having the same origin, which results or may result in a discharge ofoil and/or hazardous and noxious substances and which poses ormay pose a threat to the marine environment, or to the coastline orrelated interests of one or more States, and which requires emergencyaction or other immediate response;(c)(d)“Hazardous and noxious substances” means any substance otherthan oil which, if introduced into the marine environment, is likely tocreate hazards to human health, to harm living resources and marinelife, to damage amenities or to interfere with other legitimate uses ofthe sea;“Related interests” means the interests of a coastal State directlyaffected or threatened and concerning, among others:(i)(ii)(iii)(iv)(v)maritime activities in coastal areas, in ports or estuaries, includingfishing activities;the historical and tourist appeal of the area in question, includingwater sports and recreation;the health of the coastal population;the cultural, aesthetic, scientific and educational value of thearea;the conservation of biological diversity and the sustainable useof marine and coastal biological resources;(e)(f)“International regulations” means regulations aimed at preventing,reducing and controlling pollution of the marine environment fromships as adopted, at the global level and in conformity withinternational law, under the aegis of United Nations specializedagencies, and in particular of the International Maritime Organization;“Regional Centre” means the “Regional Marine Pollution EmergencyResponse Centre for the Mediterranean Sea” (REMPEC), establishedby Resolution 7 adopted by the Conference of Plenipotentiaries ofthe Coastal States of the Mediterranean Region on the Protection ofthe Mediterranean Sea at Barcelona on 9 February 1976, which isadministered by the International Maritime Organization and theUnited Nations Environment Programme, and the objectives andfunctions of which are defined by the Contracting Parties to theConvention.23
