€100,000 per annum, excluding indexation. And
since 2010 the NIAf has received more value-rating
subsidy from the Municipality of Tilburg, an increase
of €45,000 per annum.
Owing to the unexpected and sudden withdrawal
of the subsidy by the Municipality of Tilburg the NIAf
faced a serious and acute problem: how could it
carry out the activities budgeted in 2011. In July
2011 this was resolved in part by the municipality
finally granting 50% of the subsidy pledged
earlier but under conditions that the NIAf could
not possibly fulfil. It was also unclear whether the
other 50% for that year would come through. This
had consequences for the cash flow and, as a
result, for the activities to be carried out. Thanks
to the Province of North Brabant we were able to
bridge these difficult periods by bringing forward
advances. At the end of the year the Municipality
acknowledged the NIAf’s objections and, in
accordance with the subsidy arrangement of 2009,
the subsidy was resumed.
In 2012 a small reserve was amassed in order
to finance the costs of the phasing out and
the redundancy plan of the organisation and
because of the uncertainly as to whether the
subsidies applied for would be granted. This was
partly possible by accepting fewer participants
to the artist-in-residence programme and
cutting back on other activities. This also had
consequences for our income.
Since 2009 the NIAf has received more subsidy
structurally from the Province of North Brabant,
Following the announcement of the Troonrede (the
Queen’s speech) and the accompanying state
budget for 2013, announced on Prinsjesdag 2012
(the day of the Queen’s speech), consultations
were held regarding the take-over of our collections
and accommodating our activities with those
institutes that were granted subsidies for the 2013
– 2016 period. At the close of 2012 it emerged that
EYE Film Instituut Nederland and the University library
of Utrecht were willing to take over the collections
but that funds were required for integration and
access. A request for the extra funding that this will
entail will be submitted to the Ministry of Education,
Cultural Affairs and Science in 2013.
