Introductory note by the Secretary‐General, Mr. sc. Arbëresha Raça‐
Shala
It is my special honor and pleasure, even in the third year of
the successful functioning of the Constitutional Court, to
present the annual work report of the Secretariat of the Court,
the mechanism that supports and provides the efficient
functioning of the Court. This report specifically reflects key
activities undertaken by the Secretariat toward the fulfillment
of work objectives resulting from the Annual Report 2011.
During the year, the Secretariat has also been extremely
committed in developing all activities, actions and projects to
fully achieve internal policies and strategic objectives of the
work plan for 2011. The Secretariat has been specifically
focused on:
• The conclusion of the recruitment process through fulfilling all vacant posts for 2011,
and on the increase of professional capacities of the personnel;
• Digitalization processes through the implementation of projects from the area of
information technology;
• Development, approval and implementation of work rules and standard operational
procedures for an effective and efficient performance of the Secretariat within its
scope.
By developing planned activities to the highest possible level and by implementing projects
from the area of information technology, the Secretariat has successfully overcome the
challenges it faced with, whilst the provision of sufficient work space has been a continuous
challenge of the year, which was overcome in the last week of December 2011.
The achievement of identified objectives should be understood, first of all, as a result of the
increased team work of the staff of the Secretariat, so, I use this opportunity to express my
gratitude to all the staff of the Secretariat for their contribution in the implementation of
work plans and efficient functioning of the work of the Court.
I would also like to thank donators, who, even this year, contributed to the overall
achievements of the Court with their assistance.
Finally, in the conclusion of this introduction, on my behalf and on behalf of the staff of the
Secretariat, I would specially like to thank the President of the Court, Prof. Dr. Enver Hasani,
for his clear and professional instructions, and all the judges for their continuing support,
cooperation and encouragement they have provided to us in the management of difficulties.
It is with full conviction that I express my highest consideration for their extraordinary
contribution in achieving these results. The extremely important role they played in the
implementation of their responsibilities was rightfully acknowledged and stressed in
European Commission’s “2011 Progress Report on Kosovo”. This success further affirmed
the Constitutional Court as a powerful mechanism of constitutional justice in Kosovo.
