In retrospect one could say that the optimal
functioning of the NIAf came under pressure
commencing in 2008. In 2008 the Council
for Culture recommended transferring the
activities of the NIAf to Amsterdam, partly in
response to merger plans with Filmmuseum,
Filmbank, Holland Film and Nederlands Instituut
voor Filmeducatie 1 . This provoked a flood of
opposition in North Brabant with the member
of the Provincial Executive for Culture for
North Brabant, Paul Rüpp, and the Alderman
from Tilburg, Hugo Backx, taking the lead. The
Dutch Minister of Education, Cultural Affairs
and Science, Ronald Plasterk, subsequently
decided that the NIAf could remain in
Tilburg. We were asked to set out in detail
our collaboration with the new film institute
(now EYE Film Instituut Nederland), and Binger
Filmlab. In May 2010 we drew up our policy
perspective in a matrix, naming our national and
international connections. This also specified the
collaboration with the two institutes mentioned
above. The Council for Culture assessed this
policy perspective positively and indicated that
the NIAf would require more funding to enable it
to implement its plans, possibly at the expense of
Binger Filmlab.
In 2009, at the municipality of Tilburg’s
request, the NIAf collaborated closely with
the municipality and a number of cultural
institutes in Tilburg on a proposal for a
cultural development in the Spoorzone area.
Accommodating the NIAf on the site had been
