II Department of Professional Support (DPS)<br />

The DPS is responsible for providing professional services of translation, editing,<br />

proofreading and terminology. In 2011, DPS organized and processed the translation of<br />

approximately 23,000 pages of various documents and other paperwork in the Albanian,<br />

Serbian, English and Turkish languages. DPS has also provided approximately 295 hours of<br />

simultaneous interpreting during meetings, Court sessions, administrative sessions,<br />

candidate interviews and other meetings.<br />

In coordination with DCRSA, DPS has prepared the documentation for of the meetings of<br />

Judges and deliberation sessions. DPS facilitated the processing of cases in Albanian,<br />

Serbian and English languages. At the same time, it contributed to the publication of<br />

decisions in the Albanian, Serbian, English and Turkish languages.<br />

In order to build local translation capacities, DPS implemented methods of direct support<br />

and balanced cooperation with Judges, Legal Unit and other Departments; with external<br />

operators, DPS tried to improve and thereby increase the quality of translations and other<br />

services of professional support.<br />

DPS contributed to the completion of designing and implementing the Brand Book of the<br />

Constitutional Court and redesigning the webpage. In compliance with the Identity Book of<br />

the Constitutional Court, DPS has prepared technical specifications of products for the work<br />

of the Court. DPS has prepared instructions for the professional drafting of official<br />

documents. DPS has prepared professional tests and helped the recruitment of the<br />

professional staff of IT and Multimedia Unit.<br />

DPS achieved the following objectives:<br />

• Standardization of official documents and decisions;<br />

• Sharing ideas on drafting official documents in order to eradicate language and<br />

terminological-legal mistakes that will benefit professional stability;<br />

• Matching of the terminology of drafted and translated texts with the language of the<br />

law.<br />

The main challenges DPS faced were:<br />

• Continuous development for the increase and advancement of professional capacities<br />

through the exchange of experiences aiming to further improve and standardize fast,<br />

professional and quality services.<br />

• Full support in automatic software for the non-repetition of translation;<br />

• Increase of efficiency and qualitative work volume; and<br />

• Reduction of expenses for translation.<br />
