Article 12ASSISTANCE1. Any Party requiring assistance to deal with a pollution incident maycall for assistance from other Parties, either directly or through theRegional Centre, starting with the Parties which appear likely to beaffected by the pollution. This assistance may comprise, in particular,expert advice and the supply to or placing at the disposal of the Partyconcerned of the required specialized personnel, products, equipmentand nautical facilities. Parties so requested shall use their bestendeavours to render this assistance.2. Where the Parties engaged in an operation to combat pollution cannotagree on the organization of the operation, the Regional Centre may,with the approval of all the Parties involved, coordinate the activity ofthe facilities put into operation by these Parties.3. In accordance with applicable international agreements, each Partyshall take the necessary legal and administrative measures tofacilitate:(a)(b)the arrival and utilization in and departure from its territory ofships, aircraft and other modes of transport engaged inresponding to a pollution incident or transporting personnel,cargoes, materials and equipment required to deal with such anincident; andthe expeditious movement into, through and out of its territoryof the personnel, cargoes, materials and equipment referred toin subparagraph (a).Article 13REIMBURSEMENT OF COSTS OF ASSISTANCE1. Unless an agreement concerning the financial arrangementsgoverning actions of Parties to deal with pollution incidents has beenconcluded on a bilateral or multilateral basis prior to the pollutionincident, Parties shall bear the costs of their respective action indealing with pollution in accordance with paragraph 2.31
