong>te liste.<br />
Devraient également y participer<br />
<strong>de</strong>s proches <strong>de</strong> l'imam Moqtada<br />
Al-Sadr, qui a pris la tête <strong>de</strong> <strong>de</strong>ux<br />
insurrections contre les Etats-Unis<br />
c<strong>et</strong>te année.<br />
~ Vote <strong>de</strong> la diaspora. Alors<br />
que les ministres <strong>de</strong> l'intérieur <strong>de</strong><br />
l'Irak <strong>et</strong> <strong>de</strong> ses voisins achevaient<br />
difficilement, mercredi, une réunion<br />
<strong>de</strong> <strong>de</strong>ux jours <strong>de</strong>stinée à favoriser<br />
la sécurité en Irak, le premier<br />
ministre irakien, Iyad Allaoui, a<br />
rencontré, dans un grand hôtel fortement<br />
gardé à Amman, <strong>de</strong>s Irakiens<br />
vivant en Jordanie pour les<br />
inciter à participer aux élections<br />
générales. « Nous tentons <strong>de</strong><br />
convaincre une majorité d'Irakiens,<br />
particulièrement ceux <strong>de</strong> la diaspora,<br />
<strong>de</strong> prendre part au vote », a dit<br />
le porte-parole du gouvernement,<br />
Thaër Al-Nakib. Selon <strong>de</strong>s estimations<br />
non officielles, 100000 Ira- ,<br />
kiens vivent dans le royaume.<br />
L'Irak entend financer le vote <strong>de</strong>s<br />
Irakiens <strong>de</strong> la diaspora dans quatorze<br />
pays, dont la Jordanie.<br />
~ Guérilla. La journée du mercredi<br />
a été marquée par la mort <strong>de</strong><br />
quatre gar<strong>de</strong>s nationaux irakiens,<br />
tués dans une attaque <strong>de</strong> rebelles<br />
près <strong>de</strong> Samarra, à 125km au nord<br />
<strong>de</strong> Bagdad. A Baaqouba, à 60 km<br />
au nord <strong>de</strong> Bagdad, un camionneur<br />
a été tué par l'explosion d'une bombe<br />
<strong>et</strong>, mardi, trois enfants l'ont été<br />
par <strong>de</strong>s échanges <strong>de</strong> tirs après une<br />
attaque contre une position américaine.<br />
Deux autres Irakiens ont été<br />
tués par un engin explosif à Doulouiyah,<br />
à 70 km au nord <strong>de</strong> Bagdad.<br />
Dans la même région, à Balad,<br />
<strong>de</strong>ux camionneurs turcs ont été<br />
tués <strong>et</strong> le chauffeur d'un camion<br />
koweïtien a été enlevé.<br />
A Ankara, le premier ministre<br />
turc, Recep Tayyip Erdogan, a<br />
déclaré que près <strong>de</strong> 70 ressortissants<br />
<strong>de</strong> son pays avaient été tués<br />
en Irak <strong>de</strong>puis le début <strong>de</strong> l'intervention<br />
<strong>de</strong> la coalition américanobritannique<br />
au printemps 2003.<br />
