Secretariat of the Constitutional Court
The Secretariat of the Constitutional Court, pursuant to Article 12 of the Law on the
Constitutional Court and Rule 15 of the Rules of Procedure, performed administrative works
and supported the work of the Constitutional Court. The Secretariat prepared 5
administrative sessions.
The organizational structure of the Secretariat, headed by the Secretary General, is
composed of the following Departments:
• Administration and Human Resources (DAHR);
• Professional Support (DPS);
• Case Registration, Statistics and Archive (DCRSA);
• Budget and Finance (DBF);
• Procurement Unit (PU);
• Information Technology and Multimedia Unit (ITMU) and
• Internal Audit Unit (IA).
There is also the Legal Unit, headed by Chief Legal Advisor who reports to the President
concerning legal issues submitted to the Court and to the Secretary General for
administrative matters.
The Legal Unit also provides legal advice requested by the Secretary General. On the other
side, the Secretary General ensures the technical and administrative support to the efficient
and effective functioning of the Legal Unit.
The Secretariat accomplished the following year’s objectives:
• revision of the strategic plan and presentation of conclusions in the administrative
session;
• drafting and approval of the Code of Ethics and of the Statement of Oath for Civil
Servants of the Constitutional Court;
• compilation of the Bulletin of Decisions of the Constitutional Court of the Republic
of Kosovo for 2011, in four languages;
• making available the Court’s Book of Impressions;
• production of gold, silver and bronze medallions of the Constitutional Court;
• installation of a lift and construction of an emergency staircase for access to the
Court of persons with disabilities and for easier access of the parties and public to
hearing sessions of the Constitutional Court;
• fully implementation of recommendations of the Office of the Auditor General;
• installation, with foreign donations, of container-offices, in order to increase
working space;
• conception and installation, with foreign donations, of a Case Data Management
System (CDMS) ;
• publications of
- Code of Ethics, in three languages,
- Strategic plan, in three languages,
- Amended Rules of Procedure of the Constitutional Court of Kosovo, in three
languages,
- Bulletin of Dissenting Opinions of 2009 and 2010, in four languages,
- 2010 Annual Report, in three languages,
- 2010 Media Report, in three languages,
- 2010 Report on official visits.
