Based on the strategic development plan of the Court for 2010-2013 and on the Staff
Recruitment Plan for 2011, the Court has achieved (and even exceeded) the percentage
provided by Article 11.3 of the Law on the Civil Service of Kosovo and Regulation No.
04/2011 on Equal and Proportional Representation of non-majority Communities.

DAHR also accomplished the following:
• The preparation of a special data-base for the personnel of the Court, including
personal, professional and leave details, in order to ensure an efficient management
of human resources and the digitalization of the work processes;
• The implementation of the Framework Program of the Trainings for the employees of
the Constitutional Court and of the Plan of the orientation training of new employees
in the Constitutional Court, in order to further increase their work capacities and
capabilities and to implement the policies for the qualification of Civil Servants in the
Constitutional Court; and
• The organization and development of 49 different activities for the realization of
different study visits, workshops, seminars and trainings, in Kosovo and abroad, in
all areas of the activity of the Secretariat of the Court, for 43 officials of the Court
(Legal Advisors and civil servants).
