In retrospect one could say that the optimal<br />

functioning of the <strong>NIAf</strong> came under pressure<br />

commencing in 2008. In 2008 the Council<br />

for Culture recommended transferring the<br />

activities of the <strong>NIAf</strong> to Amsterdam, partly in<br />

response to merger plans with Filmmuseum,<br />

Filmbank, Holland Film and Nederlands Instituut<br />

voor Filmeducatie 1 . This provoked a flood of<br />

opposition in North Brabant with the member<br />

of the Provincial Executive for Culture for<br />

North Brabant, Paul Rüpp, and the Alderman<br />

from Tilburg, Hugo Backx, taking the lead. The<br />

Dutch Minister of Education, Cultural Affairs<br />

and Science, Ronald Plasterk, subsequently<br />

decided that the <strong>NIAf</strong> could remain in<br />

Tilburg. We were asked to set out in detail<br />

our collaboration with the new film institute<br />

(now EYE Film Instituut Nederland), and Binger<br />

Filmlab. In May 2010 we drew up our policy<br />

perspective in a matrix, naming our national and<br />

international connections. This also specified the<br />

collaboration with the two institutes mentioned<br />

above. The Council for Culture assessed this<br />

policy perspective positively and indicated that<br />

the <strong>NIAf</strong> would require more funding to enable it<br />

to implement its plans, possibly at the expense of<br />

Binger Filmlab.<br />

In 2009, at the municipality of Tilburg’s<br />

request, the <strong>NIAf</strong> collaborated closely with<br />

the municipality and a number of cultural<br />

institutes in Tilburg on a proposal for a<br />

cultural development in the Spoorzone area.<br />

Accommodating the <strong>NIAf</strong> on the site had been<br />
