Having regard furthermore to Article 29 of the Convention for the Protectionof the Mediterranean Sea against Pollution, 1976, which designates theGovernment of Spain as Depositary of the Convention and of any Protocolthereto,1. Invites the Government of Spain to open the Protocol for signatureat Madrid from 26 January 2002 to 25 January 2003, by all thoseentitled to sign the said instrument by virtue of Article 22 thereof;2. Urges all the Parties to the Convention to sign the Protocol as soonas practicable and to complete at the earliest opportunity theconstitutional procedures needed for the ratification, acceptance orapproval of the Protocol under their respective statutory or legislativeprovisions and to transmit the instruments of ratification, acceptanceor approval to the Depositary;3. Calls upon all the Parties to the Convention to accede to the Protocolas soon as possible after the period specified in Article 24 of theProtocol.14
