since 2010 the <strong>NIAf</strong> has received more value-rating<br />
subsidy from the Municipality of Tilburg, an increase<br />
of €45,000 per annum.<br />
Owing to the unexpected and sudden withdrawal<br />
of the subsidy by the Municipality of Tilburg the <strong>NIAf</strong><br />
faced a serious and acute problem: how could it<br />
carry out the activities budgeted in 2011. In July<br />
2011 this was resolved in part by the municipality<br />
finally granting 50% of the subsidy pledged<br />
earlier but under conditions that the <strong>NIAf</strong> could<br />
not possibly fulfil. It was also unclear whether the<br />
other 50% for that year would come through. This<br />
had consequences for the cash flow and, as a<br />
result, for the activities to be carried out. Thanks<br />
to the Province of North Brabant we were able to<br />
bridge these difficult periods by bringing forward<br />
advances. At the end of the year the Municipality<br />
acknowledged the <strong>NIAf</strong>’s objections and, in<br />
accordance with the subsidy arrangement of 2009,<br />
the subsidy was resumed.<br />

In <strong>2012</strong> a small reserve was amassed in order<br />
to finance the costs of the phasing out and<br />
the redundancy plan of the organisation and<br />
because of the uncertainly as to whether the<br />
subsidies applied for would be granted. This was<br />
partly possible by accepting fewer participants<br />
to the artist-in-residence programme and<br />
cutting back on other activities. This also had<br />
consequences for our income.<br />
Since 2009 the <strong>NIAf</strong> has received more subsidy<br />
structurally from the Province of North Brabant,<br />
Following the announcement of the Troonrede (the<br />
Queen’s speech) and the accompanying state<br />
budget for 2013, announced on Prinsjesdag <strong>2012</strong><br />
(the day of the Queen’s speech), consultations<br />
were held regarding the take-over of our collections<br />
and accommodating our activities with those<br />
institutes that were granted subsidies for the 2013<br />
– 2016 period. At the close of <strong>2012</strong> it emerged that<br />
EYE Film Instituut Nederland and the University library<br />
of Utrecht were willing to take over the collections<br />
but that funds were required for integration and<br />
access. A request for the extra funding that this will<br />
entail will be submitted to the Ministry of Education,<br />
Cultural Affairs and Science in 2013.<br />
