Secretary of SDE will file a suit (either as a preliminary inquiry or an administrativeproceeding) so as to begin the investigations.Denunciations may be posed informally, by telephone, fax or e-mail, andmay include audio and video tapes, publicity leaflets, newspaper and magazinearticles and anything else that can be used as evidence as long as it has beenlegally obtained.It should be observed that denunciations relative to unfair business practicesamong private parties that do not harm the more general competitive dynamicsor whose effect is limited to purchase and resale relations, without affectingcompetition are not within CADE’s jurisdiction, and should be submitted toconsumer defense organizations, to the entity that has specific jurisdiction inrelation to the case or directly to the Judiciary.142
